This service will be for integration services, supporting the 309th software Maintenance Group (SMXG) USAF/EPAF for F-16 M series and S1 Modular Mission Computer (MMC) Operational Flight Program (OFP). This effort includes technical support, integration, and support of an integrated development /debug environment, the Built In Test (BIT) component, Computer Development Station (CDS) software, and the Debug Monitor (DM) component for maintenance for the F-16 MMC 7000/7000A hardware.
C. Total Estimated Cost: This estimate is based on AFLCMC/WWMPA and 309th SMXG Software development team estimating level of support required, and Independent Government Cost Estimate (IGCE).
Approval request is for more than one fiscal year, and there are no feasible actions that can be taken to develop competition through the performance of this acquisition.
IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN
COMPETITION:
10 USC 2304 (c) (1) as implemented by FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS
OR NATURE OF THE ACQUISITION REQUIRES THE USE OF AUTHORITY CITED
ABOVE (APPLICABILITY OF AUTHORITY):
A. The above authority was selected because this follow-on contract is for highly specialized integration support. The current Bridge contract is held by AFLCMC/WWMPA from January 1 2014 through 30 June 2015, Contract# FA8232-15-C-0007. Raytheon designed and developed the F-16 MMC and associated test equipment with software and hardware owned and sold exclusively by Raytheon, as a subcontractor under the Contractor Life Time Support (CLTS) contract. Since the MMC was originally developed as a CLTS item, no depot remanufacture capability or field support test equipment was developed. Therefore, this acquisition is a follow-on contract for highly specialized engineering support.
B. The F-16 System Program Office (SPO) Integration Section (AFLCMC/WWMPA) estimates award to any other vendor than Raytheon will result in unacceptable delays in fulfilling the agency’s requirement to the government that is not expected to be recovered through competition. Through experience in reengineering solutions, WWMPA estimates that it would take 36 months for a new potential source to acquire the intellectual knowledge necessary to offer a valid alternative solution. This estimate comes from comparison with the Commercial Fire Control Computer (CFCC), which is a product that resulted from the reverse engineering efforts of BAE Systems Technology Solution and Service. F-16 SPO engineers consider Raytheon MMC to be a significantly more complex reverse engineering project than the BAE System because of its distributed computing with six processors cards, and four I/O cards each of which have a digital signal processor. This requires data to be transferred from the appropriate I/O card to the card(s) processing that algorithm, the calculation to be performed, and then the output sent to the appropriate I/O card for output.
All of this internal communication across the backplane is complicated and timing sensitive, making both code and operation convoluted. 36 months does not include the time that it would take to develop the software and Flight Test this new solution and achieve the required certification, which could easily add an additional 24 month delay. Lockheed Martin Aeronautics has been successful in releasing M6.2 and M6.2+ and M6.5+ to the field with Raytheon support, while achieving USAF and EPAF Flight Testing and certification to field.
Lockheed Martin Aeronautics used Contract #F42620-01-D-0058. Raytheon will provide support for the BIT, CDS software and DM component for maintenance, and integration support, as needed, during the organic development of M Series and S1 OFP integration into the F-16 MMC 7000/7000A hardware configurations. The MMC incorporates functionality that was separately done by four other systems. MMC has replaced the Fire Control Computer (FCC), General Avionics Computer (GAC), Stores Management System (SMS), and the Heads up Display Electronics Unit (HUD EU). Due to the critical system integration that Raytheon has incorporated into one chassis it is imperative that the Government have continuous Raytheon integration support to enable the 309th to produce an organic M series and S1 OFP software updates on schedule. The Government estimates award to any other vendor would result in unacceptable delays in fulfilling the agency’s requirements.
C. The government estimates award to any other vendor would result in unacceptable delays in fulfilling the agency’s requirements. This contract is for engineering support to assist 309th organic software developers with the interface of their software with the MMC software.
Raytheon is the OEM for the MMC and its software. The MMC software is updated regularly as Raytheon supports new production aircraft by Lockheed Martin Aerospace. To have another company compete to perform these services would create unacceptable delays for the Government. A competing contractor would have to reverse engineer the MMC and the software logic behind it in order to supply engineering support for the MMC. Based on reverse engineering efforts of similar complexity this effort would take 2 years to accomplish and would yield software logic that would be outdated, based on Raytheon software regular updates.
D. The last attempt to obtain data was 11 of November 2014 from Raytheon Space and Airborne Systems by AFLCMC/WWMPA. Raytheon responded that the US Government has government purpose rights in accordance with DFARS 252.227-7013 and Rights in Technical Data for the CDS, DM, and BIT products under the M Series/S1 Contract. Outside of government distribution, Raytheon does mark these products Proprietary. Per Telecom with Raytheon they responded that they were not interested in selling full data rights to the Government.
E. Raytheon Space and Airborne Systems is the only firm capable of providing the services described in Section III above without the government experiencing unacceptable delays in fulfilling the M Series and S1 F-16 OFP organic development. Therefore, limitation of competition for this acquisition is necessary.
VI. DESCRIPTION OR EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE:
A. Sources Sought Synopsis: A sources sought synopsis was issued from June 3, 2014 until
July 8, 2014 (30 days), # FA8232-14-R-MMCOFP, requesting sources capable of integrating support for the F-16 7000/7000A MMC hardware/software configurations.
Raytheon provided the only response to this Source Sought Synopsis. Technical evaluation of the reply revealed that Raytheon could successfully answer the requirement for the M Series and S1 Programs.
B. This requirement will be synopsized in FedBizOpps, as a notice of proposed contract action IAW FAR 5.201. If other sources express interest as a result of this synopsis or other actions, they will be listed in the official contract file.
C. Other Actions: None
D. Qualifying Country Sources: None
VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE:
The following steps will be taken to ensure that the anticipated cost of this acquisition will be fair and reasonable. The Contracting Officer will comply with the procedures and criteria contained in Federal Acquisition Regulation (FAR) under Part 30 - Cost Accounting Standards, Part 31 - Contract Cost Principles and Procedures, Subparts 15.4 - Contract Pricing; to include technical evaluations and audits, as appropriate. Additional steps to ensure price reasonableness will be under the guidance of the Contract Pricing Reference Guides, jointly developed by the Federal Acquisition Institute and the Air Force Institute of Technology. The contracting office will obtain certified cost and pricing data IAW FAR Subpart 15.403, when required. The final step is to include the Price Negotiation Memorandum (PNM). This detailed documentation and justification of price reasonableness will be disclosed in the official PNM, to be prepared upon completion of negotiations.
VIII. DESCRIPTION OF MARKET RESEARCH CONDUCTED AND THE RESULTS,
OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT
CONDUCTED:
A. As described in Section VI above, market research, in accordance with FAR Part 10, was conducted by synopsis of the proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties. Raytheon is the only source that responded to this requirement and is the source on which this approval request for other than full and open competition is based on.
B. Market research was conducted throughout 2014 by Government Engineers and the Government Program Manager. Market research consisted of Industry Day held in August 2014 for the current sustainment of the MMC 7000/7000A, and for an upgrade with specific capabilities that enhance the F-16 Concept of Operations (CONOPS) through an improved system interface. Government engineers attended specialized conferences (including Weapons and Tactics Conference in October 2014 in Tucson, AZ, and the F-16 World Wide Review (WWR) at Hill Air Force Base in September 2014. These resources did not reveal any sources that could satisfy the requirement while meeting schedule demands for the M series and S1 Programs.
C. After review of industry sources, it was determined there were no reasonable alternate sources available to fill the Government’s needs. IAW FAR Part 10, AFLCMC/WWMPA SPO Engineering, and the 309th SMXG Engineering have determined that Raytheon is the only firm capable of providing the services described in Section III above to satisfy the agency’s needs.
