The following requirement was received from the United States Air Force (USAF), Air Force Sustainment Center (AFSC)/78 ABW/SCXS. The contracting activity responsible for this action is AFSC/PZIOB. The purchase request number is
(2) Nature and/or description of the action being approved:
Due to circumstances described herein, this Exception to Fair Opportunity (EFO) requests authority for a sole source procurement for base telecommunications systems support based on urgency. The current contract/ delivery order (FA8732-14-D-0021/FA8501-17-F-0144) will end 15 Sep 18 due to the contractor's unwillingness to continue performance past the basic period (16 Sep 17 - 15 Sep 18). This requirement will be a bridge action that will be issued as a new firm fixed price (FFP) order against the multiple award NETCENTS-2 NetOps and Infrastructure Solutions Small Business (SB) Contract. This action will consist of a 12 month period of performance from 16 Sep 18 through 15 Sep 19. This contract with include the Option to Extend Services Clause (52.217-8) which may be exercised should the follow-on 5 year competitive acquisition not award by 16 September 2019.
The order will be awarded sole source to the following NETCENTS-2 NetOps Small Business contract holder:

(3) Description of the supplies/services required to meet the agency's needs:
This is a performance-based requirement to continue the mission for operations and maintenance (O&M) and system administrative services in support of the base telecommunications system (BTS) to include infrastructure, Enhanced 911 (E911) switching system, Voice Protection System (VPS) and Cable Assignment Retrieval System (CAIRS). The BTS consists of the base switching system, fiber optic and copper cable distribution systems on premise, customer premise wiring which includes voice, data, video, conference

The service level requires the contractor to furnish commercial grade operation, administration, and maintenance support services that recur on a monthly basis. Basic Monthly Services (BMS) are standard support necessary to operate and maintain the base communications switching, LAN and distribution systems in accordance with (IAW) the original equipment manufacturers' recommended schedule and established commercial specifications, Department of Defense (DoD), Air Force standards and best practices.

The estimated valued of this effort . This estimate is based on historical cost data from the current contract with Micro Technologies (FA8732-14-D-0021/FA8501-17-F-0144) as well as work orders anticipated over the next 12 months. Multiple funding streams will fund this requirement including O&M, CSAG-M, and CSAG-S. The overall period of performance is 12 months from date of order with anticipated award being 15 September 2018. This effort will include the Option to Extend Services Clause 52.217-8 which will only be utilized if the follow-on competitive small business set aside is not awarded by 16 September 2019.
In accordance with the policy memorandum from AF SAE and AF CIO dated 15 September 2014 and in accordance with AFI 33-112, Information Technology Hardware Asset Management, the NETCENTS-2 contracts will be the mandatory source for all Air Force units purchasing NetCentric IT products and services that fall within scope of the contracts. The NAICS for the NETCENTS-2 IDIQ is 517110 and is the same NAICS being used for subject BTS Bridge and has been used for all previous BTS contracts. The last four orders have been set-aside for small business concerns under NETCENTS and GSA (awaiting the award of the new NETCENTS IDIQ). All four of these previous contracts have fallen under the scope of the NETOPS & Infrastructure Solutions Category of NETCENTS-2. This scope includes network management/defense, infrastructure information transport systems, enterprise level security/management and implementation/ operations, managed services. In summary, the BTS Bridge will also be procured under the NETCENTS-2

NET-OPS & Infrastructure contract.
(4) Identification of the exception to fair opportunity and the supporting rationale:
FAR 16.505(b)(2)(i)(A): The agency need for the services is so urgent that providing a fair opportunity would result in unacceptable delays. The 78th Air Base Wing Communications Directorate has an urgent requirement for continuation of base telecommunications systems (BTS) services. Without these services, Robins AFB's missions will be severely degraded.
Robins AFB does not have BTS organic capability, therefore, it is mission critical to continue performance with contractor support.
The current contract/delivery order (FA8732-14-D-0021/FA8501-17-F-0144) was awarded to Micro Technologies LLC on 07 Sep 2017 on a competitive basis through NETCENTS-2 NetOps SB contract. This order was issued for a one year basic and 4 option periods totaling Micro Technologies has advised the Government that they are unwilling to proceed with the next Option Period, Option 1. Option 1 is set to award on 16 September 2018. The lack of performance by Micro Technologies and their unwillingness to proceed with the next option period has placed the Government in an urgent situation to continue sustainment and performance of the BTS. The actions of this contractor has directly resulted in a backlog of work orders under the current contract that are not being properly addressed. In an attempt to overcome this issue and replace the existing contract with a more long-term solution, the Government is currently developing a 5 year competitive follow-on acquisition, however it will not be in place prior to the expiration of the current contract, 15 September 2018. Due to the massive backlog of work orders and potential lapse in coverage, it is critical the bridge contractor awarded this urgent requirement has familiarity with Robins AFB procedures and work-centers. As such, a one-year bridge contract to SMS, a prior incumbent, is the most appropriate action to prevent a lapse in coverage by 16 September 2018.
SMS is the prior bridge contract incumbent for the BTS services with Robins AFB on order FA8732-14- D-0013 Q602 in which the CPARS associated reflected positive support by this contractor. This order was issued through NETCENTS-2 NetOps and Infrastructure Solutions (SB) contract and was awarded in September 2016 with a period of performance of one year, through September 2017. This action was executed prior to the competitive acquisition awarded to Micro Technologies in September 2017. SMS is clearly capable as evidenced through their prior award/procurement history for BTS services with Robins AFB and through their vast experience, knowledge, and capabilities associated with DoD and IC cybersecurity platforms for the past 20 years. Their knowledge and experience focuses specifically on the architecture, engineering, testing, evaluation, operationalize, securing, and deployment of the latest state-of-the-art technologies to support mission critical and essential services to national security for unique requirements specified by the customer. SMS will undoubtedly be able to immediately perform to this bridge requirement, taking on the transition of work from Micro Technologies with ease, preventing a lapse in coverage to Robins, AFB telecommunication networks and systems. Therefore, award to any other source without experience or a positive, proven procurement history record associated with the Robins BTS system poses an inherent risk to the government as proven with the current contractor, Micro Technologies, LLC. As previously stated, this urgent bridge contract is not expected to exceed 12 months, and will contain FAR clause 52.217-8, Option to

Extend Services should the follow-on contract not award by the anticipated date of 16 September 2019.
(5) Contracting Officer's determination that the anticipated cost to the Government will be fair and reasonable:
The Contracting Officer will ensure that the services described herein are negotiated at a fair and reasonable price to the Government. IAW FAR 15.403-3, the contractor will be required to provide Other than Certified Cost or Pricing Data to support the Government's evaluation of the proposed cost as this is a commercial effort. A detailed cost analysis and price analysis will be performed on the proposed skill mix of labor, labor hours, types and quantities of material and other direct and indirect rates, and will be negotiated by the Government based on recommendations from the Defense Contract Management Agency (DCMA) and expert technical personnel supporting the program. The Contracting Officer will seek audit assistance from the Defense Contract Audit Agency (DCAA) if necessary. The contract price will be negotiated IAW procedures in FAR Part 15 ensuring the ultimate cost to the Government is fair and reasonable.
(6) Other facts supporting the justification:
None.
(7) Actions the agency may take to remove or overcome any barriers to increasing fair opportunity before any subsequent acquisition for the supplies or services:
Market research was conducted in accordance with FAR Part 10 and was completed on 15 May 2018. The MRR techniques used included a search of the SBA DSBS using NAICS 517110, with term search “telecommunications” and “telephone”, yielded several small businesses that could provide this service. A Sources Sought Synopsis (SSS) was posted on FedBizOpps as part of the previous competitive order's market research. It yielded 9 capable sources of the 19 vendors surveyed. These 9 vendors were re-evaluated for capability and multiple vendors were deemed capable of fulfilling the competitive requirement. The overall conclusion of the MRR indicated that there were numerous companies equipped to satisfy Robins' BTS requirements successfully and several small businesses capable of meeting the upcoming competitive requirement.
As mentioned previously the current contractor, Micro Technologies, LLC has declined to proceed with the next Option period of the current contract resulting in a potential lapse in coverage by 16 September 2018.
Due to the unwillingness and poor performance exhibited by this contractor, the Government is currently pursuing a follow-on competitive acquisition, however this acquisition will not be awarded by the time the current basic period expires, 15 September 2018. The 5-year follow-on competitive effort will be set aside for small business concerns based on the results of the MRR and will be solicited as a full and open competition via the NETCENTS-2 NetOps and Infrastructure Solutions small business vehicle and is anticipated to be awarded by 16 September 2019.
Of the sources identified in the MRR, several were small businesses found within the NETCENTS NetOps and Infrastructure solutions small business contract vehicle. Due to the urgency of this instant requirement to
March 2018 Security Marking (select from the drop-down list) Page 5 of 5 bridge the gap between award of the competitive follow-on, the MRR concluded that only small business sources with prior positive award performance history for the BTS system at Robins AFB would be considered for this urgent bridge action.
Therefore this instant action will be executed against the mandated NETCENTS-2 NetOps and Infrastructure solutions small business contract vehicle as a sole source award to SMS for this urgent requirement.
