Sources Sought Synopsis Electronic Warfare Avionics Integration Support Facility (EWAISF) Combat Electromagnetic Environment Simulators (CEESIMs), Real Time Infrared/electro-optic Scene Simulator (RISS), Test Control Subsystem (TCS), Simulation Network (SIMNET) Sustainment Support Services 08 November 2019 United States Air Force (USAF) mandatory Program Management Directive (PMD) for Electronic Warfare Avionics Integration Support Facility (EWAISF) program provides direction to develop and sustain system engineering and logistical support for Electronic Warfare (EW) systems and software reprogramming. This capability is essential to maintain combat effectiveness of EW systems in the face of a changing threat environment. The EWAISF is the primary support facility in the development, configuration management, maintenance and testing of USAF EW system hardware, software and reprogramming support tools. EWAISF sustainment support services are required to enact AFI 10-703, Electronic Warfare Integrated Reprogramming (EWIR) that is supported by the SIMNET enabling the production and delivery of software and hardware changes to the various EW systems within the EWAISF, which are used to provide an awareness and response capability within the Electromagnetic (EM) spectrum.
Hardware-In-The-Loop (HITL) testing performed throughout the labs necessitates that the generated threats signals have all the Characteristics & Performance (C&P) data necessary to stimulate the various EW systems within the EWAISF to the accuracy and fidelity required by the System Under Test (SUT). In order to accomplish the HITL testing, the EWAISF relies on Modeling and Simulation (M&S) of the transmission and/or reception of electromagnetic energy to replicate an adversarial threat environment. For decades now, the EWAISF has utilized the Northrop Grumman Amherst System’s CEESIM to accomplish much of the required M&S and over the course of time the CEESIMs have been networked together throughout the labs.
The collection of CEESIMs are generally referred to as the “SIMNET” which at this time encompass a network of eight (8) CEESIMs, a Real Time Infrared/Electro-Optic (IR/EO) Scene Simulator (RISS), (2) avionics data simulators, and a Test Control System (TCS). The SIMNET is capable of providing a synchronized time dynamic realistic operationally representative threat environment to multiple SUTs found throughout the EWAISF simultaneously.
This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for sustainment support services that will consist of recurring and non-recurring engineering tasks in support of the EWAISF’s SIMNET.
Note: This questionnaire/survey is for the purpose of obtaining information relative to an upcoming procurement action in the Electronic Warfare and Avionics (EW&A) Division at Robins AFB, GA. Companies are encouraged to provide responses to this questionnaire but are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.
INSTRUCTIONS:
1. Below is a description of the SIMNET associated requirements and a Contractor Capability Survey, which allows you to provide your company’s capability.
2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)
3. Both large and small businesses are encouraged to participate in this Market Research.

REQUIREMENTS DESCRIPTION
Electronic Warfare Avionics Integration Support Facility (EWAISF) Combat Electromagnetic Environment Simulators (CEESIMs), Real Time Infrared/electro-optic Scene Simulator (RISS), Test Control Subsystem, Simulation Network (SIMNET) Server Sustainment Support Services
PURPOSE/DESCRIPTION
We are conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for sustainment support services that will consist of recurring and non-recurring engineering tasks in support of the EWAISF’s SIMNET. Our acquisition strategy is a multi-year contract (minimum of basic plus nine option years) to continue through FY30.
The EWAISF’s simulator network aka “SIMNET” is a network of eight (8) Combat Electromagnetic Environment Simulators (CEESIM), one (1) Real Time Infrared/Electro-Optic (IR/EO) Scene Simulator (RISS), and (2) avionics data simulators and a Test Control System (TCS). The SIMNET is capable of providing a synchronized time dynamic operationally representative threat environment to multiple SUTs found throughout the EWAISF simultaneously for coordinated EW system testing.
The projected quantities of non-recurring engineering tasks will be determined by EW system simulation requirements within the EWAISF and may consist of CEESIM technology refreshes, RF source replacements, and miscellaneous spare support as needed.
Projected quantities of recurring engineering tasks in support of the EWAISF’s SIMNET will entail at a minimum on-site and offsite support sustaining engineering services. On-site support will consist of receiving repairs, preventative maintenance, corrective maintenance, spares management, calibration, test planning, test development & preparation, test execution, assistance in the creation of simulation scenarios, network management, user account management, information management, application software management, operating system management, network operation, network maintenance, operational assistance/training, and configuration management. Offsite support will consist of repair and replacement services in support of all equipment included in the simulator network.
