SECTION M CONTINUTED
BASIS FOR CONTRACT AWARD
By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications. Failure to properly meet all of the solicitation terms and requirements may result in an offer being determined ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The evaluation process will be on a Lowest Price Technically Acceptable (LPTA) basis.
In order to be considered offerors must have previously qualified or have complied with the manufacturing Source Qualification Statement provided with this solicitation. Evaluation of qualified offers shall proceed as follows:
A. First, qualified offers shall be reviewed for technical acceptance. Offerors who have qualified with the USAF for manufacture of this requirement will be considered to be technically acceptable.
Second, the qualified offerors will then be ranked according to total price per each solicitation line item and each line item will be competed independently and awarded based on the split award table below. Because of this the offeror shall quote their best offer to the Government for a five year IDIQ. An offeror’s proposed total price for each line item will be determined by multiplying the quantities identified in Section B by the proposed unit price.
B. The split table below details the percentage of split award based on the price variance between the two lowest offers thus, if three or more qualified offers are received the Government shall only consider the two lowest priced qualified offers for split award. For each line item award the Government shall compare the two offerors who offers the lowest total price and determine the basis for award in accordance with the table below. For example, if the total price variance for the line item is between 0 and no more than 3% the award will be equally split. If the total price variance is greater than 3% and no more than 15% the award will be split with the larger portion of the quantity being awarded to the lowest total priced offeror. If the total price variance is greater than 15%, the award of that line item will be solely to the offeror submitting the lowest total price.

C. In the event of a split award the Government shall award at least the minimum guarantee to each awardee.
D. Offerors are cautioned to submit sufficient information and in the format specified in Section L. Offerors may be asked to clarify certain aspects of their proposal. Communication conducted to resolve minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for proposal revision.
E. The Government intends to award a contract without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest.
