This is a notice of intent that Robins AFSC/PZIOB anticipates awarding a sole source contract to provide engineering and installation services as required to expand the Mass Notification System (MNS) at Robins Air Force Base, Georgia. Federal Signal Corporation installed the mass notification system and components for 65% of the buildings on Robins AFB. The MNS, under existing warranty, is maintained and receives support from Federal Signal certified technicians. Selecting a different vendor other than Federal Signal would require the purchase of interface equipment and replacement of the current RTU assemblies. Also, support provided by a different contractor would complicate servicing and future expansion by introducing different vendor equipment as part of a unified system. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source Federal Signal Corporation (CAGE Code: 65063) based on the above reasoning.
However, Interested Party or Person(s) may identify their interest and capability to respond to the requirement or submit a proposal(s). This notice of intent is not a request for competitive proposals. All proposals received within the 30 days after issuance of solicitation, or 45 days after the publication date of this synopsis will be considered. OMBUDSMAN: All potential offeror(s) should contact the buyer/PCO identified above for additional information and/or to communicate concerns, if any, concerning this acquisition. If the contracting officer does not satisfy your concerns, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate serous contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. When appropriate, potential offeror(s) may contact Ombudsman Timothy Inman at 312-472-4097. Please be prepared to identify previous contacts made by you in an attempt to resolve your concerns.
