NOTICE OF PROPOSED CONTRACT ACTION (NOPCA).

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

The Cryptologic and Cyber Systems Division, Contracting Branch (AFLCMC/HNCK) hereby gives notice of intent to award a sole source Firm Fixed Price contract under statutory authority 10 USC 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) 13.106- 1(b)(1)(i), soliciting from a single source to satisfy agency requirements. The proposed acquisition is for items with NAICS Code 334111- Electronic Computer Manufacturing, which has a Small Business Size Standard of 1000 employees

Requirement includes the following items listed below:

System Cable P/T to JPC short- P/N 614005888 (Qty-6) and Cable THV 3Q MS- P/N 614005796 (Qty-6) directly from Northrup Grumman (Cage Code 9F909) in support of the Force Protection / Tactical Automated Security Systems (TASS). Delivery is required within 60 days after receipt of order.

The Government intends to award the requirement to Northrup Grumman, 213 Wynn Dr. NW Huntsville AL, 35805, Cage Code: 9F909, a Large Business. Northrup Grumman is the only vendor that meets minimum qualifications, acceptance, and approval for use on Force Protection /Tactical Automated Security Systems. No technical data/drawings/technical orders are available and proposals will NOT be accepted. Approval for determination for other than full and open competition is authorized for this acquisition. If a firm believes it is capable of providing this exact item (NOTE: Brand Name or Equal is not applicable for this requirement) please attach Force Protection / Tactical Automated Security Systems certification letter to the Contracting Specialist within three (3) days of this announcement to kenneth.khan@us.af.mil . In addition, please indicate whether they are a large, small, small disadvantaged, 8 (a) or woman owned business and whether they are located in the U.S. or foreign owned. Interested parties must respond no later than 26 May 2015 by 0600hrs CST.

AFLCMC Ombudsman can facilitate resolutions of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
