BASIC PERIOD OF PERFORMANCE:

01 September 2019 thru 31 March 2020.

NOTE 1: If the subject effort is anticipated to exceed the threshold for providing a consolidated subcontracting plan. Consolidated subcontracting plans shall be submitted along with the proposal, if applicable and shall follow FAR 19.704 and DFARS 219.704 for subcontracting plan requirements.

Note 2: The proposal must address all requirements of this RFP and only those requirements. If the Contractor determines the RFP does not capture all requirements or contains unnecessary requirements, contact the contracting officer as soon as possible. Any such issues must be addressed prior to the submittal of the proposal for this effort. Any changes to the requirements contained in the RFP will require an amendment; including any necessary revision(s) of the appropriate requirements document(s).

Note 3: Request you submit a consolidated Bill of Material (CBOM) in electronic, sortable format (Excel), and an electronic cost model.

Note 4: The responsibility for providing a well-prepared and fully supported cost proposal lies solely with the offeror. The basis and rationale for all proposed costs shall be provided as part of the proposal so that the Contracting Officer has the information necessary to evaluate the reasonableness of the proposed price.

Note 5: Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

This clause supplements the Federal Acquisition Regulation 52.219-9, Small Business Subcontracting Plan, clause of this contract.

(a) Definitions. “Summary Subcontract Report (SSR) Coordinator,” as used in this clause, means the individual who is registered in the Electronic Subcontracting Reporting System (eSRS) at the Department of Defense (9700) and is responsible for acknowledging receipt or rejecting SSRs in eSRS for the Department of Defense.

(b) Subcontracts awarded to workshops approved by the Committee for Purchase from People Who are Blind or Severely Disabled (41 U.S.C. 8502-8504), may be counted toward the Contractor’s small business subcontracting goal.

(c) The Contractor may submit a payment request and receiving report using other than WAWF only when—

(1) The Contracting Officer authorizes use of another electronic form. With such an authorization, the Contractor and the Contracting Officer shall agree to a plan, which shall include a timeline, specifying when the Contractor will transfer to WAWF;

(2) DoD is unable to receive a payment request or provide acceptance in electronic form;

(3) The Contracting Officer administering the contract for payment has determined, in writing, that electronic submission would be unduly burdensome to the Contractor. In such cases, the Contractor shall include a copy of the Contracting Officer’s determination with each request for payment; or

(4) DoD makes a payment for commercial transportation services provided under a Government rate tender or a contract for transportation services using a DoD-approved electronic third party payment system or other exempted vendor payment/invoicing system (e.g., PowerTrack, Transportation Financial Management System, and Cargo and Billing System).
