II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED:

A. Upon approval to use other than full and open competitive procedures, the Air Force will issue a new contract to procure and manufacture Fuel Isolation, Low Voltage Initiators for use on the

AGM-86 Air Launched Cruise Missile (ALCM) to be used by the US Air Force. Contract award will be made to:

B. Contract Type & Structure: A supply contract to procure a total quantity of 380 units with an anticipated Firm-Fixed-Pricing arrangement will be issued in FY15. The estimated award date is

15 September 2015 with performance and delivery expected through September 2016.

C. Type J&A: Individual.

III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE

AGENCY’S NEEDS:

A. Under the contemplated contract, Ensign Bickford Aerospace & Defense Company (EBA&D) will provide the following supplies in sustainment of the AGM-86 Missile System. These 380 items are part of the AGM-86 deployment system. The fuel isolation, low voltage initiator is electrically initiated and provides an output force to open a valve and shear a plug that blocks a fuel line permitting fuel to flow.

*This is the quantity required to meet the Final Hazard Class.

IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN

COMPETITION:

10 U.S.C. 2304(c)(3), as implemented by FAR 6.302-3(a)(2)(i), Industrial mobilization, engineering, developmental, or research capability; or export services, only Ensign Bickford

Aerospace and Defense Company can satisfy agency requirements.

V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS OR

NATURE OF THE ACQUISITION REQUIRES THE USE OF AUTHORITY CITED

ABOVE (APPLICABILITY OF AUTHORITY):

A. The above authority was selected because this contract is for procurement of highly specialized energetic components used on the AGM-86 missile system. Per USAF Technical Order (TO) 11A-

1-47, Department of Defense Ammunition and Explosives Hazard Classification Procedures, the sponsoring organization must obtain either a Final Hazard Class (FHC) or Interim Hazard Class

(IHC). An IHC is only good for 1-year with a requirement to complete a FHC either through testing or analogy of a similar item. The FHC must be approved by the Department of Defense

Explosive Board (DDESB). The DDESB requirements to prove similarity to like items has become more stringent and there are no similar items that have been tested that can be used for analogy.

Therefore, testing of the actual item is required.

B. EBA&D has been approved as a source for the items listed in section III, however a final hazard class has not been assigned for these items. Therefore, the procurement of these components can only be satisfied by EBA&D in order to meet the requirements of TO 11A-1-47.

VI. DESCRIPTION OR EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED

FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE:

See Section V above.

VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED

COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE:

The following steps will be taken to ensure that the anticipated cost of this acquisition will be fair and reasonable. The Contracting Officer will comply with the procedures and criteria contained in

Federal Acquisition Regulation (FAR) under Part 30 - Cost Accounting Standards, Part 31 -

Contract Cost Principles and Procedures, Subparts 15.4 - Contract Pricing; to include technical evaluations and audits, as appropriate. Additional steps to ensure price reasonableness will be under the guidance of the Contract Pricing Reference Guides, jointly developed by the Federal

Acquisition Institute and the Air Force Institute of Technology. The contracting office will obtain certified cost and pricing data IAW FAR Subpart 15.403, when required. The final step is to include the Price Negotiation Memorandum (PNM). This detailed documentation and justification of price reasonableness will be disclosed in the official PNM, to be prepared upon completion of negotiations.

VIII. DESCRIPTION OF MARKET RESEARCH CONDUCTED AND THE RESULTS OR

A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT CONDUCTED:

Results of market research conducted for this procurement identified two qualified sources for the items listed in section III. The qualified sources are Pacific Scientific and Ensign Bickford

Aerospace and Defense. Due to the highly critical function performed by these explosive components and the limited vendor base that manufacture these items, it is imperitive that the government maintain the capability possessed by the identified sources. For the reasons identified in section V above, EBA&D is the only company that can provide the assets to satisfy this requirement. This procurement is limited to only the number of assets needed to meet the above requirement.

IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN

COMPETITION:

None

XI. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO

REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING

SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES REQUIRED:

There are currently two approved sources for the items listed in Section III. This procurement cannot be competed due to the reasons specified in Section V above. Subsequent procurements of these items will be competitive between approved sources.

XII. CONTRACTING OFFICER’S CERTIFICATION:

The Contracting Officer’s signature on the Coordination and Approval Document evidences that she has determined this document to be both accurate and complete to the best of her knowledge and belief (FAR 6.303-2(b)(12)).

XIII. TECHNICAL/REQUIREMENTS PERSONNEL’S CERTIFICATION:

As evidenced by their signature on the Coordination and Approval Document, the technical and/or requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete (FAR 6.303-2(c)).
