PURCHASE DESCRIPTION (PD)

FOR

TWO (2) KC-135/E3A RUDDER POWER CONTROL UNIT (PCU)

TEST CONSOLES AND ACCESSORIES

3 March, 2017

1. DESCRIPTION OF SERVICES / SCOPE

The contractor shall provide all management, tools, supplies, equipment, and labor necessary to build, test, and deliver items identified in table 1 (below), to Hill Air Force Base (HAFB). The contractor shall provide all associated technical data, software, tooling, material, and training as specified herein.

2. SITE VISIT

2.1 The contractor shall coordinate with the Government project engineer for two people to visit the contractor’s facility within 60 days of contract award. The contractor shall demonstrate the use of the test console and fixture(s) and how they interact.

2.2 The contractor shall not be responsible to coordinate or fund TDY expenses related to the site visit.

2.3 The site visit is for observational and educational purposes only. The contractor shall not make any changes to contract requirements or incur any additional expenses as a result of the visit.

3. TECHNICAL DATA DELIVERABLES

3.1 The contractor shall provide a technical data package that includes all technical manuals for operation (commercial/contractor format), maintenance (commercial/contractor format), and calibration (see below). CDRL A003 and A004

4. CALIBRATION

4.1 The Contractor shall ensure the PCU test console calibration is verified in accordance with (IAW) AFMETCAL requirements. Calibration and measurement traceability shall be identified and documented IAW MIL-STD-1839D. MIL-HDBK-1839B will be used for interpretive guidance to clarify requirements invoked by MIL-STD-1839D. The Contractor shall provide a means to perform calibration to meet the following requirements: CDRL A001 and A003

4.1.1 The Contractor shall provide, with the PCU test console, all software and special hardware required to perform calibration and calibration verification.

4.1.2 The Contractor shall develop and deliver a system calibration procedure verifying system performance to the performance specification contained within this PD (commercial/contractor format).

4.1.3 The contractor shall ensure AFMETCAL and PMEL are able to provide a system certification per AFMETCAL requirements IAW with AFTO Form 108 Technical Measurement and Diagnostic Equipment (TMDE) that allow use to test overhauled assets for field use after delivery to Hill AFB.

4.1.4 The contractor shall provide a manufacturer calibration certificate for the consoles that will be accepted by AFMETCAL (commercial/contractor format). CDRL A002

5. TRAINING

5.1 The contractor shall provide training for two people that will cover the operation, electrical maintenance, and calibration of the consoles (to include tuition and all training materials required). The training shall be two consecutive weeks after delivery of the test consoles. The first week shall be at the contractor’s facility with the following week at Hill AFB, UT.

5.2 The contractor shall provide a qualified technician(s) to complete the above training who is knowledgeable in all operations of the PCU test console. This technician shall provide training to the operator(s) concerning proper operation of the PCU test console components. This training shall be provided after satisfactory completion of all inspections, tests, examinations, and checks required in this PD, but before final acceptance of the PCU test console.

5.3 All training dates shall be coordinated with Government project engineer.

7. PARTS AND SUPPORT WARRANTY

7.1 The contractor shall provide a standard warranty on all parts, labor, and services for the test consoles. Warranty is to begin when the Contracting Officer acknowledges that the contractor has met all contractual obligations.
