1. DESCRIPTION OF SERVICES

This Performance-Based Work Statement (PWS) is for services from Honeywell International, Inc. in Phoenix AZ for the C-130J Navigational Databases (Nav DB). The C-130J utilizes the same Flight Management System (FMS) and commercially procured Nav DB produced by Honeywell. Honeywell converts Jeppesen ARINC 424 formatted data into P2000 formatted data for use on USAF, USMC and USCG C-130Js. The P2000 is a Honeywell proprietary compression algorithm and currently the only data that can be read by the C-130J Communication/Navigation/Identification-Signal Processor (CNI-SP). The Honeywell FMS uses electronic navigation data in computations that provide automatic guidance and worldwide electronic map displays for the flight crews.

2. SERVICES SUMMARY

The objective of this PWS is to obtain engineering support services for the navigational databases from Honeywell every 28 days for all USAF, USMC and USCG C-130J users.

Honeywell will convert Jeppesen ARINC 424 formatted data into P2000 formatted data for use on all USAF, USMC and USCG C-130Js. The P2000 is a Honeywell proprietary compression algorithm and currently the only data that can be read by the C-130J CNI-SP.

The contractor is to use their current commercial Flight Management System (FMS) which uses electronic navigational data in computations that will provide automatic guidance for the aircraft and electronic map displays for the flight crew for worldwide deployment. The C-130J CNI requires that a database be resident in order to function and it is critical for flight safety that it be updated every 28 days. Within the database there are three areas utilized to ensure worldwide coverage. They are: SF2 – North and South America, Europe and North Africa;

SF3 – North and South America, Asia, Australia and South Africa; SF4 – Europe, Africa, Asia and Australia.

4.1 Update will be pushed every 28 days.

No more than one (1) late push per period of performance (POP)

NOTE: After the contractor pushes formatted Jeppesen data, the Nav DB POC in the C-130J Sustainment Program Office will download the database (SF2, SF3, SF4) using the Honeywell proprietary software ‘One-Nav’ tool every 28 days and check to ensure the correct

Latitude/Longitude is applied. The using organizations load the data onto the aircraft via CD through the Portable Maintenance Aid (PMA).

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES

a.) GFM/GFE is not required.

b.) Contractor shall furnish all material and necessary parts.

4. GENERAL INFORMATION

4.1 General Requirements:

a.) Honeywell Phoenix shall acquire timely Jeppesen NavDB updates to support the required cycles from PoP 14 Nov 2017 through 13 November 2022.

b.) Honeywell Phoenix shall filter each Jeppesen Nav DB update from an ARINC 424 format to the P2000 format for use on the C-130J Flight Management System.

c.) Honeywell Phoenix shall format three P2000 databases; SF2, SF3 and SF4 as described by the C-130J Sustainment SPO POC for each (28 day) cycle.

d.) Honeywell Phoenix shall place all three P2000 formatted Nav DBs on the Honeywell website for download by each user.

e.) Honeywell Phoenix shall maintain and support, as needed, the USG username/password database assuring access as required.

f.) Honeywell Phoenix shall provide one copy of the Honeywell proprietary software ‘One Nav’ to the USG NavDB POC.

g.) Honeywell Phoenix shall maintain the C-130J CD checker executable on the Honeywell website for download by each user.

h.) Honeywell Phoenix shall provide technical support as required.

4.2 System Requirements:

a.) An Windows 7 computer with four gigabytes of random access memory and local administration rights b.) Honeywell proprietary ‘One-Nav’ software for database viewing c.) Since the ‘One-Nav’ software is not listed on the Robins-2K approved product list, an Air-Card is required to access the Honeywell database.

4.3 Security Requirements:

a.) General: Actual knowledge of, generation, or production of classified information is not required for performance of the contract. Cleared personnel are required to perform this service because security measures which are in force do not preclude access to classified information.

b.) Operations Security (OPSEC): Contractor personnel will participate in the OPSEC program locally administered by the AF activity.

c.) Employee Clearances: Contractor employees that need access to Government owned Automated Information Systems (AIS) will require the minimum of a Favorable National Agency Check (NAC). Submit a Standard Form 85P (fingerprint cards if available) to the Security Team for processing.

d.) Security Incidents and Violations: The contractor will immediately notify the wing security team of any actual security violation, security incident, or of any indication of a potential unauthorized disclosure or compromise of classified or sensitive but unclassified information.

e.) Security Education: All full-time contractor employees occupying physical space on Robins AFB, will comply with the Security Education and Awareness program. The program consists of four components: initial training, annual refresher training, and periodic tailored training.

4.4 Program Management: Contractor shall provide monthly software updates to the Nav Database for C-130J users. Update will be pushed every 28 days. No more than one (1) late push per Period of Performance (PoP). C-130J Engineer will analyze updated database using the “One-Nav” tool.

4.5 Data Management: The contractor shall identify, schedule, coordinate, manage, track and status the development, procurement and delivery of contractual data items related to the NavDB program. The contractor shall utilize its existing automated exchange, scheduling and tracking tools to provide the data in contract compliant media and formats.

4.6 Non-Personal Services: Personal services shall not be contracted for in accordance with applicable laws and regulations governing engineering services.

4.7 Not Inherently Governmental Function: Requirements of this acquisition do not require the performance of functions that are inherently governmental.

4.8 Mission Essential Personnel: The Performance of Service: During crisis in accordance with AFI 63-124, paragraph 2.7.1 for this effort has been identified as follows. “The Functional Commander/Functional Director (FC/FD) has determined that the C-130J Navigational Database is not Mission Essential (M-E) in accordance with DoDI1100.22.”

4.9 Inspection of Services Clause: The Inspection of Services Clause from FAR 52.246 gives the right to inspect contractor performance so long as it doesn’t cause undue delay to delivery of those services.

4.10 Green Procurement Program (GPP): GPP is a mandatory federal acquisition program that focuses on the purchase and use of environmentally preferable products and services. GPP requirements apply to all acquisitions using appropriated funds, including services and new requirements. FAR 23.404 (b) applies and states the GPP requires 100% of EPA designated product purchases that are included in the Comprehensive Procurement Guidelines (CPG) list that contains recovered materials, unless the item cannot be acquired: a) competitively within a reasonable timeframe, b) meet appropriate performance standards, or c) at a reasonable price.

The prime contractor is responsible for ensuring that all subcontractors comply with this requirement.
