CLARIFICATIONS TO RFP FA8517-17-R-0011

Question 1: On Page 44 of 50, Paragraph 3.18 reads “Video Bandwidth Range. The instrument shall have a minimum video output bandwidth = 8 MHz (VBW).” Should this be Resolution Bandwidth aka RBW and not Video Bandwidth Range, and should this be RBW of greater than or equal to 8 MHz?

Answer 1: Referenced paragraph is referencing the video bandwidth analysis capability associated to the analysis of TV signals.

Question 2: For NSN 6625-01-289-0854 RH, can you provide the manufacturer and model number?

Answer 2: The NSN: 6625-01-289-0854 RH is a Generic Master, and the accompanying Purchase Description (PD) PD16WRGUEAB11 specifies the technical requirements that Respondent’s must meet or exceed in order to be considered for award. The Preferred NSN will be assigned/issued on any resultant contract/order.

Question 3: Under Section 3.9 of the Purchase Description concerning Analysis Bandwidth, the requirement indicates that the SA shall have an analysis bandwidth greater or equal to 20 MHz to perform demodulation, noise magnitude, & power analysis. Is the specified analysis bandwidth required over the entire frequency of the proposed SA?

Answer 3: The Government is requesting greater than or equal to 20 MHz, so yes, it is spread throughout the bandwidth of the Spectrum Analyzer.
