52.212-2 Evaluation -- Commercial Items The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

EVALUATION FACTORS FOR AWARD

This will be a lowest price technically acceptable (LPTA) evaluation.

1) Price will be evaluated first. The Total Evaluated Price will include Estimated Total Cost for All CLINs.

2) Second, technical acceptability will be evaluated on a pass/fail basis by determining whether the items(s) proposed meet all requirements of the salient characteristics. Technical capability is approximately equal to price.

Technical evaluations will begin with the lowest priced offer and will proceed until a technically acceptable offer is found. If any one of the requirements receives a fail, the government reserves the right to stop the evaluation of that proposed quote and proceed the evaluation of the next lowest priced offer.

Technical evaluations can stop at the government’s discretion when an offer is found technically acceptable.

The government does not plan on having discussions on proposed quotes but reserves the right to do so. If the government cannot clearly determine what is being offered, the government reserves the right to deem the proposed quote as non-responsive.

Past performance will not be evaluated.
