I. Contracting Activity.

II. Nature and/or description of the action being processed.
Approval is requested for a sole source procurement of GSM, UMTS, LTE Base Stations and CDMA Radio Access Networks to upgrade the existing Deployable Integrated Telecommunications Test Range (DITTR) system, a deployable telephony system used for testing and configuration. This system will be paired with a similar TLC system already owned and

IV. Statutory authority permitting other than full and open competition.
6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
Award to any other source would result in substantial duplication of cost, estimated at approximately , to the Government that is not expected to be recovered through competition. TLC
Solutions Inc. is the only source for this equipment who can meet the form, factor, and particular capabilities.
1. TLC Solutions Inc. provides the only 3rd Generation Partnership Project 2 (3GPP2) Software Defined Radio system that meets our needs and requirements for form, fit, function, and will be able to meet future requirements for upgrading this capability and will seamlessly connect to the existing government TLC system. Equipment can only be provided from the original source as this is a follow-on requirement for the continued provision of highly specialized equipment.
2. This is a follow on requirement to expand the cellular network capabilities of the DITTR to conduct future Exercises, Operations Rehearsals, and Developmental and Operational Tests. The additional base stations and radio access networks from this vendor will be added to system TLC previously provided and integrated into the DITTR. The additional time required for another vendor to integrate a new system with the DITTR's existing hardware and software would exceed the time available for upcoming testing in FY18 & FY19. The government would be required to pay a substantial amount of additional dollars in order for another vendor to develop a system that could be integrated into existing hardware and software and perform in the manner that TLC is able to do currently. TLC can quickly and easily `bolt-on' their base station subsystems onto the governments existing hardware and software which includes a GSM/UMTS/ LTE & CDMA Cell networks and other systems already on board the DITTR with no additional costs.
3. . Primary hardware for this system is provided in rack mountable units which can be rapidly installed in the government system. The system provides 3GPP2 association certified personal communication services. This certification ensures the signals emitted by the system are in compliance with the standards required by our customers and systems undergoing test. The system interconnectivity via the vendor's proprietary Session Initiation Protocol (SIP) over Ethernet permits connectivity to our existing based

Private Branch Exchange (PBX) thus, providing seamless communications backbone extension services.
As stated, this is an upgrade to allow for expanded GSM/CDMA/UMTS/LTE voice and data calls range coverage.
4. The entire system is easily transportable to other test locations/sites should the need arise due to its modular design and mobility. This meets our requirement to transport this system to customer sites to provide test/training/exercise opportunities. Systems of similar capabilities from other vendors will require costly skidded freight shipping requirements, which will significantly slow reaction to customer requests and increase turnaround times, thus reducing our ability to participate in geographic dispersed events.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
The government has consulted with 3rd party Radio Frequency (RF) solution companies such as G3 Technologies, but they were unable to meet the technical or integration requirements necessary without substantial additional acquisition costs to replicate what the government has already procured, estimated to be TLC has previously been awarded sole-source contracts for their base stations/radio access networks with special notice synopsis for these sole source contracts being posted on Federal Opportunities website (FedBizOpps) with no companies having expressed an interest in performing, or having provided comments for those efforts.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
A. Price Analysis and subsequent negotiations will be accomplished by the Contracting Officer to determine price reasonableness. This item is considered a commercialmodified item IA W the definitions of FAR 2.101. It is anticipated that sufficient Price Analysis techniques are available to determine price reasonableness of the contractor's proposal.
One or more of the following pricing techniques will be used for this acquisition:
Comparison to Published Price Lists of same or similar items Review sales history of same or similar items Technical evaluation by the requiring activity Review procurement history records Query government databases
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
For future requirements, every feasible effort will be made to promote competition whenever practical considering technical, cost and security constraints. If TLC Solutions authorizes additional vendors for the items in Section III, if the item listed in Section III become obsolete, or if another manufacture introduces a possible substitute those potential sources will be evaluated
