Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Section B: Description of the Supplies/Services Required

AFLCMC/HNCBW has a Brand Name requirement to procure 1, 11 7 each, Rechargeable Battery Module (RBM) II Battery assemblies, P/N TASS-1822, This is an ongoing/recurring DEPOT sustainment requirement for AFLCMC/HNCBW and staggered delivery per quarter throughout the year is being requested. This is considered to be a commercial item

IAW FAR 2.101.

Section C: Justification for Soliciting from a Single Source

The battery is manufactured by Genesis under part number 12V-XE30. The basic battery is then modified b approved Air Force Security Forces Center (AFSFC) assemblers/ vendors to include potting com ound and TASS specific connection for use in the TASS RBM ll.

. The AFSFC has approved two contractors that meet the modification specifications for the batteries. They are Sechan Electronics, Inc. and Garud Technology Services, Inc., both small businesses.

Section D: Efforts to Obtain Competition

A Sources Sought was posted on Federal Business Opportunities for the previous purchase on 19 Feb 16 with a response date of 24 Feb

16. Two contractors responded, but were not approved AFSFC assemblers for the product. The process for contractors to receive approval from AFSFC is a lengthy process. The need for the modified Genesis batteries are continuous in order to maintain warehouse supplies and new installation requirements

Section E: Steps to Preclude Future Single Source Awards

AFLCMC/HNCBW in conjunct ion with the AFLCMC/Hanscom Program Office wi ll continue to conduct market research and seek other manufacturers/vendors that can supply this specific battery assembly that meet the salient characteristics and mission requirements.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAB 13.106-1 (blill that the ci rcumstances of this contract action deem only a single source is reasonably available.
