STATEMENT of WORK (SOW) for

FORT WORTH MATERIAL SPECIFICATION (FMS)-3600 PAINT SUPPLIES

1 INTRODUCTION / BACKGROUND

1.1 The 309th Aircraft Maintenance Group (AMXG), Hill AFB, Utah, requires the procurement of an advanced spectrally filled polyurethane topcoat for the F-16 Fighting Falcon weapon system. The product that Lockheed Martin and the F- 16 System Program Office (SPO) have approved for use is FP-360 manufactured by CAAP Company. This coating is used by Hill AFB to topcoat the F-16s that have been identified by the SPO to receive this coating.

Prior to FY 15 this coating was in a testing phase but now it has exited this phase and is ready for deployment.

2 SCOPE

2.1 The scope of this SOW is to provide an advanced spectrally filled polyurethane topcoat and related products used by the 309th Aircraft Maintenance Group for painting F-16 aircraft.

2.2 The scope of this SOW is also to provide technical assistance and support by the contractor.

3 PRODUCT TECHNICAL REQUIREMENTS

FMS-3600, Advanced Spectrally Filled Polyurethane Topcoat, is a proprietary blended coating specification that is owned by Lockheed Martin. This coating has special requirements on manufacturing, storage and shipping. Based on the Fort Worth Qualified Material List (FQML) for FMS-3600, the only qualified product is FP-360 and is manufactured by CAAP Co. All vendors must be approved to purchase FP-360 by CAAP Co. before contract award.

5 DELIVERY REQUIREMENTS

5.1 Maintain Inventory or Stock: The contractor shall be responsible for delivery of the coating. The contractor shall be required to provide Just-in-Time delivery to preclude work stoppage, storage problems, and to avoid partial delivery to meet mission requirements unless approved by Building 220 HAZMART (Hazardous Material Pharmacy). The contractor shall deliver the quantities of coating described at the DO level within the delivery schedule established in the basic contract. In case of extreme events (vehicle accidents, weather, natural disaster, etc.), the contractor shall notify Building 220 HAZMART and provide estimated new delivery schedule. In the event there are any discrepancies in the quantity of coatings that arise, the contractor shall correct and deliver any inaccuracy No Later Than (NLT) the next business day and provide corrected invoice to Building 220 HAZMART. All invoices shall be signed by appropriate receiving personnel located in Building 220 HAZMART.

5.2 The contractor shall establish initial inventory within 60 calendar days after receipt of

Delivery Order (DO), and shall subsequently deliver supplies to the Building 220 HAZMART within 24 hours of notification by the PM or HAZMART. An increased stock level may be required based on depot schedule and customer needs. The Contractor will be given a minimum of 8 weeks’ notice prior to any stock level requirement changes.

5.3 The contractor shall provide a hard copy of the product Safety Data Sheet (SDS), product Technical Data Sheet (TDS), and an invoice signed by the Building 220 HAZMART for all deliveries. The contractor shall include signed receipts with the invoices submitted on iRAPT (Invoicing, Receipt, Acceptance, and Property Transfer) on the WAWF (Wide Area Work Flow) eBusiness Suite.

5.4 The contractor shall ensure that the manufacture date is marked on all containers and that no less than 75% of the original shelf life remains at the time of delivery.

5.5 The contractor shall store this coating in accordance with FMS-3600 security procedures and in an OEM approved facility.

5.6 The contractor shall transfer all products in accordance with FMS-3600 security procedures and ensure secure delivery. Overnight delivery may be required based on customer needs.

5.7 The contractor shall notify the Government of any change in product, including change of manufacturer, and shall come to Hill AFB in person to provide technical support and training for the painters. Request for this assistance will be made by the Program Manager (PM) or 309 AMXG Paint/Blast production supervisor and shall be provided within 72 hours of notification for routine requests, or within 24 hours if urgent.

5.8 The contractor shall process any returns to the manufacturer due to non-compliant material, incorrect shipments and/or expired shelf life.

5.9 The contractor shall notify the Building 220 HAZMART POC specified on each Delivery Order 20 minutes prior to delivery of product to allow for an Air Force employee to be at the dock to accept the product. The product shall be properly secured during transportation until it is delivered in its original OEM packaging to Hill AFB and is accepted by the POC.

6 TECHNICAL ASSISTANCE AND SUPPORT

6.1 The contractor shall provide a qualified technical representative at Hill AFB within 24 hours after notification of a coatings failure or problem. The contractor shall attend and provide technical expertise during material planning meetings and have a minimum of a monthly site visit to Hill AFB for technical support and evaluation of paint materials and processes used by Hill AFB personnel.

6.2 The contractor shall attend a post-award conference to be held at Hill AFB to go over expectations and processes. The Contracting Officer (CO) will assist contractor with conference room reservations at the Government location.

7 SECURITY REQUIREMENTS

7.1 The contractor shall comply with all security and force protection requirements that are mandatory and enforced at each installation, along with local unit in and out processing procedures for all contractor personnel to ensure proper security related briefing and debriefs are accomplished.

7.2 Badge/Unescorted Entry Authorization, IAW Hill AFB Instruction 36-812. The contractor’s security manager shall complete an “Unescorted Entry Authorization Certificate” (AF Form 2586) for each employee requiring entry into controlled areas.

The request shall be submitted to Security Forces (site location Visitor Center). The AF Form 2586 shall be returned to the Government security manager for accountability.

7.3 As required, the contractor employee shall also obtain a Building ID and access card from the appropriate Building Security Manager. Lost badges shall be reported to the contractor’s assigned Facility Security Officer (FSO) within one working day of loss.

7.4 When the Period of Performance (PoP) established on the basic contract has ended or the contract is considered complete, the contractor shall have five (5) working days to return all access cards and base identification badges.

7.5 Should a security violation occur, the contractor shall: immediately report to the 309

AMXG Security Manager all available facts related to each instance; take such precautions as the Security Manager may reasonably require for security purposes;

take reasonable and prudent action to establish control of the scene, prevent further violation, and to preserve evidence until released by proper authority; and cooperate fully and assist Government personnel as the Government conducts an investigation of the violation. Participation shall last until the investigation is completed.

8 CONTRACTOR EMPLOYEES

8.1 The contractor shall not assign to this contract or subsequent DO performance any person including any employee of the U.S. Government if employing that person would create a conflict of interest under any law, regulation or policy of the United States Government. Additionally, the contractor shall not assign to the contract or DO performance, any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DoD Directive 5500.7-R and any other applicable regulation or policy of the Department of the Air Force or its subordinate commands, as applicable, including but not limited to Air Force Materiel Command.

8.2 All Contractor management staff or contractor personnel shall be clearly identified as such at ALL times In Accordance With (IAW) AFFARS 5352.242-9000 (a).

Contractor identification shall include conversations, mail, email, teleconferences, video teleconferences, faxes, and/or other electronic communication whether with Government personnel, other contractor personnel, or with the public when supporting this contract where their status as contractor employees might not otherwise be apparent or where they might be mistaken for civil service employees.

Air Force issued identification badges and any contractor badges shall be worn at or above the waistline during the individual’s duty hours when not in a production or designated Foreign Object Damage (FOD) hazard area.

9 HOURS OF OPERATION

9.1 Normal hours of operation:

9.1.1 The contractor shall deliver as required Monday through Friday between the hours of 0600 and 1630. The contractor shall not deliver to any drop stations between 1100 and 1200 (unless otherwise specified by CO or Program Manager (PM)). Schedule adjustments will be approved by the PM. Shifts are susceptible to change during DO PoP due to Government worksite availability, i.e. Government furloughs. The contractor is responsible for communicating required work hours and ensuring their employees are at their designated drop stations ready for pickup and delivery.

9.1.2 Technical personnel are authorized access to Hill AFB 24 hours a day.

9.2 Unless otherwise required by the Government, the contractor shall not have access to

Government facilities to work on the following federal holidays: New Year’s Day, Martin Luther King’s Birthday, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans’ Day, Thanksgiving Day, and Christmas Day. If the federal holiday falls on Sunday, it is observed on Monday. If the holiday falls on Saturday, it is observed on Friday. There may also be up to four Wingman Days per year awarded to Government civilian employees, as well as possible weather related days and Government directed holidays. On these days, the contractor shall not generally be required to work and the Government shall not be billed for work not performed.

9.3 Down Days/Weather Days: The Government will notify the contractor when official notice has been given for Energy/Weather Down days. The contractor is not expected to work on any Energy/Weather Down days.

9.4 Weekends/Holidays: Not normally expected to work weekends or holidays.

10 ENVIRONMENTAL CONTROLS

10.1 Compliance with Laws and Regulations: The contractor shall be knowledgeable of and comply with applicable Interstate, Federal, State, and Local laws, regulations, and requirements regarding environmental protection. In the event of a guidance conflict, the contractor shall follow the most stringent requirement. In the event environmental laws/regulations change during the term of this contract, the contractor is required to comply as such laws come into effect. If there is an increase or decrease in cost as a result of the change, the contractor shall inform the CO pursuant to notice requirements and negotiate a modification to the contract.

10.2 The contractor shall ensure their employees are made aware that the performance of these services will occur in industrial areas. The OO-ALC industrial complex has the potential to expose workers to hazardous materials which may include, but is not limited to: hexavalent chrome, cadmium, beryllium, lead and others. While the contractor will not perform duties in a marked and signed regulated area [where exposures are expected to exceed the permissible exposure limits set by Occupational Safety & Health Administration (OSHA) 29 CFR 1910], there may be contact hazards with these materials during cleanup of dust, metal shavings, etc. It is the contractor’s responsibility to identify such potential hazards to their contractor employees. The contractor shall ensure proper protective measures and training is taken to ensure contracted employees are protected from these hazards. The site location’s Bioenvironmental Engineering Flights have produced industrial hygiene assessments of these areas which are for information only and will be provided at the contract level.

10.3 Notification of Environmental Spills: If the contractor spills or releases any substance contained in 40 CFR 302 into the environment, the contractor or its agent shall immediately report the incident to the Base Fire Department, as identified in each DO.

If the incident location is Hill AFB, the contractor shall contact the Hill AFB Fire Department at 801-777-1911. The liability for the spill or release of such substances rests solely with the contractor and its agent.

10.4 Material Storage and Use: The contractor shall follow manufacturer’s guidelines and professional recommendations for humidity, temperature, cleanliness, and materials handling, storage, and disposal. This may include hazardous waste/materials. The Contractor shall work with and dispose of various hazardous materials (HAZMAT) IAW AFI 32-7086, Hazardous Material Management, AFI 32-7042, Waste Management, AFMC and Base Supplements, and locally developed operating instructions The Safety Data Sheet (SDS) will be maintained on file IAW OSHA 29 CFR 1910 and shall be available to employees for review of safety and health information. The Contractor shall have a hazardous communication program developed and implemented IAW OSHA 29 CFR 1910 to: inform employees of potential hazards if and when chemicals are used; inform their employees of the labeling system; and ensure their employees are trained on reading a SDS, reviewing the SDS for pertinent safety, and health information, and determining from the SDS the proper Personal Protective Equipment (PPE) required.

11 APPLICABLE DOCUMENTS
