Performance-based Work Statement (PWS)
Purchase Request: FD2060-15-94209 for
Precision Strike Package Contractor Logistics Support
Date: 24 August 2015
1.0 Description of Services: This Performance-Based Work Statement details work to be performed by the Sierra Nevada Corporation (SNC). The Precision Strike Package (PSP) is comprised of numerous systems in unique configurations for which there are no existing DoD organic maintenance support and no published technical orders. Therefore, Contractor Logistics Support (CLS) is required to maintain these systems until verified maintenance technical orders can be published and organic personnel trained. SNC will be responsible for performing CLS and providing support labor at host aircraft locations. This responsibility requires troubleshooting and Organizational Level (O- Level) maintenance/repair of the PSP and Government Furnished Equipment (GFE) (Mission Operator Pallet (MOP), Trainable Gun Mount (TGM), and Dragon’s Breath cargo door) on the host aircraft and shipping/receiving repairable assets in order to minimize costs and maximize system availability. Host base facilities (parts storage, offices, etc.) and infrastructure (vehicles, equipment, Traffic Management Office, etc.) should be used to minimize costs.
1.1 Objective(s): This Performance-based Work Statement (PWS) describes the services required to meet operational needs and exceed end-user expectations at the best value and acceptable risk to the Government. These services include (1) providing labor and supervision to accomplish tasks in support of maintenance on the PSP and associated equipment and training devices at Cannon AFB and Hurlburt Field, deployed locations and NSWC Dahlgren at Dahlgren, VA; (2) providing qualified maintenance personnel capable of maintaining a PSP operational availability rate of 90 percent; (3) provide on-the-job training to Government maintenance personnel as technical data and training become available. Effective management of Government Furnished Property (GFP) and GFE are needed for maintenance and software update activities. Contractor Furnished Materiel (CFM) (also known as Contractor Acquired Property (CAP)) are also needed to support the maintenance activities cited in this work statement. The contractor shall meet PWS requirements 95 percent of the time and receive no more than two written customer complaints per year concerning contractor deficiencies relating to contract requirements. Identified deficiencies shall be corrected successfully within five workdays of notification.
1.2 Background: The Secretary of Defense and Commander, United States Special Operations Command (USSOCOM), previously directed that a PSP and Intelligence, Surveillance, and Reconnaissance (ISR) capability be added to the then existing MC-130W fleet. The MC-130W has since been designated the AC-130W. The PSP is currently installed on 12 host AC-130W aircraft and will be integrated on to the MC-130J platform to provide a gunship capability and re-

designation of the weapon system as the AC-130J, supporting up to 37 aircraft (up to 16 this Period of Performance). The mission of the modified host aircraft is to provide close air support, armed reconnaissance, force protection, integrated base defense, strike control and reconnaissance, air interdiction, and convoy escort to troops in contact. The overarching philosophy guiding this effort is to support the PSP by: (1) encouraging SNC maximum flexibility to utilize innovative management techniques to successfully monitor program cost, performance, risks, subcontracts, vendors, and data; (2) maintaining clear Government visibility into program cost, schedule, technical performance, and risk; and (3) continuing the Integrated Product Team (IPT) relationship between Government and contractor.
1.3 Benefit to United States Air Force (USAF): This acquisition will benefit the USAF by being able to utilize the weapons systems on the gunship and thereby accomplish the mission.
