Section A: General Contract Information

Section B: Description of the Supplies/Services Required
The AFLCMC/ Office has a requirement to acquire services for repair/upgrade of 48 each Hand Held Monitors (HHM) P/N 4101096-501 and 62 each Communications Modules (CM) P/N 4101095-501 to return these items back to a serviceable condition using other than full and open competition procedures directly from THALES Defense and Security Inc. (Cage Code 23386). The items to be repaired or upgraded under this proposed acquisition are considered commercial items as defined by FAR 2.101.
Section C: Justification for Soliciting from a Single Source
THALES is the Original Equipment Manufacturer (OEM) of the Hand Held Monitors and Communication Modules listed in section B. This requirement is in direct support of our customer. These items are required by our customer's mission .
Section D: Efforts to Obtain Competition
Thales is the only known vendor with the technical expertise, data, tools, test fixtures, and acceptance test procedures required to satisfy the government's minimum requirements for these items. It is not currently feasible for the Air Force to acquire a drawing package, test data, and test equipment from the OEM to promote competition.
Section E: Steps to Preclude Future Single Source Awards
Based on market research, THALES is identified as the only source that can meet the Government's minimum requirements for repair of these items. Every feasible effort will be made to promote competition whenever practical considering technical data, cost and security constraints. Price/Cost analysis and subsequent negotiations will be accomplished by the Contracting Officer to determine price reasonableness. It is anticipated that sufficient price/cost analysis techniques are available to determine price reasonableness of the contractor's proposal.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
