Questions on Solicitation Number FA8203-15-R-01425 For the C-130 MLG Torque Strut Assembly Redesign

1. On the SF33 block 9 it is blank for the number of copies needed. Can you please provide?

Please provide one copy.

2. Is submission of proposal volumes acceptable only in electronic format?

Electronic submission is the only desired method however, all methods will be accepted.

3. Can you provide a second government point of contact for proposal submission in addition to Christian Barwick with their email address?

No secondary point of contact is necessary.

4. Is it the Government's intention that material, travel, and ODCs be included in CLIN 0001?

This is a firm fixed price engineering effort.

5. CLIN 0002 type (i.e., FFP, CR) is not identified. Is it an FFP CLIN or "not separately priced"?

All data CLINS are NSP

6. On page 23 of the RFP, it includes a FAR 52.252-5 Evaluation Criteria for Award table that is blank.

Can you clarify if FAR 52.252-3 (above it) is the complete criteria or should there be more added in to blanks?

The information related to the table is in the statement directly below the table. The direct percentages are shown on the Delphi evaluation table on page 50.

7. Can you provide the following drawings associated with this RFP within two days?

a. PN 388064 - MLG Torque Strut Assembly

b. PN 388065 - MLG Torque Strut, Forward

c. PN 388066 - MLG Torque Strut, Aft

8. Is the Technical Order applicable to the MLG Torque Strut available and releasable?

This document has a distribution statement B on it. Requests need to be sent to OO-ALC/417 SCMS, Hill AFB, Utah 84056-5826, I believe the e-mail address is 417SCMS.GUMB.workflow@us.af.mil

9. Can you expand on the pricing instructions under section L?; also clarify in Section M d. i (3) the reference to “basic contract” in relation to rates verification of proposed rates?

What additional information is needed regarding pricing instructions?

The only instruction from section M d.i that is applicable is 1. 2-4 can be deleted.

10. Can you please clarify what documents should be included in the technical volume as appendices?

a. Paragraph 4.4 states that you must submit a Safety Plan per Appendix B. There is no Appendix B with the solicitation.

Please replace the language “appendix B” with “Statement of Objectives” in all instances.

b. The Quality Plan is 20 pages and is not included in the Tech proposal. The RFP does not provide guidance on where we are to submit it. Should it be an appendix to the technical volume?

Please use your discretion on the placement of the Quality Plan.

11.Paragraph 1.1.9 of the PWS states that a Contractor Management Plan will be submitted IAWCDRL A014; however, A014 is not provided as part of the RFP. Is there a CDRL A014 and can itbe provided?
This section can be deleted from the PWS.
