The United States Air Force Branch has a requirement to repair/overhaul of 10/each Walter Kiddie 4D Type Air Compressors (Part Number K890228M).

The Walter Kiddie 4D Type Compressors that require repair are currently being used on the This operates the branch supports.

This repair/overhaul action is to establish a sustainment/repair capability that currently does not exist at . This Walter Kidde compressor is obsolete and no longer produced or available from the OEM. Extensive research, testing and qualification has been done to identify a new compressor (replacement) to meet our requirements. A key factor is compressors must be rated for airborne operation;

this eliminates some of the candidates. These efforts have been unsuccessful. Loss of serviceable compressors will result in loss to support our customers and National Command Authorities. Due to system configuration, interchangeable parts are not feasible and will not function with the mission equipment due to fit & function requirements; these compressors were specifically designed for the present application. This compressor is component of the system.

Section C: Justification for Soliciting from a Single Source

The justification is expressly Authorized or Required by Statute Federal Acquisition Regulation (FAR)(6.302-5 (b) (7)) - Sole Source awards under the WOSB Program-15 U.S.C. 637(m). Additionally, in accordance with FAR 19.1506(a), a contracting officer shall consider a contract award to an Economically Disadvantaged Women-Owned Small Business (EDWOSB) concern on a sole source basis under FAR 6.302-5(b)(7).

Section D: Efforts to Obtain Competition

An informal market research has been accomplished through the following actions:

RFI#1(Sources Sought), was issued through FBO on 16 Dec 2015 with a response date of 07 Jan 2016 and yielded no results.

RFI#2, which utilized the Small Business Dynamics search under Economically Disadvantaged Woman-Owned Small Business (EDWOSB) in Bexar County and NAICS code 811310 was issued on 21 Jan 2016 with a response date of 27 Jan 2016 yielded only one response. This response came from Elevate Systems (CC: 6TTF1).

Additionally, on 29 Jan 2016, the Contracting Officer followed up by calling several EDWOSB (e.g. Ace Welding and Trailer Co., Costar Services, Inc., and Kuzniar Consulting Services) regarding this requirement. Ace Welding and Trailer Co. Inc. stated that they could not meet the Government's requirement; therefore, they declined to propose. Costar Services, Inc. specified the cost of proposing on the Government's requirement was not a cost benefit for the estimated return. Kuzniar Consulting Services, LP indicated they were not interested in this particular requirement at this time.

Section E: Steps to Preclude Future Single Source Awards In the future, in order to obtain two or more Economically Disadvantaged Women-Owned Small Business (EDWOSB) businesses to participate under the assigned NAICS code, the Government will continue to seek competition.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
