SECTION 1 DESCRIPTION OF SERVICES
1.1 Purpose
This effort is in support of Remote Emitter Units (REUs) with Joint Electronics Type Designation (JETD) part number OR-350(V)7/MST-T1(V) and OR-350(V)8/MST-T1(V), which are the L-pedestal and M-pedestal of the Miniature Multiple Threat Emitter Systems (Mini-MUTES).
1.2 Scope
For the following end items listed in Table 1 – Components, the contractor shall furnish all facilities, parts, materials, data, equipment and services that are required to disassemble, inspect, repair as necessary, upgrade to modern parts, reassemble clean, maintain and package. The contractor shall perform this work in accordance with the documentation associated with this item. This PWS establishes the minimum work requirements to return the end item(s) to a serviceable and functional condition. The services to be performed will not be essential during a crisis situation.
The purpose of this work description document is to guide the contractor in the repair and maintenance of the said items in the areas of work performance, test requirements, documentation, special requirements, quality control, packaging and shipping, condemnation issues, safety issues, support requirements and travel issues.
The repair of the said items includes the repair or replacement of any parts that are part of these end-items, as explained in section 4, including sections 4.6, 4.8, and 4.27.7. Details about these end items are explained in the appendix.
These services include two separate efforts:
Using the amplifiers as a test bench for testing and repairing failed parts sent to the contractor Using the waveguides as a platform for maintenance the vacuum tubes.

1.3 Terms Explained
“Acceptance Test”: The functional and operational tests performed on the end-item to ensure that all performance standards are satisfactorily met to restore the end-item to a serviceable condition. The Acceptance Test shall conform to the requirements for acceptance testing as stated in the applicable specification listed in Section 4. Authorization to use contractor acceptance test procedure(s) (i.e. ATP) shall be obtained through the CO/ACO from the PMS.
“ACO”: The Administrative Contracting Officer.
“Calibration”: A comparison between two instruments, one of which is a standard of higher accuracy, to detect and correlate or adjust any variation in the accuracy of the instrument or equipment item being compared or tested. Calibration shall be accomplished using government approved contractor technical data.
“CO”: The Contracting Officer.

“Diagnosis”: To ascertain what is causing the end-item to be unserviceable.
“Disassemble”: To remove the components that make up the end-item in accordance with disassembly instructions in the technical data specified in Section 4 and government approved contractor technical data.
“End-Item”: The item furnished to the contractor for maintenance.
“Essential Repair”: The minimal parts, labor, and processes required to restore an item to a serviceable condition.
“Government Approved Contractor Technical Data”: Contractor technical data that has been used in the manufacture/production for initial procurement of government end-items or any subsequent modification/update and can be used for the repair of such items.
“IAW”: In Accordance With.
“Inspection”: A thorough examination of an item to determine its identity and condition.
“Modification”: A change in the physical or functional characteristics of a system, equipment or end-item that affects form, fit, or function.
“PMS”: Production Management Specialist, that individual who develops and prepares the Contract Maintenance Purchase Request (PR) package, and is the program manager for the duration of the contract.
PMS, as used in this document, refers to the production manager, office, and phone indicated on the title page of Section 5.
“Reassemble”: To reinstall all the serviceable components that make up an end-item in accordance with the assembly instructions.
“Repairable”: An unserviceable item that can have maintenance performed to restore it to a serviceable condition.
“Reparable”: An unserviceable recoverable end-item that may or may not be repairable and refers more to its logistics status.
“Serviceable”: Capable of meeting the requirements and performing the function for which designed or modified and meets all test requirements established by this work specification and the technical data cited in Section 4.
“Technical Data”: All government and contractor drawings, specifications, standards, Technical Orders (T.O.s), technical manuals, and all other technical publications necessary to restore an item to a serviceable condition.
“Update”: To bring an end-item up to the latest acceptable government approved configuration without changing its original form, fit or functional capability.
SECTION 2 SERVICES DESCRIPTION SUMMARY
2.1 Performance Objectives
The contractor shall be responsible for the accomplishment of all tasks and material necessary for the repair of each RF Amplifier and Waveguide Assembly listed in Table 1 – Components, applicable to the MUTES/Mini-

MUTES system in accordance with the PWS. The contractor shall comply with the delivery performance requirements and other obligations as identified in this contract.
The following provides a summary of the principle responsibilities and duties of the Parties:
2.1.1 The responsible Government Program Office:
a) will provide all applicable forecast data to the Contractor
b) will strive to return all reparable assets to the Contractor in a timely manner
c) will provide advance notice of force structure or program changes
d) may direct assets from the field to the Contractor’s facility (The Contractor will notify the Government if there is a storage capacity issue)
e) may turn over excess and/or unserviceable inventory to the Contractor (The Contractor will notify the
Government if there is a storage capacity issue)
f) will expeditiously communicate field requisitions and shipping instructions to the Contractor
g) pay contractor for shipping supplies and services to ship, and provide transportation costs of shipping
2.1.2 The Contractor shall:
a) provide all support and management effort as required
b) meet the performance requirements in accordance with the PWS and the contract
c) perform repair in accordance with sections 1 and 4 of the PWS
d) strive to improve the repair, overhaul, modification and spare delivery times
e) partner with the government program office to facilitate agreement on future demand requirements
f) insure that the tolerance parameters shall meet or exceed the prescribed applicable T.O. specifications associated with the applicable NSN
g) package items according to the SPI for each NSN to be delivered, and arrange for govt. paid shipping

The contractor’s quality program will be relied on to meet these objectives of this effort. Government representatives will attend on-site testing activities. All other tasks required under this PWS may be inspected on a random basis at the discretion of the PCO and/or QAP.
SECTION 3 GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES
3.1 GFP
Contractor shall furnish all material, support equipment, tools, test equipment, and services.

Foreign Disclosure Restrictions apply.
3.4 Contractor Manpower Reporting
If any repair or maintenance action exercised exceeds $150,000, the contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.
3.4.1 Reporting Period
Contractors are required to input data by 31 October of each year.
3.4.2 Uses and Safeguarding of Information
Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
3.4.3 User Manuals
Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link.

SECTION 4 GENERAL INFORMATION
4.1 General Work Requirement
The Contractor shall be responsible for the accomplishment of all tasks and material necessary for the repair of the RF Amplifier and Waveguide Assembly in accordance with this PWS. The Contractor shall comply with the delivery performance requirements and other obligations as identified in this contract.
4.2 Data
4.2.1 Technical Data
The removal, disassembly, inspection, essential repair, modification/update, test assembly, and reinstallation of component part and equipment will conform to the instructions in this work specification and all applicable technical data/directives listed in Section 5.

4.2.2 Data or Deliverable Data Requirements:
Procedures shall be established and maintained that will provide the status of maintenance production, asset management, condemnations, reporting problems, end item accountability, and inventory control of GFM.
4.3 Security
DD Form 254 IS NOT required.
4.4 Quality
The inspection system requirements acceptable to the government are specified in Schedule Section E of the contract/order.
4.5 Condemnation and Repair
Authorization for condemnation shall be obtained in writing through the CO/ACO from the PMS. Items subjected to abuse, misuse, or catastrophic failure will not be repaired at the basic contract agreed price, but will be negotiated separately on a case by case basis. The Contractor shall contact the CO/ACO before any catastrophic repair is to be accomplished. Additionally, the Contractor shall not attempt to accomplish repair on an item when the total cost of repair, including parts, material, and labor is estimated to exceed 75% of the current stock list price of a new item (provided on the basic contract). If the Contractor estimates the total costs of repair of any end item received will exceed the above percentage of the Stock List Price, the Contractor shall promptly notify the resident QAR and the PCO/ACO in writing and shall not perform further services on any such items except at the direction of the PCO/ACO. Upon receipt of the written notification that a particular item is not reparable, the Contractor shall dispose of the unit in the manner directed by the PCO/ACO.
4.6 Accessory and Component Reuse, Maintenance and Replacement
Maintenance and replacement of accessory and component parts will be IAW specific work requirements listed in Section 4 of this work specification, the technical data cited in Section 5, and the appropriate government-approved contractor technical data.
4.7 Facility Requirements
4.7.1 Test Beds
The contractor shall maintain the Test Bed in a continual state of readiness to support fielded Mini-MUTES systems. Support is defined as providing a functional transmitter system available to duplicate operating parameters of field based systems and performing routine maintenance of the Klystron Tubes.
4.7.2 ESD
The purpose of an ESD program is to establish the requirements necessary to minimize the effects of ESD on parts, assemblies, and equipment. An effective ESD program will increase reliability and decrease maintenance actions and lifetime cost. If not already in existence, Contractors shall establish, implement, and document an ESD program.
4.8 Routine, MICAP, Surge
The Contractor shall be responsible for returning serviceable assets in the time set forth in this contract. In the event the event that the government requires an asset for coverage of a MICAP requirement, the contractor shall expedite the serviceable repaired asset as described in the Performance Plan/Quality Assurance Surveillance Plan.

4.9 Receipt, Care, and Handling of Assets
4.9.1 Handling
The contractor shall exercise care to prevent damage to Government Furnished Property while in his possession.
4.9.2 Storage of Government Furnished Property
The contractor shall store all Government furnished Property in a secure area to provide protection against damage, pilferage, or loss. Storage areas shall provide protection against all adverse environmental conditions.
The storage of the components shall be in an environment that will not degrade the life of the equipment nor compromise the safety of personal working on or around the equipment.
4.10 Availability of Government Furnished Property
At the discretion of the Air Force Mini-MUTES Program Manager, the contractor shall make ready and available for shipping, within two working days of notice; all components listed in Section 1.2 Table 1 or their subcomponents listed in Section 6 (Appendix) Table 4. The contractor shall crate and package the components in the original and proper containers as specified by the SPI for each component or subcomponent shipped.
4.11 Shipping and Handling
The Government shall be responsible for shipping and handling charges to and from the contractors repair facility, including packaging, crating, and commercial carrier fees.
4.11.1 Reusable Shipping Containers
Reusable shipping containers, packaging, and crating material in which the Government Furnished Property is received shall be handled with care. Reusable containers shall be stored for reuse, and configuration of the containers shall not be altered.
4.11.2 Inventory Inspection
An inspection shall be performed on the end-item units received at the contractor’s facility for the following:
4.11.2.1 An Inspection for Proper Identity, Completeness, and Obvious Damage
An inspection for proper identity, completeness, and obvious damage shall be performed on each item upon its receipt at the contractor’s facility.
4.11.2.2 Deficiencies Found as a Result of Inspection
Any deficiencies found as a result of the above inspection shall be brought to the attention of the resident Quality Assurance Representative (QAR), and disposition shall be directed through the QAR/CO by the PMS.

4.11.3 Supplemental Packaging Requirements
4.11.3.1 Contractor
When an item is shipped to the contractor in order to be reengineered or repaired, the contractor shall be required to repair or replace all packaging that does not meet the requirements of this contract. This process is part of the Bid for this contract and is mandatory.
4.11.3.2 Process
When an item is received for repair the packaging will be evaluated, and any packaging that is damaged or does not meet the requirements of the contract must be corrected using the following process.
A. First, a Supply Discrepancy Report (SDR), Standard Form (SF) 364, will be filled out and submitted to the Government to show that the material was sent to you without the proper packaging and must be repaired or replaced, whichever is appropriate. In this fashion you can be reimbursed for the repair or replacement of the packaging as required by actual cost incurred in each Discrepancy identified.
Pictures and any documentation of proof of discrepancy are preferred to substantiate any findings, and help resolve continuing packaging problems.
B. The contractor will obtain whatever expertise is required to accomplish this requirement without the assistance of the Government. This can be accomplished with the hiring of trained, experienced, packaging personnel, the use of local packaging houses, or whatever is needed to correct any packaging discrepancies as required by the contract and replace any packaging that is incomplete or damaged.
C. When discrepancy is discovered by the contractor the Government will be contacted and given the option of supplying or replacing the damaged or missing packaging or parts with no cost to the contractor.
4.11.3.3 Standard
Any shipping required to accomplish the asset’s repair shall be accomplished full compliance to the applicable military standard packaging.
4.11.4 Preservation
While the end-items are in the possession of the contractor, they shall be handled and stored in such a manner to preclude damage by handling weather or foreign matter.
4.12 Disassembly
The contractor shall disassemble each item only to the extent necessary to accomplish inspection, testing, fault isolation, and maintenance.
4.13 Cleaning
The contractor shall clean to the degree necessary to adequately perform a visual inspection of all components.
An inspection shall be performed to identify physically damaged and /or non-functional electrical components that do not comply with IPC Class 2 standards. The contractor shall replace all damaged and/or non-functional components.
4.14 Electrical Inspection
The contractor shall electrically inspect all discrete components for electrical functionality using calibrated test and measuring equipment. Calibration of measuring equipment shall meet ANSI standards.

4.15 Defective Components
The contractor shall replace defective components with components that are equal to original design. If original design components are not available, components with equal electrical tolerance and functionality shall be used.
Where quality and performance characteristics are unknown, the procurement office will be consulted for guidance.
4.16 Soldering
The contractor shall use soldering techniques that will minimize damage to the assembly.
4.17 Printed Wiring Board Repair
The contractor shall repair burned, lifted, cracked and/or non-functional conductor traces and solder pads to IPC standards.
4.18 Electro-Magnetically Compatible
The contractor shall ensure the repair process is electro-magnetically compatible with the repaired part, the other equipment in the next higher assembly and with the environment. Adequate shielding and circuit separation shall be part of the repair. The repaired portion of the system shall comply with the conducted and radiated interference suppression requirements.
4.19 Markings
The contractor shall ensure nameplates and product marking are correct and accurate upon repair completion.
The assemblies, subassemblies, and part that constitute this repair shall be marked for identification in accordance with existing style and format.
4.19.1 Marking
Each completed end-item will be permanently and legibly marked with the contractor’s facility identification.
This identification will display the name of the contractor facility, date of maintenance and contract number.
This identification can be by decalcomania, rubber, stamp, or stencil. When using rubber stamp or stencil, use permanent, waterproof ink or paint of contrasting color; also, end-item identification plates shall reflect the latest modification/update, i.e., National Stock Number, Part Number as applicable.
4.20 Form, Fit, and Function Compatibility
Interchangeability: Hardware items having equivalent functional, physical and performance characteristics shall be interchangeable. Design criteria shall incorporate features to prevent incorrect installation of items.
New part shall be presented to the government engineer and equipment specialist for incorporation into the baseline data package (Drawing, Technical Orders).
4.21 Obsolescence Issues
Where items have been determined to be obsolete, a suitable replacement part shall be identified. The identity of the new part shall be presented to the government engineer and equipment specialist prior to installation into the item being repaired. Upon approval, the contractor baseline data package shall be updated to indicate that the new part in use. (Government engineer and equipment specialist will update government baseline data package).

4.22 Failure Data Reporting
All item failures and component consumption data shall be documented and reported to the OO-ALC/415 SCMS/GUMAA. Failures and component consumption data shall be documented using CDRLs for Failure Analysis and Corrective Action Reports (CDRL A001, DI -SESS-81315A) and forecasting Diminishing Manufacturing and Material Shortages (DMSMS) issues (CDRL B001, DI-ILSS-80386).
4.23 Inspection
The contractor shall accomplish a thorough inspection of each end-item, reusable or replacement component parts, and materials (external and internal) for the following:
4.23.1 Completeness
End-items are inspected for loose or missing parts, materials, and attaching hardware.
4.23.2 Damage
End-items are inspected for dents, punctures, bent pins, cracks, and wrinkled or misaligned conditions that may cause chafing.
4.23.3 Serviceability and Conformance
Component parts, material, and attaching hardware are inspected to determine serviceability, and conformance with the technical data.
4.23.4 Structural Parts
Structural parts for dents, punctures, cracks, oversized holes, evidence of chafing, and corrosion.
4.24 Corrosion Control and Treatment
The contractor shall accomplish corrosion control and treatment as required.
4.25 Maintenance
The contractor shall develop and maintain detailed maintenance procedures following the same format and content as the OEM maintenance manuals. The contractor shall develop and maintain manuals and procedures describing the facilities, equipment, tasks and expendables required. The contractor shall perform the required maintenance, inspect and reassemble the reworked end-item and components(s), and calibrate, if applicable.
4.26 Inducted Assets
The contractor will be required to track all inducted assets. During the induction process, any asset received under warranty will be transferred and/or shipped to the appropriated contract.

Testing and repair services will be provided as specified in Table 2 of section 2.1.3. This includes monthly maintenance services as described in the next six subsections, subsections 1-6, and Teardown, Test and Evaluation (TT&E) and repair services as described in the subsections following subsections 1-6 (subsections 7- 9). The teardown applies to the waveguide assemblies in that they are removed and reinserted from the test beds as part of the testing services. The teardown also applies to all of the assemblies if during test a problem is found, in which case tear down may be needed to further test and determine the problem. However, in some cases the teardown will not be necessary and will be an optional part of the TT&E, making it a T&E (test and evaluation) for the amplifiers that pass the routine testing.
4.27.1 Tasks to be performed by the contractor on NSN: 5996-01-465-5122FD - PN A26160, 100kW X- Band HPA (TX33).
Tasks to be performed monthly by the contractor are:
Visual inspection for any damaged, loose, overheated, or otherwise broken parts. Take repair action as necessary.
Functional testing of High Power Amplifier system. Conduct full power start up sequence. Verify nominal operating parameters e.g. voltages, currents, RF power.
De-Gas Klystron tube by running at nominal operating parameters for two eight-hour periods.
Verify resistivity level by reading meter. If resistivity is less than 1 MΩ-cm, replace de-ionizing filter cartridge.
Visually inspect particulate filter cartridge. Replace every six (6) months or sooner if condition warrants.
Visually inspect coolant level, top off if necessary.
Visually inspect Desiccant Beads in canister. Replace every six (6) months or sooner if condition warrants.
Visually inspect 20kW Converter Air Filter. Replace every three (3) months or sooner if condition warrants.

4.27.5 Failure Isolation/Repair
The contractor shall determine the most practical approach to isolating and repairing the asset(s) to correct the problem with operation. This may include on-site or off-site diagnosis, repair and testing.
4.27.6 Repair Services
The contractor shall incur all cost for repair or replacement of the components listed in Section 1.2 Table 1, that are damaged as a result of failure of the contractor’s maintenance procedures, schedules, workmanship, or storage environment.
4.27.6.1 Minor Repairs - Labor and Materials less than $1,000.00
If a minor failure occurs in any of the items listed in Section 1.2 Table 1, the contractor shall notify the US Air Force with a Failure Analysis Report and undertake the required repair action to return the items to proper working condition. No further funding shall be required for minor repairs.

4.27.6.2 Major Repair - Labor and Materials greater than $1,000.00
If a major failure occurs in any of the items listed in Section 1.2 Table 1, the contractor shall notify the US Air Force with a Failure Analysis Report and an estimate for the additional repair labor and materials. Upon approval and additional funding by the US Air Force, the contractor shall provide the necessary equipment, materials, and personal to undertake the required repair action to return the items to proper working condition.
4.27.7 Support of Field Returns
The contractor shall support fielded Mini-MUTES systems by maintaining the Test Bed to provide repair to the transmitters and accompanying Klystron Tubes. The contractor shall provide the necessary equipment, facilities, materials, and personnel to repair LRUs returned from fielded systems. Upon receipt of an LRU, the contractor shall provide the US Air Force with a Failure Analysis Report and an estimate for repair labor and materials. See Table 3. Upon approval and additional funding by the US Air Force, the contractor shall perform the necessary repair action to return the LRU to proper working condition.
4.27.7.1 TT&E
When fielded Mini-MUTES LRUs are sent to the contractor for test and evaluation under this contract, the contractor will perform a TT&E. The TT&E will be in one of two categories: A simpler, less expensive TT&E, called Tier 1, or a more comprehensive and costly TT&E, called Tier 2. Upon submission of a Failure Analysis Report, the contractor will be paid for the TT&E.
4.27.7.2 Repair
When a fielded Mini-MUTES LRU is sent to the contractor for repair, the contractor will first perform a TT&E.
Based on the TT&E results, the contractor will provide the CO with a repair estimate.
4.27.8 Acceptance Test and Checkout
The contractor shall perform an acceptance test and checkout, of each completed end-item to assure serviceability prior to presentation to the government. The contractor shall visually inspect for solder joint quality and visually inspect for board cleanliness in accordance with IPC class 2 standards. The contractor shall electronically test all reworked or repaired components to demonstrate successful completion of work by using equipment specified test procedures and results delineated by the manufacturer, if any, or by good electronic practices. The contractor shall functionally test the overall circuit board/electronic equipment for proper performance using test data, where appropriate, using manufacturer supplied specifications, if any, and by using good electronic practices. Where performance specifications are unknown, the procurement office shall be consulted and, if needed, guidance given.
4.27.9 Updates
Updates applicable to the end-item(s) as outlined in technical orders and other directives listed in Section 4 shall be accomplished concurrently with the maintenance required by this work specification, and shall be to the latest approved and supportable configuration.
4.27.9.1 Required Updates
Assets that are inducted into repair on stock numbers and part numbers as shown in Section 1.2 Table 1, will be updated to contractor approved data.

4.28 Government Acceptance Inspection
All work will be subject to government acceptance inspection and shall conform to this work specification, the technical orders, and other applicable directives listed in Section 4. The contractor shall develop, implement and maintain a quality assurance program for all materials, supplies and services at contractor, subcontractor, vendor and operational sites. Quality shall be ensured throughout the program in all areas of fabrication, assembly inspection testing, shipping and on-site installation.
4.29 Product Assurance Plan
The Government Program Manager will have the right to reject or require correction of any deficiencies found in deliverables. In the event of rejection of any deliverable, the Contractor will be notified in writing by the Government Program Manager thru the Contracting Officer, of the specific reasons why the deliverable was rejected. The Contractor shall have 30 workdays to correct the rejected deliverable and resubmit to the Government Program Manager for re-inspection. If no comments are provided within 30 calendar days of deliverable receipt, the deliverable will be deemed to have been accepted by the Government.
4.30 Configuration Management
Contractor’s standard hardware and software configuration control processes shall be followed.
4.31 Program Management
The contractor shall develop and furnish the program management procedures necessary to oversee the tasks defined in Section 1.2 Table 1.
4.32 System Safety Plan
The contractor shall comply with all safety provisions, e.g., technical specifications, technical publications, Federal Occupational Safety and Health Standards (Title 29 CFR. Part 1910). If there is no applicable Occupational Safety and Health Administration (OSHA) standard, use other applicable nationally recognized sources of safety, health, and fire prevention standards referenced in the work requirements of this contract.

SECTION 6 APPENDIX
As explained in section 1.1 (Purpose), this effort is in support of two Mini-MUTES pedestals. Specifically this is in support of transmitters 33 and 35. Each transmitter is comprised of an RF amplifier and an RF assembly.
