1.0 GENERAL

This is a non-personnel services contract to provide installation and testing of the Trainer Power Panel Modification (TPPM). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the TPPM as defined in this Performance Work Statement except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this contract.

1.2 Background

The TPPM is an Acquisition Category (ACAT) Level III program to ICBMSD Ground Systems - TPPM will modify/replace the power panels in the trainers to reflect the standardization changes and aging equipment replacement made by Air Force Global Strike Command (AFGSC/MEO) to the operational configurations. The Air Force Nuclear Weapons Center (AFNWC) is the Program Office assigned the task of acquiring this modification. With incorporation of the replacement power panels into the trainer sites Missile Procedures Trainer (MPT), Power and Environmental Control System (P&ECST) and Launch Facility Trainers (LFT) will reflect form/fit/function of the operational equipment, thereby allowing Air Force personnel to receive high-quality training in the operation or maintenance of the corresponding weapon system electrical assemblies.

1.3 Objectives

· Provide an assessment of current Trainer power panel hardware, specifications, drawings and Technical Orders (TOs) affected by the TPPM.

· Conduct a site survey at Trainer locations to establish adequacy of Government Furnished Parts (GFP) and data.

· Provide miscellaneous hardware and wiring not furnished as GFP and perform TPPM.

· Provide installation and checkout of the TPPM.

· Provide revised/updated specifications, drawings and TO changes.

1.4 Scope

This Performance Work Statement (PWS) defines the basic top-level and related system requirements to replace aging power panels and circuit breakers in Intercontinental Ballistic Missile (ICBM) Systems Directorate (ICBMSD) Ground Systems located in LFTs, P&ECSTs, and MPTs as follows:

· Eleven Launch Control Center (LCC) power distribution boxes, dead-fronts, panels and Circuit Breakers (CBs) for 11 - MPTs.

· Four Launch Facility Support Building (LFSB) power distribution boxes, dead-fronts, panels and CBs for 4 - P&ECSTs.

· Four LF equipment room Launcher Distribution B (LDB) power panel, dead-fronts, panels and CBs for 4 P&ECSTs.

· Four LF equipment room LDB power panel, dead-fronts, panels and CBs for 4 - LFTs.

· Labels only in the Software Development and Modification Equipment (SDME) of the Test Software Systems Center (TSSC).

1.5 Period of Performance

The period of performance shall be 20 months after contract award.

The Period of Performance with options reads as follows:

· Basic: 20 months (Delivery of thirty-two modification kits with installation and testing of three MPT mod kits)

· Option I: Installation of modification kits at Malmstrom AFB (MPT, LFT, and P&ECS)

· Option II: Installation of modification kits at FE Warren AFB (MPT, LFT, and P&ECS)

· Option III: Installation of modification kits at Minot AFB (MPT, LFT, and P&ECS)

· Option IV: Installation of modification kits at Vandenberg AFB (MPT, LFT, and P&ECS)

1.6 General Information

1.6.1 Quality Control

The Contractor shall develop and maintain an effective quality control program to ensure services are performed In Accordance With (IAW) this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. The Contractor shall develop and deliver a Quality Control Plan (QCP) (IAW Contract Data Requirements List (CDRL) A005, Quality Assurance Program Plan, DI-QCIC-81794). After acceptance of the quality control plan the Contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his Quality Control (QC) system.

1.6.2 Quality Assurance

The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government will do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.6.3 Recognized Holidays

The Contractor is not required to perform services on holidays.

1.6.4 Hours of Operation

The Contractor shall be responsible for conducting business, between the hours of 8:00 am and 4:00 pm, Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the Contractor will not be reimbursed when the Government facility is closed for the above reasons.

The Contractor shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.6.5 Place of Performance

The work to be performed under this contract shall be performed at the Contractor facility and Government facilities.

1.6.6 Type of Contract

The Government will award a Firm Fixed Price contract.

1.6.7 Security Requirements

Contractor personnel performing work under this contract shall have a Secret Security clearance at time of the proposal submission, and shall maintain the level of security required for the life of the contract. The security requirements are IAW the attached DD254.

1.6.7.1 Physical Security

The Contractor shall be responsible for safeguarding all Government equipment, information and property provided for Contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured.

1.6.8 Post Award Conference/Periodic Progress Meetings

The Contractor shall attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Sub5 42.5. The Contracting Officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the contracting officer will apprise the Contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.

1.6.9 Contracting Officer Representative (COR)

The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of Government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

1.6.10 Key Personnel

Contract Program Manager, Contract Engineer. The Contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the Contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between the hours of, 8:00 a.m. to 4:30p.m, Monday thru Friday except Federal holidays or when the Government facility is closed for administrative reasons. Qualifications for all key personnel are listed below:

· Contract Program Manager:

The Contract Program Manager oversees all requirements provided under this contract to support functions described in Section 1.4.

Required Education: Bachelor’s degree from an accredited university in Logistics (or similar discipline) or equivalent experience.

· Contract Engineer:

The Contract Engineer oversees all technical requirements provided under this contract to support functions described in Section 1.4.

Required Education: Bachelor’s degree from an accredited university in Electrical Engineering (or similar discipline) or equivalent experience.

1.6.11 Identification of Contractor Employees

All contract personnel attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties shall identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They shall also ensure that all documents or reports produced by Contractors are suitably marked as Contractor products or that Contractor participation is appropriately disclosed. The Contractor personnel shall be required to obtain and wear badges in the performance of this service.

1.6.12 Contractor Travel

The Contractor shall be required to travel to Hill Air Force Base, Vandenberg Air Force Base, Malmstrom Air Force Base, Minot Air Force Base and F.E. Warren Air Force Base. Contractor will be authorized travel expenses consistent with the substantive provisions of the Joint Travel Regulation (JTR) and the limitation of funds specified in this contract. All travel requires Government approval/authorization and notification to the COR.

1.6.13 Government Rights in Data and Data Marking Requirements All computer software and technical data (including drawings) that is developed under this contract shall be delivered with at least Government Purpose Rights, as defined in DFARS clauses 252.227.7013, -7014, and -7017 and appropriately marked. In this context, technical data and computer software developed under this contract do not include embedded open source software or COTS software products which must be identified to the Government and the respective licenses provided. Ordering of data items on the Data Accession List (DAL) shall take place using the deferred ordering clause, 252.227-7027, (IAW CDRL A023, Data Accession List. All data indexed on the DAL, including drafts of deliverables if applicable, shall be considered delivered for purposes of the DFARS data rights clauses (and subject to the same rights asserted for final deliveries in accordance with 2.1). However, non-final versions of future deliverables shall not constitute acceptance for purposes of Inspection and Acceptance requirements or the DFARS data rights clauses. When identifying and asserting restrictions on technical data and computer software pursuant to 1.6.13.1, the offeror/Contractor shall ensure that the technical data and computer software are identified by specific reference to the requirement to deliver or provide that technical data or computer software in the contract, e.g. by referencing the associated CLINs, CDRLs, or paragraphs in the work statement (PWS, SOW, SOO).

1.6.13.1 Identification and Assertion of Restrictions

The Contractor shall not deliver or otherwise provide to the Government any technical data or computer software with restrictive markings (or otherwise subject to restrictions on access, use, modification, reproduction, release, performance, display, or disclosure) unless the technical data or computer software are identified in accordance with the requirements stated in sections 1.6.13.1.1 and 1.6.13.1.2. Further, the Government may make the determination that various CDRLs must be delivered with Unlimited Rights after reviewing the tailored Data Item Descriptions referenced in those CDRLs consistent with the statutorily-defined categories in 10 U.S.C. 2320(a)(2)(F)(i)(I).

1.6.13.1.1 Pre-Award Identification and Assertion

Using the Government Rights in Data (GRID) section J attachment, the Contractor (including its subcontractors or suppliers, or potential subcontractors or suppliers, at any tier) shall identify all technical data and computer software that it proposes will be delivered or otherwise provided (including all Option CLINs as if the Option was exercised) with less than Unlimited Rights. In some cases this may require the Contractor/offeror to evaluate their planned approach to a given task to determine if/when/how proprietary solutions will likely be applicable. This includes software, platforms, frameworks and commercial solutions that are integrated into or required for a solution. The Contractor shall identify data rights limitations as follows:

1.6.13.1.1.2 Noncommercial Technologies

The Contractor shall identify restricted non-commercial data using the Government Rights in Data (GRID) attachment, specifically GRID Part D and/or GRID part B, during proposal and/or negotiations. The completed attachment will summarily be included in the final order.

1.6.13.1.1.3 Commercial Technologies

The Contractor shall identify and assert any restrictions for all commercial computer software, including Open Source Software, and commercial technical data, i.e., technical data pertaining to a commercial item, using the GRID, specifically GRID Part A. The Contractor shall provide copies, as attachments to the GRID, of all commercial licenses with an explanation of their application to the overall program. A Contractor's failure to submit, complete, or sign the identification and assertions required by paragraph 1.6.13.1.1 with its offer may render the offer ineligible for award. If the Contractor is awarded a contract, the assertions identified on the GRID shall be included as an Attachment to that contract. Upon request by the Contracting Officer, the Contractor shall provide sufficient information to enable the Contracting Officer to evaluate any listed assertion.

1.6.13.1.1.4 Non-technical Data

Using the GRID, specifically GRID Part C, the Contractor shall identify all non-technical CDRL data items (cost reports, financial information, etc.) that are to be delivered with limited rights.

1.6.13.1.2 Post-Award Updates to the Pre-Award Identification and Assertions Except as provided in this paragraph, the Contractor (including its subcontractors or suppliers at any tier) shall not supplement or revise the pre-award listings or notices required by paragraph b.1 of this clause after contract award.

1.6.13.1.2.1 Noncommercial Technologies

Post-award identification and assertion of restrictions on noncommercial technical data and noncommercial computer software are governed by paragraph (e) of DFARS 252.227-7013 and DFARS 252.227-7014, respectively.

1.6.13.1.2.2 Commercial Technologies

The Contractor may supplement or revise its pre-award identification and assertion of restrictions on commercial computer software and commercial technical data only if such an expansion or revision would be permitted for noncommercial computer software or noncommercial technical data pursuant to paragraph 1.6.13.1.2.1, i.e., based on new information, or inadvertent omissions that would not have materially affected source selection.

1.6.13.2 Commercial Specifications in Drawings

All drawings and/or specifications developed or modified under this contract shall not include references to commercial specifications where a standard military specification exists. Further, any commercial specification that is required as part of a drawing development, or referenced within a drawing shall be documented in the GRID, specifically GRID Part A during pre-proposal. The Contractor shall provide copies, as attachments to the GRID, of all commercial licenses with an explanation of their application to the overall program.

1.6.14 Organizational Conflict of Interest

Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (i.e., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan (IAW CDRL A013, Organizational Conflict of Interest Plan, DI-MISC-80508B/T) to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

2.0 DEFINITIONS AND ACRONYMS

2.1 Definitions

2.1.1 Contractor. A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.

2.1.2 Contracting Officer. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.

2.1.3 Contracting Officer's Representative (COR). An employee of the U.S. Government appointed by the Contracting Officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

2.1.4 Defective Service. A service output that does not meet the standard of performance associated with the PWS.

2.1.5 Deliverable. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

2.1.6 Key Personnel. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

2.1.7 Physical Security. Actions that prevent the loss or damage of Government property.

2.1.8 Quality Assurance. The Government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

2.1.9 Quality Assurance Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of Contractor performance.

2.1.10 Quality Control. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

2.1.11 Subcontractor. One that enters into a contract with a prime Contractor. The Government does not have privity of contract with the subcontractor.

2.1.12 Work Day. The number of hours per day the Contractor provides services in accordance with the contract.

2.1.13 Work Week. Monday through Friday, unless specified otherwise.

3.0 GOVERNMENT FURNISHED ITEMS AND SERVICES

3.1 Facilities

The Government will provide access to the facilities during installation of the TPPM.

3.2 Materials

The Government will provide a total of 40 panels as part of the 32 Kits to be delivered and/or installed:

4.0 CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES

4.1 General

The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this PWS.

5.0 SPECIFIC TASKS

5.1 The Contractor shall modify and replace specified power distribution boxes and CB panels in the trainers to replicate the changes made to weapon system power distribution boxes and CB panels. Power panels and CBs in the MPTs, P&ECSTs and LFTs shall be capable of balanced power distribution (between buses) of the actual and simulated 120v and 208v/60Hz and 400 Hz single and 3-phase power and simulate conversion 400 Hz power to 28vdc to associated trainer subassemblies.

5.2 The Government will provide new power distribution boxes and panels to Contractor for modification as GFP.

5.3 The Contractor shall replace shall replace CB panels to include the front face on the Launch Control Distribution B (LCDB) (Wing 1) and Launch Control Panel A (LCPA) (Wings 3 & 5) power distribution boxes for the MPT modification. The Contractor shall procure or fabricate the front face. Refer to 3.7.6.1.14 of S-133-35000 for LCPA and LCDB performance characteristics. Deviation to weapon system installation, to address Trainer unique hardware differences, shall be addressed via program team collaboration and design reviews.

5.4 The Contractor shall remove and replace three power distribution panels in LSB side of trainer with a new single LDA power panel and associated junction boxes/hardware and replace all internal components to include face plate of the LDB power panel on Launch Equipment Room (LER) side of the trainer for the P&ECST modification. The Contractor shall procure or fabricate the face plate.

5.5 The Contractor shall replace the LDB power panel on the LER side for the LFT modification.

5.6 The Contractor shall update circuit breaker nomenclature on the test racks to reflect new positions in the MPT's LCDB/LCPA panels for the SDME modification.

5.7 The design solution to implement new GFP power distribution boxes, CB panels, and computer-faulted CBs in the Trainers shall be derived from comparing the current MPT specifications and drawings with the weapons system power distribution box and CB panel design and installation drawings by the Contractor.

5.8 The Contractor shall provide revised/updated Engineering Drawings prior to Preliminary Design Review (PDR), (IAW CDRL A010, Product Drawings/Models and Associated Lists, DI-SESS-81000E/T), Engineering Change Proposals (IAW CDRL A012, Engineering Change Proposal (ECP), DI-CMAN-80639C), Specification Changes (IAW CDRL A011, Specification Change Notice, DI-CMAN-80643C), and Technical Order (T.O.) changes (IAW CDRL A021, Technical Manual Contracts Requirement, TMCR 86-01N) sufficient to support the installation and replacement of the lowest level replacement components. See Appendix B for Compliance Documents requiring updates. All drawings (and associated sub-tier drawings), technical orders, and specifications noted will be impacted and updated as necessary.

5.9 All CBs provided as GFP shall be used as is unless damaged or inoperable. Refer to MPT specification, S-133-35000, for LCPA/LCDB and other performance characteristics.

5.10 The Contractor shall comply with and update the MPT specification S-133-35000 to reflect changes made by TPPM.

5.11 Deviation to weapon system installation, to address Trainer unique hardware differences, shall be addressed via program team collaboration and TPPM technical reviews. Refer to 3.7.6.1.14 of S-133-35000 for LCPA physical characteristics.

5.12 Protective coatings on new or manufactured hardware (excluding GFP) shall conform to current Air Force and environmental requirements. The use of Hexavalent Chrome, unless excluded by 48 CFR 223.73 or approved by PEO or ALC/CC, shall be prohibited in the TPPM Program. The Contractor shall address protective coatings as a component of the TPPM review entry/exit criteria.

5.13 Parts and material installed during TPPM shall be readily available from Government or commercial sources.

5.14 The Contractor shall use best commercial practices to address environmental considerations for shipping and storage of TPPM components prior to installation.

5.15 The Contractor shall produce or purchase computer-faulted circuit breakers. Refer to 3.3.1 of S-133-35000 for additional material specifications. The current computer-faulted CBs may be reused if the TPPM design enables.

5.16 The final installed TPPM design solution shall not use toxic products or formulations where residual emissions could pose a health concern.

5.17 The Contractor shall submit a Parts Management Plan (IAW CDRL A007, Parts Management Plan, DI-SDMP-81748) while complying with best engineering practices to meet the availability, maintainability and reliability requirements found in S-133-35000.

5.18 The Contractor shall not require the use of Class I or Class II Ozone Depleting Substances (ODS) in the operation and maintenance of the equipment as identified in AFI32-7086.

5.19 The Contractor shall not introduce any hazardous material that may degrade air quality during installation or in the Trainers in the TPPM program.

5.20 The Contractor shall assure that degradation due to corrosion from selection of materials, processes, and protective surface treatments shall not impair equipment capability during storage and/or service life, and materials, processes, and protective surface treatments shall be addressed IAW MIL-STD-1568 and ICBMSD OI21-01.

5.21 The Contractor shall limit the use of dissimilar metals to applications where similar metals cannot be used due to design requirements or limitations; when it is necessary to use dissimilar metals in contact, the metals shall be protected against galvanic corrosion per best commercial practices.

5.22 The Contractor shall require chemical finishing providing maximum corrosion resistance for inorganic finishes for those parts or surfaces of parts, located in corrosion susceptible areas or which form exterior surfaces of the system, The organic finishes or finish systems used shall provide the necessary protection against corrosion for all materials used in areas subjected to corrosive environments. Finishes shall be resistant to fungus growth.

5.23 The Contractor shall use commercial and Commercial Off The Shelf (COTS) equipment and industry standards where practical for the TPPM program.

5.24 The Contractor shall address and provide nameplate and product markings IAW MIL-STD-130. The Contractor shall provide an IUID plan (IAW CDRL A019, Item Unique Identification (IUID) Marking Plan) and report (IAW CDRL A020, Item Unique Identification (IUID) Marking Activity, Validation and Verification Report).

5.25 The Contractor shall fabricate and finish TPPM hardware in a manner such that the criteria of appearance, fit, and adherence to the design solution shall be observed. Particular attention shall be given to the neatness and thoroughness of soldering, marking of parts or assemblies, plating, painting, riveting, machine screw assemblage, welding, brazing, and freedom of parts from burrs and sharp edges, IAW MIL-HDBK-454.

5.26 The Contractor shall assure TPPM developed items be interchangeable with like items as specified in MIL-HDBK-505, and COTS items are exchangeable with like items in that overall functional performance shall not be affected and no physical modifications shall be required.

5.27 The Contractor shall comply with applicable Occupational Safety and Health Administration (OSHA) safety for the TPPM program design, installation, operation, and maintenance. Where there are no applicable OSHA standards, Air Force Occupational Safety & Health or other applicable nationally recognized standards of safety, health, and/or fire prevention shall be used. The Contractor shall submit a Safety Assessment Report (IAW CDRL A014, Safety Assessment Report, DI-SAFT-80102B).

5.28 The Contractor shall be minimize hazards and mishap risks through the application of a System Safety Program IAW MIL-STD-882 with preference given to its system safety design order of precedence. The TPPM program order of precedence requirements can be found in 3.8 of S-133-35000. There shall be no hazards assessed greater than a MEDIUM risk after mitigation. The Contractor shall address safety as a component of the TPPM review entry/exit criteria. The Contractor shall provide analysis and reports (IAW CDRL A015, Operating, Support, Health, Safety (OSH&S), DI-SAFT-81841).

5.29 The Contractor shall comply with human engineering IAW MIL-STD-1472 for the TPPM program and shall address human engineering as a component of the TPPM review entry/exit criteria.

5.30 The Contractor shall provide technical documentation as detailed in the CDRL. The CDRLs shall include delivery expectations for Performance and Cost Report (IAW CDRL A004, Program Management Plan DI-MGMT-81861), Schedule (IAW CDRL A004, Program Management Plan DI-MGMT-81861), Test and Evaluation (T&E), (IAW CDRL A016, Test Plan, DI-NDTI-80566A), Configuration Management (CM) (IAW CDRL A009, Contractor’s Configuration Management Plan, DI-CMAN-80858B), Implementation Management (IAW CDRL A008, Implementation Plan, DI-MGMT-81737), Quality Assurance (IAW CDRL A005, Quality Assurance Program Plan, DI-QCIC-81794).

The Contractor shall submit Test Plans (IAW CDRL A016, Test Plan, DI-NDTI-80566A), Procedures (IAW CDRL A017, Test Procedure, DI-NDTI-80603A) and Reports (IAW CDRL A018, Test/Inspection Report, DI-NDTI-80809B).

5.31 The Contractor shall address and provide a plan (IAW CDRL A004, Program Management Plan, DI-MGMT-81797) for the TPPM on-site logistics, to include, kit storage, kit assembly, kit installation, trainer access, and removal of residual materials/equipment post-installation. This shall be addressed as a component of the TPPM review entry/exit criteria.

5.32 First Trainer installations (one of each MPT, P&ECST, LFT, and SDME) test procedures, Functional Configuration Audit & Physical Configuration Audit (FCA & PCA), and technical data validation & verification shall satisfy TPPM qualification testing as a complete kit (IAW CDRL A022, Design Review Information Package (DRIP), DI-SESS-81757) (IAW CDRL A003, Report, Record of Meeting/Minutes, DI-ADMN-81505). Kit parts shall be inspected as practical prior to kit installation. Initial and subsequent inspections will be identified in the Program’s Integrated Master Schedule (IMS), (IAW CDRL A004, Program Management Plan DI-MGMT-81861).

5.33 The Contractor shall travel to the specified training locations as directed by the Government to assess the data, hardware and equipment requirements necessary to complete the modifications. From the assessment, a modification drawing for each location shall be developed by the Contractor.

5.34 The Contractor shall conduct Technical Interchange Meetings (TIMS) quarterly or as needed, provide meeting agendas (IAW CDRL A001, Conference Agenda (Meeting Agenda), DI-ADMN-81249A) meeting minutes (IAW CDRL A003, Report, Record of Meeting/Minutes, DI-ADMN-81505) and materials (IAW CDRL A002, Briefing Material, DI-MGMT-81605).

5.35 The Contractor shall establish a Program Management Plan (IAW CDRL A004, Program Management Plan, DI-MGMT-81797) to manage all technical performance, including reliability, maintainability, derived, cost, schedule, and data delivery requirements of the contract.

5.36 The Contractor shall establish and provide a Risk Management Plan (IAW CDRL A006, Contractor’s Risk Management Plan, DI-MGMT-81808) that shall include, Program Planning and Control, Subcontractor Control, Financial Management, Data Management, Management and Accountability for Government Furnished Equipment, Material or Information.

5.37 The Contractor shall conduct a PDR to present the results of the site surveys and provide preliminary data for review along with any recommendations to the Government representatives (IAW CDRL A022, Design Review Information Package (DRIP), DI-SESS-81757) (IAW CDRL A003, Report, Record of Meeting/Minutes, DI-ADMN-81505).

5.38 The Contractor shall conduct a Critical Design Reviews (CDR) to present the formalized modification kit drawings for review and acceptance by the Government.

The Contractor shall incorporate all design changes approved during the CDR (IAW CDRL A022, Design Review Information Package (DRIP), DI-SESS-81757and IAW CDRL A003, Report, Record of Meeting/Minutes, DI-ADMN-81505).
