Section B: Description of the Supplies/Services Required requests a brand name requirement to procure 3M F822 Filter Media Paper IAW drawing number G1-47-1612, Revision G. The specifications are listed below:

Section C: Justification for Soliciting from a Single Source
3M is the approved manufacturer of the approved filter media, F822. 3M possesses the technical expertise, data and experience to produce the F822 filter media. 3M has demonstrated acceptable performance and is uniquely qualified to serve as a provider under this procurement. The filter media paper is used to complete the filter paper kits Improper and undefined quality paper (not prepared IAW Technical Instruction 13-AGFU-1 and 2) will jam the collection system, and eliminates the capability of the equipment to perform .
Section D: Efforts to Obtain Competition
The system has been baselined and is under Air Force configuration control. The baselined documentation (Technical Instruction 13-AGFU-1 and 2) requires this paper to be used within the system. Failure to have the 3M brand name product will severely impact

This type of qualification testing can only be accomplished by certain offices within the national laboratory network, which is time consuming, and is cost prohibitive at this time.
Section E: Steps to Preclude Future Single Source Awards
Continuous research, testing, and qualifications are ongoing to identify additional vendors able to produce the filter media paper IAW with approved AF configuration control board drawings, and approvals.
