SECTION A
STATEMENT OF OBJECTIVES (SOO)/NEEDS
I. Statement of Objective/Needs: This program seeks to demonstrate available / common technologies in a Medium Class Stage III motor that may be applicable to multiple future common strategic propulsion systems and potential application to a Family of Motors capability. This effort will begin the development of a flight motor design that is intended to be a direct replacement for the SR-73 (S-133-06658(A), Pt. I) and requirements will be based SDL-63-2013-01, Propulsion Application Program (PAP) Medium Class Stage (MCS) III Motor Technical Requirements Document, unless otherwise noted. Motors built for this effort will only require those capabilities required for static tests listed in I.E.1 & 2.
A. Performance Criteria: For proposal evaluation, provide a maximized ideal delta velocity (assuming zero g and zero drag) of no less than 13,500 feet per second to a mass of 1,450 lbm. These requirements are outlined in SDL-63-2013-01, Propulsion Application Program (PAP) Medium Class Stage (MCS) III Motor Technical Requirements Document.
The Supplier shall provide a list of Government Furnished Property required to complete the efforts of this SOO.
Performance of the tests in I.E.1 & 2 meeting the requirements in this SOO is one of the success criteria of this effort.
B. Design Criteria:
1. The nominal diameter of the motor shall be 52-in. The target length in a static
(unpressurized) condition from the forward to aft interface planes shall be 63.513-in, and the length from the aft interface plane to the nozzle exit plane shall be 28.055-in, IAW the SR73 Envelope ICD. There is no minimum length requirement. Stage mass including the, raceway, external insulation and all associated stage hardware should not exceed 8,100 lbm.
2. Design life shall be a minimum of 30 years with a goal of 35 years.
3. The motor case shall employ a domestic fiber.
4. The motor shall employ a Hazard Classification 1.3 propellant formulation.
5. The thrust vector actuation (TVA) system shall employ a low-cost, low-maintenance actuation system.
6. The motor shall include the capability to terminate the forward thrust of the motor per
SDL-63-2013-01, Propulsion Application Program (PAP) Medium Class Stage (MCS) III Motor Technical Requirements Document, paragraph 3.2.1.7.
7. The stage flight design shall include provisions for:
a. A flight configuration raceway
b. External insulation (for base heating and aerodynamic environments, including silo lift off environments.)
c. Roll control system installation
d. Installing Range Safety certified flight termination / stage destruct hardware
e. Other stage hardware (such as Ordnance Initiation Systems, etc.) including that which would be provided by an integrating contractor.

f. Accommodations for accessibility (access panels) for maintenance and inspection
C. Design and Analysis: This effort includes all design, analysis, and program management tasks.
1. Conduct stage design and analyses to determine the acceptability of a medium class motor based on the performance and design criteria in par. I.A and I.B.
2. Evaluate available emerging technologies to determine potential or future benefits to a common or optimized missile configuration including:
a. Advanced high performance Hazard Classification 1.3 propellants
b. Advanced high strength domestic fiber materials
c. Innovative design and manufacturing concepts
d. Other technology disciplines with potential impact toward optimization and commonality with other advanced propulsion systems.
3. Conduct risk analyses and assessments to identify potential risks for all stage elements and proposed risk mitigation programs that may be required.
4. Develop a Demonstration Test Plans for all components including the demonstration of motor thrust reversal/termination, case burst test and motor static testing IAW CDRL A011, DID # DI-NDTI-80566A. Provide Test Procedures IAW CDERL A012, DID # DI-NDTI-80603A. Report results of all tests in a Test/Inspection Report IAW CDRL A013, DID # DI-NDTI-80809B within 60 CD after test.
5. Conduct final design and analyses for a flight configuration and the demonstration motor to be static fired.
D. Program Reviews / Technical Interchange Meetings:
1. Host a kick-off meeting to review Government program objectives, design criteria, requirements, constraints, etc. and coordinate contractor’s comments, questions, etc.
2. Prepare a Program Management Plan, IAW CDRL A005, DID # DI-MGMT-81797, defining scheduled major milestones including program reviews, technical interchange meetings, component development testing, demonstration motor components fabrication and assembly, test readiness review, demonstration motor testing, etc.
3. Conduct a preliminary program review / technical interchange meeting to be held within 60 days after contract award. Provide a Meeting Agenda IAW CDRL A002, Conference Agenda (Meeting Agenda) DID # DI-ADMN 81249A, 5 working days prior to the meeting. Provide handouts IAW CDRL A003, Briefing Materials, DID # DI-MGMT-81605. A Record of Meeting Minutes Report IAW A004, DID # DI- ADMN-81505, shall be provided 10 working days after the meeting. The agenda for the meeting shall include a review of the following:
a. Program Management Plan, IAW CDRL A005, DID # DI-MGMT-81797 and schedule of major milestone events.

b. Proposed design modifications to meet performance and design criteria (stated in par. I.A and I.B).
c. Supporting trade studies, rational for design decisions, and initial risk assessment IAW CDRL A015, Technical Report –Study/Services, DID DI # DI-MISC- 80508B/T.
d. Component and motor demonstration test plan (defined in par. C.4).
e. Initial performance evaluation of alternative and / or advanced technologies for propellants, materials, designs, etc. (for future proposal planning).
4. In addition to the formal design reviews (PDR, CDR, etc) conduct up to four additional program reviews / technical interchange meetings over the course of the program. Provide a Meeting Agenda IAW CDRL A002, Conference Agenda (Meeting Agenda) DID # DI-ADMN 81249A, 5 working days prior to the meeting.
Provide handouts IAW CDRL A003, Briefing Materials, DID # DI-MGMT-81605, 5 working days prior to the meeting. A Record of Meeting Minutes Report IAW A004, DID # DI-ADMN-81505, shall be provided 10 working days after the meeting
5. Conduct technical interchange meetings no later than 30 days prior to the start of the component fabrication of each demonstration motor test. Provide handouts IAW CDRL A003, Briefing Materials, DID # DI-MGMT-81605. The meeting agenda shall include a review of the following:
a. Conceptual drawings, IAW CDRL A014, DID # DI-SESS-81001D, and Design Analysis Reports of major components IAW CDRL A015, Technical Report – Study/Services, DID # DI-MISC-80508B/T, motor performance pre-test ballistic predictions, component test data generated to support the design and analysis of stage design and update to risk assessment.
b. Final design of the stage flight configuration with projected performance parameters and mass properties data
c. Design exceptions in the demonstration motor to be static tested
d. Updates to the motor demonstration test plan
6. Program reviews / technical interchange meetings shall be held at agreed upon government or contractor facility.
7. A government provided integrator will be used to support the government and assure that the stage meets the Stage III motor specification. As such, they will accompany the government to all design reviews. This work will be facilitated through the government and it’s Integrator. Proprietary data will not be shared with any other rocket motor manufacturing contractor. This effort is anticipated to include support of Interface Control Working Group and Systems Requirements Working Group to include approximately seven Technical Interchange Meetings and twenty Teleconferences.
E. Hardware Fabrication and Test Support:
1. Baseline Program (items are in priority order and to be priced separately):

a. Sea Level Static Test with Thrust Termination System – fabrication and static test of a demonstration motor to be conducted at ambient (sea level) conditions to obtain baseline characterization of the motor performance. The test shall also demonstrate the proposed forward thrust reversal / termination requirement during tail-off per the requirements of SDL-63-2013-01, Propulsion Application Program (PAP) Medium Class Stage (MCS) III Motor Technical Requirements Document, paragraphs 3.2.1.7.1.2 and 3.2.1.7.3.
2. Options (items are in priority order and to be priced separately):
a. Option 1: Altitude Static Test with Thrust Termination System – fabricating and static firing a demonstration motor test at simulated altitude conditions.
i. The test shall also demonstrate the proposed forward thrust reversal / termination requirement during tail-off per SDL-63-2013-01, Propulsion Application Program (PAP) Medium Class Stage (MCS) III Motor Technical Requirements Document, paragraphs 3.2.1.7.1.2 and 3.2.1.7.3. The motor test will be conducted at Arnold Engineering Development Center (AEDC) at Tullahoma, TN.
ii. Contractor shall be responsible for motor shipment and all costs associated with planning and test conduct.
iii. Facility power may be assumed for static fire operations, no battery will be required for this test.
b. Option 2: Early Thrust Termination Test – The static test of a demonstration motor will be conducted at ambient (sea level) conditions. The test shall demonstrate the proposed forward thrust reversal / termination requirement. Per the requirements of SDL-63-2013-01, Propulsion Application Program (PAP) Medium Class Stage (MCS) III Motor Technical Requirements Document, paragraphs 3.2.1.7.1.2 and 3.2.1.7.3.
c. Option 3: Flight Weight Chamber Structural Load and Burst Test – fabrication, structural load, and hydro burst demonstration testing of a motor case built to the flight design suitable for case burst testing. Use loads specified in SDL-63-2013- 01 Propulsion Application Program (PAP) Medium Class Stage (MCS) III Motor Technical Requirements Document, paragraph 3.3.8.1.2.
d. Option 4: Sea Level Static Test of a Flight Weight Designed Motor – Design, fabrication and static test of a Flight weight designed motor will be conducted at ambient (sea level) conditions to obtain baseline characterization of the motor performance. There will be no test of the thrust termination system on this static test.

BIDDER’s LIBRARY
I. BIDDER’S LIBRARY: The applicable documents listed in the SOO which contain data necessary for the execution of this requirement are available upon request for review. The MCS Program Manager (PM) must be notified via email at minimum one week prior to requesting review of the applicable documents. Once the MCS PM is notified, visit requests must be submitted to the ICBM Systems Directorate security office (SMO Code: HP1MFGKQ).
Document review is limited to four (4) individuals per company with a maximum time limit of two hours per visit. Visits are limited to three (3) per company.
