MEMORANDUM FOR ALL ELIGIBLE CONTRACTORS

SUBJECT: Request for Quote (RFQ) – Blanket Purchase Agreement for Cloud Services, FA8307-R-19- 0135.
Notice to Offerors: While the RFQ identifies the possibility of multiple contract types: i.e. Firm-Fixed Price (FFP), Time&Materials (T&M), Labor Hour (LH), and Cost, approval is still pending for the use of T&M and LH. Note that no Calls will be issued with these contract types until approval is received. The Government reserves the right to cancel this RFQ, either before or after the closing date. In the event the Government cancels this RFQ, the Government has no obligation to reimburse an Offeror for any costs.
1. This RFQ is being issued in accordance with (IAW) FAR 13.303 and under NAICS 518210 (size standard $35M). The Government anticipates awarding up to 15 BPAs to a mix of large and small businesses. This effort shall be completed in accordance with the attached Statement of Objectives (SOO), dated 13 September 2019. The period of performance will consist of a five (5) year ordering period from date of BPA issuance. The performance period for all Calls placed under this BPA shall not exceed five (5) years from the completion of the ordering period.
2. Your company is invited to submit a quote for this effort. Please note that your company must be United States based with no foreign ownership or control to be eligible to receive a BPA. The Government will verify this status during evaluations.
3. Offerors shall submit one (1) electronic copy of their quote via email on or before the RFQ closing date of 16 October 2019, 12:00 PM CST to the Contract Specialist, Ms. Dawn Davenport at dawn.davenport@us.af.mil and the undersigned Contracting Officer at christina.fernandez@us.af.mil.
Quotes received after the designated due date for quotes will not be considered or evaluated for award.
4. Questions regarding this RFQ will be answered via two Ask Me Anything (AMA) sessions. Sessions dates and times are as follows: Session 1 on 25 September 2019 at 11:00 AM CST and Session 2 on 3 October 2019 at 11:00 AM CST. Offerors are encouraged, but not required to, submit questions prior to the AMA sessions. Questions can be sent to the points of contact identified above. Questions with the Government’s responses will be provided via FBO.gov after each session. Please be advised that the Government reserves the right to transmit questions and answers of a common interest to all prospective Offerors.
