1.0 SCOPE:

This Statement of Work (SOW) details the effort required to manufacture C-130 Loadmaster Crashworthy Seat (CWS) Stowage Fixture Modification kits based on an already approved technical data package (build to print). A production kit is defined as follows: all parts and hardware required to install both the left and the right side CWS Stowage Fixture Modifications. A production kit will contain twice the parts found in drawing 201112755. Each production kit will contain the material required to modify two (2) Loadmaster Crashworthy Seats. There will be a basic contract for three hundred eighty three (383) production kits. There will be an option for twenty nine (29) additional production kits.

As this effort qualifies as an alternate source to the Original Equipment Manufacturer (OEM), First Article Testing shall be required. Of the three hundred eighty three (383) kits one (1) kit will be used for First Article testing.

The Contractor will modify eighteen (18) Government provided stanchions (201112690-

10) IAW TCTO-2169 using nine (9) CWS Stowage Fixture production kits and deliver these modified stanchions to the Government as spare stanchions (201112690-30).

2.0 BACKGROUND:

The current C-130 crashworthy seat configuration interferes with paratroop and cargo airdrop operations. This modification will provide additional clearances between the fully-stowed CWS and the cargo compartment to preclude interference with paratroop and cargo airdrop operations.

3.0 GOVERNMENT FURNISHED PROPERTY (GFP) and GOVERNMENT

FURNISHED EQUIPMENT (GFE):

3.1 All residual government-furnished materials shall remain the property of the Government upon completion of the contract. Contractor-furnished materials used for deliverables shall become the property of the Government upon receipt of the deliverables. The Government shall provide to the Contractor eighteen (18) Crashworthy Seat “Group B” kits (1560K0115301ALG).

3.2 CONTRACTOR DOCUMENTATION: Any records, data, files, documents, and working papers provided by the Government or generated by the Contractor in support of the contract are Government property and shall be returned to the Government.

4.0 GENERAL INFORMATION:

4.1 The CWS Stowage Fixture Modification consists of a single (1560K0104324ALG) modification kit. The modification improves the stowage capacity of the seat, providing greater clearance in the cargo bay and increasing the safety and effectiveness of paratroop and cargo airdrop operations.

4.2 The Contractor shall identify the C-130 CWS Stowage Fixture Modification kits and modified spare stanchions with the following component kit/part numbers:

4.3 The Contractor shall be responsible for the completion of all tasks required by this document, shall implement all plans required by this SOW, and shall not deviate from an approved document without explicit permission from the Government Procurement Contracting Officer (PCO). Existing data, documentation, reports, or other data that apply to this program shall be used to the fullest extent possible as authorized by the procuring activity.

4.4 Relationship of Contractor with sub-Contractors/Vendors: The Contractor shall levy on sub-Contractors and sub-vendors the same requirements for CWS Stowage Fixture Modification kits as are levied on them by this contract. This requirement shall apply at all tiers of sub-Contractor/vendor levels associated with the program.

4.5 Reporting Proprietary Constraints: All reports and their content delivered to the government shall become property of the government and will be free of any proprietary constraints.

5.0 SPECIFIC REQUIREMENTS:

5.1 First Article: The First Article Delivery is due within 120 calendar days from the date of contract award. Government written notice of approval or disapproval will be provided within 130 calendar days after receipt of the First Article package. If the First Article is rejected, and if the Government determines the First Article can be corrected, the contractor shall repair and return the First Article within 45 calendar days.

5.1.1 First Article Delivery. The Contractor shall deliver one (1) C-130 CWS Stowage Fixture Modification production kit to the Government for First Article testing.

5.1.2 First Article Composition. The C-130 CWS Stowage Fixture Modification kit (1560K0104324ALG) will consist of all the parts and materials identified within the Government provided Technical Data Package (TDP). A paper copy of the TDP shall accompany the First Article delivery from the Contractor.

5.1.3 First Article Government Testing. The Government shall perform testing activities on Contractor developed material. Government test results and First Article approval are required prior to beginning kit (1560K0104324ALG) production.

5.2 Basic Contract C-130 CWS Stowage Modification Production Kits: The Contractor shall manufacture three hundred eighty two (382) production kits (1560K0104324ALG) for the C-130 CWS Stowage Fixture Modification in accordance with the TDP provided by the Government. All kits shall have the same components, Kit P/N, and Kit NSN. The Contractor will assemble and deliver fifty (50) completed kits per month to the Government beginning ninety (90) days after First Article acceptance.

The Contractor will withhold nine (9) kits from the December 2016 delivery to be used for stanchion modification (Section 5.4). Early delivery is authorized.

5.3 Option I C-130 CWS Stowage Modification Production Kits: The Contractor shall manufacture/assemble twenty nine (29) production kits (1560K0104324ALG) for the C-130 CWS Stowage Fixture Modification in accordance with the TDP provided by the Government. All kits shall have the same components, Kit P/N, and Kit NSN. The Contractor will deliver twenty nine (29) completed kits ninety (90) days after Option I is exercised. Early delivery is authorized.

5.4 Stanchion Modification: The Government shall provide to the Contractor eighteen (18) Crashworthy Seat “Group B” kits (1560K0115301ALG), no later than 31 December 2016, to be modified with the CWS Stowage Fixture (1560K0104324ALG).

The Contractor shall use the nine (9) CWS Stowage Fixture “production” kits not delivered in Section 5.2 to modify eighteen (18) Government provided stanchions (201112690-10) IAW TCTO-2169 and deliver them to the Government as eighteen (18) spare stanchions (201112690-30) ninety (90) days after Government delivery of “Group B” kits (1560K0115301ALG). The disposition of the remaining parts from the Government provided “Group B” kits (Strut Assembly 201112645-10 and Seat Assembly 201112689-10) will be repackaged in Government approved containers, remarked with proper identification and returned to DLA supply. The Contractor will destroy and dispose of incidental hardware from the Government provided kits.

5.5 Packaging, Shipping and Handling: The Contractor shall package and mark the CWS Stowage Fixture Modification kits per the guidelines as specified on Air Force Material Command (AFMC) Form 158 Packaging Requirements, as incorporated in Section J of the contract.

6.0 LOGISTICS:

6.1 INTERCHANGEABILITY/DIMINISHING MANUFACTURING

SOURCES (DMS):

INTERCHANGEABILITY: All parts having the same manufacturer’s part number and CAGE shall be functionally and dimensionally interchangeable and replaceable with each other. Any deviations shall be reported to and approved by the Government.

DMS: Contractor shall be responsible for the identification, description, and recommended replacement or alternate solutions for the items affected by obsolescence that are required to accomplish the CWS Stowage Fixture Modification manufacture.

6.2 CONFIGURATION MANAGEMENT AND CONTROL:

6.2.1 TDP: The Contractor shall use the Government provided TDP to manufacture the CWS Stowage Fixture Modification kits. No deviations are permitted without prior approval of the procuring activity. If TDP discrepancies are noted during manufacturing/assembly of the First Article kits, the Contractor shall notify the procuring activity. Changes to the TDP shall be processed via approved Engineering Change Proposals (ECPs) and rights to these changes shall belong to the Government. Any data prepared by the Contractor or vendor pertaining to fabrication/manufacture of the kits shall be made available, upon request, for inspection by the procuring activity.

6.2.2 Configuration Requirements: After First Article acceptance, the Contractor shall establish and maintain configuration control. All further kits shall be produced to the same design specification using the same parts as the approved First Article kit.

6.2.3 Engineering Change Proposals (ECP). The Contractor shall provide Class I and/or Class II ECPs as required to address changes to the TDP.

6.2.4 Request for Deviation (RFD). The Contractor shall prepare a RFD whenever a departure from the contractually-specified baseline is proposed for a specific number of kits or for a specific schedule time.

7.0 PROGRAM MANAGEMENT:

The Contractor shall identify a Program Manager (PM) who shall establish a formal project organization responsible for all phases of this program. The Contractor PM shall identify and maintain, throughout the contract period, a list of key personnel who have management and task decision authority, including key personnel of any major sub- Contractors. This listing must be provided to the government and updated as necessary.

The Contractor PM shall have the responsibility for the management, administration, financial control, engineering, manufacturing, procurement, testing, and quality assurance activities associated with this effort. The Contractor PM shall serve as the point of contact on all CWS Stowage Fixture Modification contractual and technical matters.

7.1 Program Schedules and Milestones: Program performance will be in accordance with an Integrated Master Schedule (IMS), jointly approved at the Kick-Off meeting and updated at Program Management Reviews (PMRs). The IMS shall be updated to show progress against the baseline.

7.2 Status Reports: The Contractor, in accordance with the Contract Data Requirements Lists (CDRLs), shall prepare and submit monthly status reports detailing the work performed the previous month. The Contractor will document task status, data deliverables, contract issues, and actions. In addition, all problem areas will be covered with recommended solutions, and Estimated Completion Date (ECD) and the expected outcome after the solutions are implemented. The Contractor shall identify tasks to be performed during the next reporting period in each status report. This report shall compare program progress with the program’s scheduled milestones, and identify problems and risks along with proposed effective solutions.

7.3 Meetings, Briefing, and Presentations: The Contractor shall be responsible for hosting meetings IAW the following paragraphs. The Contractor shall provide agendas, briefing materials, and minutes for these meetings. The Contractor shall prepare presentations and briefings to present the results of studies and analyses required by this contract.

7.4 Kick-Off Meeting: A Kick-Off meeting shall be hosted by the Contractor, at the Contractor’s facility, no later than 30 calendar days after contract award.

7.5 Program Management Reviews (PMR): The Government and the

Contractor will participate in PMRs. An initial PMR shall occur after First Article acceptance and on an as needed basis afterward. The Contractor shall conduct program reviews presenting program status to the Government. The Contractor shall be responsible for distributing agenda topics, recording minutes, and recording action items for all hosted meetings, conferences, reviews, and/or audits. The Contractor’s program management team, including appropriately-cleared personnel from the contracts, quality assurance, data/configuration management, engineering, reliability and maintainability, system safety and Integrated Logistic System (ILS) organizations, shall be available for all formally-scheduled program status reviews. Contractor representatives at these meetings, conferences, reviews, and audits shall include at least one person with authority to make decisions on behalf of the Contractor. The minutes shall be recorded by the Contractor and shall include participant questions, deviations from the agenda, conclusions and action items resulting from the reviews. The minutes shall require Government Program Manager review and approval by the Procuring Contracting Officer (PCO) prior to distribution.

8.0 SYSTEM QUALITY:

The contractor shall comply with the International Standards Organization (ISO) 9000 family of standards, guidelines, and technical reports. The contractor shall permit the Government to periodically access quality related data and data related records for the C- 130 CWS Stowage Fixture Modification. The Government has the right to request corrective action if quality system fails to meet objectives.

9.0 ITEM UNIQUE IDENTIFICATION (IUID):

IUID markings on all items shall be IAW Government provided drawings.

10.0 SECURITY:

10.1 General: Actual knowledge, generation, or production of classified information is not required for performance of this contract.

10.2 Employee Clearances: Contractor employees that need access to Government owned Automated Information Systems (AIS) will require the minimum of a favorable National Agency Check (NAC). Background investigations will require the submission of Standard Form 85P “Questionnaire for Public Trust Positions” and FD-285 “Fingerprint Chart for Contractor Positions” or electronic fingerprint media. As required, the Contractor will contact the Government Program Manager for submission instructions.

10.3 Security Incidents and Violations:

The Contractor will immediately notify the Air Force Information Protection Office at

(478) 926-2266 for any indication of potential unauthorized disclosure and/or compromise of classified or sensitive but unclassified information.

11.0 GREEN PROCUREMENT PROGRAM (GPP):

GPP is a mandatory federal acquisition program that focuses on the purchase and use of environmentally-preferable products and services. GPP requirements apply to all acquisitions using appropriated funds, including services and new requirements. Federal Acquisition Regulation (FAR) 23.404(b) applies and states the GPP requires 100% of Environmental Protection Agency (EPA)-designated product purchases are included in the Comprehensive Procurement Guidelines (CPG) list containing recovered materials, unless the item cannot be acquired a) competitively within a reasonable timeframe, b) meet appropriate performance standards, or c) at a reasonable price. The primary Contractor is responsible for ensuring all sub-Contractors comply with this requirement.

The Contractor is free to propose alternative commercial standards and solutions to achieve the Government’s “Best Value” performance requirements.
