Section B: Description of the Supplies/Services Required
The 309 Maintenance Support Group (MXSG) requires evaluation and repair of a Reform Grinder, model number: 34GGM-OD-GAP GRINDER (PM/Asset # 13174). It is used to grind the landing gears for C-5, B-1, KC-135, C-130, B-52, AND C-17. The system does not currently meet specifications and must be evaluated and repaired to meet Original Equipment Manufacturer tolerances.
Section C: Justification for Soliciting from a Single Source or Brand Name
REFORM Grinding Technology GmbH is the manufacturer of grinder asset number 13174. All information is proprietary to REFORM, which is based out of Germany. REFORM has provided a letter stating that Lapmaster Wolters International, LLC in Mount Prospect, IL is the only authorized organization in the United States of America permitted to provide the technical guidance, warranty, and the service required.
Section D: Efforts to Obtain Competition
There were no efforts to obtain competition due to the memo dated (5 Dec 2018) stating that Lapmaster Wolters International, LLC in the only company capable of repairing these parts.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Until the memorandum dated (5 Dec 2018) is rescinded, the Government will maintain repairs with Lapmaster Wolters International, LLC.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
