The CMBRE project developed the enclosure design required by the Government based on the size and space and functional constraints that the finished product will operate in. The project utilized 3D Printed Models and then tested interdependent components to try and fit the space while functioning as required. Over the last two years, the 520th SMXG/MXDPD CMBRE has evaluated various vendors' commercial-off-the-shelf (COTS) components and their designs.
Design and Engineering was completed in house, utilizing the enclosure model, hardware components, associated brand name items, including part numbers and electronic parts. The requested parts have been tested and compared to other branded parts that perform the same function. However, no other brand met the size and functional compatibility and durability required for the finished product except the DDC brand requested. Other brand named items are commercial items and are not subject to modification. The requested parts are part of a system and are interdependent and have been determined, as a whole, to meet the exact needs of the Government and are, therefore, required.
The specific exception that precludes the fair opportunity process for this acquisition is 13.106-1(b)(1)(i), brand name, only one source is deemed to be reasonably available. Three separate RFQs were submitted to NETCENTS-2 Products vendors. No participating vendors provided any quotes. It was learned after the third failed RFQ that the manufacturer does not sell through resellers.
Market research was conducted by the subject matter expert (SME), and the Acquisition Management Support Office (AMSO) by contacting local companies, as well as performing an internet search. RFI 197683 was submitted to 24 NETCENTS-2 Products vendors 22 Feb 18 and closed 23 Mar 18 with one (1) estimate and indication of bidding interest.
6 JUN 18 an RFQ was solicited from NETCENTS-2 Products vendors with one resulting vendor response and quote. The technical evaluation failed due to a change in part number requirement. 9 JUL 18, a second RFQ was submitted to NETCENTS-2 Products vendors with no resulting responses. The RFQ was extended to try and obtain quotes from NETCENTS-2 Products vendors, again no responses were received. A change in strategy to a sole-source contract has been recommended since all attempts to obtain competition have failed since the manufacturer does not sell through resellers.

A previous purchase for a quantity of two (2) of this item was made in 2017 under contract FA873213D0015 with a cost of $8,980.0 each.
A quote was also received separately form Data Device Corporation, the original equipment manufacturer (OEM) (DUNS: 054978952, CAGE Code: 19645). The quoted price obtained from Data Device Corp. in market research for this contract is $8,014.00 each.
It is anticipated that future purchases will still require a single-source justification; however, the Government will continue to look at other viable product options for future procurements. When possible, the Government will make future requirement descriptions suitable for full and open competition. The Government will continue to work with and obtain information from the Air Force, knowledgeable individuals in the industry, review available on-line product literature published by manufacturers, and the commercial marketplace for new and emerging products that could satisfy the Government's requirements.
I have determined, in accordance with FAR13.106-1(b)(1), that the circumstances of this contract action deem only a singlesource is reasonably available.
