Mini-Multiple Threat Emitter System (Mini-MUTES)
PREPARED BY COMBAT & MISSION SUPPORT BRANCH AFLCMC/HBZCA
6057 BOX ELDER LN, BLDG 1285 HILL AFB, UT

1.1 PURPOSE
This effort is in support of increasing operational availability of AN/MST-T1(V) Miniature Multiple Threat Emitter Systems (Mini- MUTES) Remote Emitter Units (REU) L and M with Joint Electronics Type Designation (JETD) part numbers OR-350(V)7/MST-T1(V) and OR-350(V)8/MST-T1(V) respectively. Specifically, the effort is intended to improve maintainability of ETM transmitters Model 104PX (REU L Transmitter 33) and Model 303PKu (REU M Transmitter 35) by upgrading the current technical data to include detailed preventive maintenance, fault isolation, and corrective maintenance. This effort requires detailed alignments, removal and replacement procedures, interconnection diagrams and detailed schematics for all Line Replaceable Units (LRUs).
1.2 SCOPE
The purpose of this Statement of Work (SOW) is to guide the contractor in the sought after knowledge and skills required by the Government for the field users and Depot Source of Repair (DSOR) to adequately and safely maintain the systems.
For the following end items listed in Table 1 – The contractor shall furnish updated documentation with reproduction rights authorization, and provide on-site training.

1.3 BACKGROUND
The AN/MST-T1(V) Mini- MUTES REU-L (transmitter 33) and REU-M (transmitter 35) are operated daily to support Air Force Training Missions. Operational and Maintenance data is required for Government to ensure all systems are operational.
Currently Operational and Maintenance data for transmitter 33 is far more in-depth than the data for transmitter 35.
The current commercial manuals for transmitter 33 (Transmitter 33 100 kW Pulsed X-Band Transmitter Operational and Maintenance Manual ETM Model 104PX Dated July 2005) and transmitter 35 (Transmitter 35 30 Kw Pulsed Ku-Band Transmitter Operation and Maintenance Manual ETM Model 303PKu Dated 22 December 2005 and Transmitter 35 SRU Maintenance Manual – ETM document #: 11-26365-000-A, Dated 12 June 2002) do not allow for effective level 1 (Organizational) and Level 2 (Depot) troubleshooting and maintenance. These manuals do not contain adequate troubleshooting or repair data for the Government Maintainer or Depot Facility to maintain the systems in operational status. Additionally, the schematics provided in these manuals are incomplete and hard to understand. The Government’s intent is to improve both the data and schematics contained in these manuals.
2.1 APPLICABLE DOCUMENTS
The following documents are considered as reference manuals for the purpose of interpreting the requirements of the Statement of Work (SOW).
2.1.1 Current Government Technical Manuals
The field users currently have two technical manuals to aid them in the maintenance and repair of transmitter 35:
· 31P8-4-66-1 – Transmitter 35 30 kW Pulsed Ku Band Transmitter Operation and Maintenance Manual
· 31P8-4-66-2 – Transmitter 35 30 kW Pulsed Ku Band Transmitter SRU Maintenance Manual – ETM document #: 11-26365- 000-A
The field users currently have four technical manuals to aid them in the maintenance and repair of Transmitter 33:
· 31P8-4-64-1 Transmitter 33 100 kW Pulsed X-Band Transmitter Operation and Maintenance Manual
· 31P8-4-64-2 Transmitter 33 100 kW Pulsed X-Band Transmitter SRU Maintenance Manual
· 43D7-19-4-33 DEPOT LEVEL -- VKX-7876 INITIAL INSTALLATION TEST PROCEDURE, PIN 3050735-101 (COMMERCIAL MANUAL) ETM
· 43D7-19-4-43 SCHEMATIC WIRING DIAGRAM INDENTURED PARTS LIST FOR 100K PULSED X BAND KLYSTRON AMPLIFIER 104PX, PIN 3050735-101 (COMMERCIAL MANUAL)
In addition, there is basic functional information on Transmitter 33 through Transmitter 35 in Technical Order (TO 43D7-19-4-1-1-1 page 5-11).
· TO 43D7-19-4-23 (OVERHAUL INSTRUCTIONS DEPOT TRANSMITTER ASSEMBLIES AN/MST-T1(V).
Existing manual for transmitters 24, 25, 26, 27, and 28 will be made available in digital format to the contractor for reference to use as an example guide of AN/MST- T1(V) transmitter manuals that are already in use and proven to be effective.
3.0 REQUIREMENTS
3.1 Performance Objectives
The performance objectives for both additional documentation and training shall be to provide:
· An overview and explanation of the full function of the transmitter, i.e. sequence of events to generate RF.
· Documentation such as schematics or block diagrams over and above what is currently in the transmitter Technical Order (TO).
· Specifically any information that is required for troubleshooting, and improved theory of operation.
· Schematics and wiring/interconnection diagrams shall include enough detail to enable signal tracing from Line Replaceable Unit (LRU) to LRU and internally through LRUs.
· Major transmitter function (HV generators, RF sampling, filament generators, etc.).
· Update TO 43D7-19-4-43 to reflect any changes to system. Create new manual that covers Model 303PKu in similar detail.- Pulse Recurrent Frequency (PRF) alignment for the pulse, as applicable.
· Modulation Linearization and associated assemblies in-depth alignment/adjustment procedures.
· Procedures and training for klystron alignment.
· Oil-checks for the transmitter, as applicable to include information on it to technically recognize when oil needs to be replaced due to contamination.
· Technically accurate and adequate description both in text and illustrations of the transmitter major components and LRUs.
· Clearly stated fault isolation to a specific LRU (including test points, signal/waveforms, and input/output cabling) rather than the current possibility list of multiple LRUs for a given fault condition. This shall include fault isolation from general and system level faults, building on the overview.
· Include troubleshooting procedures down to LRU component level, to enable field users to remove/replace faulted components and align, test for accepted operational performance specifications.
3.2 Performance Requirements
Performance requirements are:
a) Documentation for Model 104PX and Model 303PKu that meets the performance objectives.
b) Delivery of a validated maintenance training package, which shall include what is outlined in 3.1, and include the documentation listed in 3.2 a).
c) Three days of classroom and hands-on on-site training. Preferred days are Tuesday to Thursday.
d) This documentation and training shall provide level 2 maintenance support.
e) The documentation shall include information corresponding to Model 303PKu that is of the same depth and type as what is located in documentation currently provided for Model 104PX.
3.3 The following provides a summary of the principle responsibilities and duties of the Parties:
3.3.1 The Responsible Government Program Office
a) The Government Program Office shall provide the contractor a minimum of 60 days notice, allowing for advanced planning and scheduling for on-site training.

3.4 Contractor Manpower Reporting
a) The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services under this contract for the ETM model 104PX and model 303PKu service and troubleshooting manuals via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil .
b) Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.
3.4.1 Period of Performance
a) The Period of Performance for the delivery of manuals is 18 months ARO.
