Overview:
DEPARTMENT OF THE AIR FORCE
75TH CIVIL ENGINEER GROUP (AFMC)
HILL AIR FORCE BASE UTAH
21 August 20
Statement of Work:
Install Live Fire Rescue Trainer
Hill AFB, Ut
Contractor shall design and install a new live fire rescue trainer at Hill AFB Utah. A partial but non-exhaustive list of requirements includes a 5 level high angle rescue train, 2 level residential/industrial training are with integrated roof cutting trainer, forcible entry, collapsed floor, and entanglement training points. All life safety rope and equipment shall be designed and installed to comply with NFPA 1983. Facility shall be designed to meet requirements of NFPA 1402 Guide to Building Fire Service Training Centers and NFPA 1403 Standard on Live Fire Training Evolutions.
General requirements
1. Primary structural framing shall be hot-rolled structural steel
2. Secondary framing shall be hot dipped galvanized metal.
3. All steel Members / structural beams to be hot dipped galvanized. Primer, painted, epoxy or chemical treatment coatings are unacceptable.
4. Siding shall be vertical seam, 1,000 psi point loading, screw-less siding. Horizontal or vertical, screw type siding will not be acceptable. Deep corrugated style will not be acceptable.
5. All doors and shutter shall be galvanized and epoxy coated to Air Force color scheme.
6. All railing shall be hot dipped galvanized fully welded 2600 psi round pipe handrail, except as modified below. Square tubing, clip, or bolt together hand railing will not be acceptable
7. All floors shall be sloped high temperature concrete.
8. Burn cell doors and shutters to be Fire Command or equivalent boiler plate burn doors and shutters with continuous stainless steel 1/2” pins or approved equivalent.
9. All upper floor burn cells shall be provided with stainless steel debris chutes. All chutes shall drop debris to collection points on ground floor.
10. Contractor shall employ at least one person who has completed an OSHA HAZPOWER
40 hour training course.
11. Live fire rescue trainer shall include a residential/industrial training area.
a. Residential/industrial area shall be 2 levels.
i. Adjacent 2-story residential structure no less than 42’ lnog and 25’ wide with 2x NFPA 1403 Certified Burn Cells no less than 24’ long x 24’ wide on the first (1st) and second (2nd)
ii. Burn Cells shall have two (2) thermocouple installed on the ceiling and one
(1) thermocouple installed on the wall monitored by a single battery operated pyrometer
b. Residential/industrial area shall be provided with the following:
i. Forcible entry training
1. Forcible entry training for panel style garage doors shall be provided.
ii. A minimum of 3 windows shall be provided on each floor of the residential/industrial area, not less than 3’ by 3’. All windows shall be supplied with 2 live load rated anchor points.
iii. User configurable interior maze.
iv. Collapsed floor training.
v. Entanglement training points.
vi. Residential/industrial area shall be supplied with integrated roof cut training.
1. Roof cut training shall be flush mounted to roof. Curbs or step will not be allowed.
2. Cut trainer section shall be not less than 4’ x 4’.
3. Roof shall be standard pitch according to local building codes. 1 roof cut training section shall be supplied on each side of the roof ridgeline.
4. Roof ridge line shall be supplied with rail style, fall arrest anchor system. Anchor system shall allow continuous protection without the need to reposition safety tethers. Ridgeline fall arrest system shall be sized to support one person on each side of the ridgeline.
5. Contractor shall supply a man rated ladder for each half of the roof.
Two ladders total shall be provided and shall hook to the fall arrest rail as described above but shall be movable.
c. Residential/industrial area shall be provided with “Fire Command” composite liner with life time warranty, or approved equivalent. Stainless steel, steel, calcium silicate, fire brick all unacceptable.
i. Desired features of fire liner: Lifetime warranty of 3000psi and NFPA rated lightweight compostie cementitious fire liner that is capable of repelling heat generated on its surface without degradation or decomposition after prolonged direct flame impingement at 1400° Fahrenheit. Material designed to maintain structural integrity and ressit heat absorption for use in subzero temperatures (-50° Fahrenheit) without signficiant expansion, contracton, or water absorption in live fire training evolution conditions. System designed with interlocked stainless-stell members engineered to sustain 10-to-1 weight ratio per square inch and resilient to damage.
d. Residential/industrial area shall be provided plumbed for central training smoke valved for individual control. Valves shall be provided for each room in the residential/industrial to be isolated from smoke. Contractor shall specify appropriate material for central smoke plumbing and submit material cut sheets the government for final approval.
e. Live fire trainer shall be provided with confined space trainer.
i. Confined space trainer will be allowed in either the two story residential/industrial area, or 5 level high angle rescue training area.
ii. Confined space trainer shall include both horizontal and vertical confined space training capability. Vertical confined space training shall include capability for tripod rescue training.
f. Residential/industrial area shall be provided with both interior and exterior stairways. Stairways shall be non-slip in design. All stair systems interior and exterior to be hot dipped galvanized and fully welded round pipe style hand-railings with bar grate non slip steps
12. Live fire rescue trainer shall be provided with a 5 story high angle rescue trainer section.
g. 5 story high angle rescue trainer shall be provided with a live load rated railing sized to belay 2 personnel simultaneously. Railing shall be rated to withstand a loading not less than 9,000 psi. Railing shall be stainless steel.
h. Building shall be a 5-story structure no less than 62’ long and 25’ wide to accommodate a 5-story Rescue Tower that is 20’ long x 25’ wide
i. 5 story high angle rescue trainer shall be supplied with 4 anchor points for belaying up to 4 personnel simultaneously. Anchor points shall also be rated to carry not less than 9,000 psi.
j. Rappel area shall be provided with a rubber mulch landing area not less than 4” deep.
k. 5 story high angle rescue trainer section shall be provided with both interior and exterior staircases. Stairways shall be non-slip in design. All stair systems interior and exterior to be hot dipped galvanized and fully welded round pipe style hand-railings with bar grate non slip steps
l. 5 story high angle rescue trainer section does not require plumbing for artificial smoke.
m. Repelling walls at tower roof shall be 6” certified 10,000psi anchorage and hot dipped galvanized.
n. Tower roof to first floor shall be provided with aluminum hatch covers. Hatch covers shall be 1/3” x 32” diameter. All insert chins shall be hot dipped galvanized.
Design Requirements:
1. The contractor shall prepare and submit for approval a complete set of plans and specifications for approval to the government project manager. Construction work shall not proceed until written approval has been received from the contracting officer. All design services furnished by the Contractor shall be performed under the direct supervision of a licensed Professional Engineer or Architect. The contractor, through its designer, is responsible for the accuracy, adequacy, timeliness and professionalism of the design solutions, the design documents. The contractor shall ensure design solutions meet the requirements of the contract documents as outlined in this statement of work.
a. The project design Architect-Engineer shall be an individual or firm, professionally engaged in the practice of architecture and/or engineering, qualified by registration and experience, and licensed to offer to the public the services hereinafter specified
b. The contractor shall prepare and submit for approval a design analysis. Design analysis shall be prepared on standard 8 ½ X 11 sheets. The design analysis shall incorporate all engineering computations, seismic analysis, test and survey results, building code review, fire protection analysis and calculations, structural load analysis and calculations, as well as all other similar pertinent information to clearly define the scope of the project and to express the designer’s intent and methods. The author of each section shall include professional seals and signatures when appropriate.
2. Design Submittal requirements:
a. Pre-final design submittal (90%): at this submittal stage all work shall be complete. This submittal is intended for approval only. Construction work shall not proceed based on approval of the pre-final design submittal. The pre-final submittal shall include the following as a minimum:
i. Final drawings with all sections, details, elevations, schedules and tables completed.
ii. Final edited specifications.
iii. Six (6) compact discs of the complete drawing set, specifications, design analysis in only three separate files in adobe acrobat (pdf) and AutoCad formats.
iv. Three (3) sets ½ size prints 11” x 17” fastened together in order.
v. Three (3) sets complete specifications in combed binding.
b. Corrected final design submittal: Unless otherwise approved the contractor shall not mobilize or start construction until the 100% (For Construction) submittal has been approved and construction Notice to Proceed has been authorized by the CE project manager. 100% submittal shall be stamped by Architect/Engineer as required by discipline.
i. Three (3) sets ½ size 11” x 17” hardcopy prints, fastened together in order.
Copy of full size sealed and dated by appropriate engineer or architect.
ii. Three (3) sets complete specifications in combed binding.
iii. Compact Discs. Provide the following:
1. AutoCAD format for all drawings - bound. Mixed formats will not be accepted. Files must be fully editable and match the drawings submitted and display properly when activated. Referenced files shall be permanently bound to the drawing files. Partial files, files with missing attachments or layers or files formatted as read only or in other ways protected will not be accepted.
2. Three (3) compact discs of the complete drawing set in one adobe acrobat (pdf) file, all AutoCAD (dwg) sheets. Each sheet shall be a unique file per Hill AFB naming convention in bound format only.
The bound drawings are intended to simplify inclusion of all x-references from formatting problems. Specifications in Microsoft Word, the design analysis. Equipment cut sheets will be submitted in adobe acrobat (pdf).
General Requirements:
1. Period of performance shall be 240 calendar days from notice to proceed.
2. The Contractor shall identify and comply with all applicable federal, state, and local statutes. A partial list is presented in at the end of this document in the Standard Design Criteria. It is the Contractor’s fundamental responsibility to identify and comply with all mandatory federal and applicable DoD and Air Force requirements whether or not listed specifically in these two documents.
3. The contractor shall submit Operation and Maintenance (O&M) Data specifically applicable to this contract and a complete and concise depiction of the provided equipment, product, or system, stressing and enhancing the importance of system interactions, troubleshooting, and long-term preventative maintenance and operation.
The subcontractors must compile and prepare data and deliver to the Contractor prior to the training of Government personnel. The Contractor must compile and prepare aggregate O&M data including clarifying and updating the original sequences of operation to as-built conditions. Organize and present information in sufficient detail to clearly explain O&M requirements at the system, equipment, component, and subassembly level. Include an index preceding each submittal.
4. The contractor shall submit record drawings revised to be used for final record drawings showing as-built conditions. The contractor shall revise 2 sets of paper drawings by red-line process to show the as-built conditions during the prosecution of the project. Keep these working as-built marked drawings current on a weekly basis and at least one set available on the jobsite at all times. Changes from the contract plans which are made in the work or additional information which might be uncovered in the course of construction must be accurately and neatly recorded as they occur by means of details and notes. Show on the working and final record drawings, but not limited to, the following information:
a. The actual location, kinds and sizes of all sub-surface utility lines. In order that the location of these lines and appurtenances may be determined in the event the surface openings or indicators become covered over or obscured, show by offset dimensions to two permanently fixed surface features the end of each run including each change in direction on the record drawings. Locate valves, splice boxes and similar appurtenances by dimensioning along the utility run from a reference point. Also record the average depth below the surface of each run.
b. The location and dimensions of any changes within the building structure.
c. Record drawings shall be supplied as follows: One (1) compact disc of all digital drawing files in bound AutoCAD (dwg) format including one (1) file of the complete drawing set in pdf format. AutoCAD Files must be fully editable and match the drawings submitted. Partial files, files with missing attachments or layers or files formatted as read only or protected will not be accepted.

The references listed below include the common criteria that may be applicable. Other technical documents and publications, which are deemed applicable for a particular project, will be made identified in the Statement of Work. Use the latest edition of references unless specified otherwise.

Contractor Questions
1. Please provide a site location and existing utilities map if possible.

2. It is our understanding based on the site visit that the area was previously excavated and filled. Is there any available data as to the material used, and if it were a controlled fill?
No
3. Are there any test results for the fill placed, if this was the case, for our review?
No
4. SOW 11c refers to “Fire Command” which is a proprietary product. In addition, specification excludes other products, including Calcium Silicate. Various Calcium Silicate products are used in many similar buildings for all manner of Federal, State, and local training facilities, with no issue. Why is Calcium Silicate a prohibited material? If a proprietary product is required, please provide a basis of the determination so we may evaluate the specific characteristics driving the requirement.
“Fire Command” brand liner has been used successfully at Hill AFB in the past and was therefore used as the basis of the SOW. If other non-calcium silicate products are available with a lifetime warranty that meet the requirements of the SOW and match the performance specs of “Fire Command” system, they will be acceptable to the government.
5. SOW 11c similarly refers to a “Lifetime Warranty” and this is one of the evaluation criteria. Please clarify what this is intended to mean, as the term “Lifetime Warranty” is typically a sales term and is defined by the company or individual who is making the warranty and can vary significantly in actual function.
Please clarify the parameters of what is intended to be covered by this “lifetime warranty” and to what extent.
Burn liner shall be provided with a lifetime warranty on materials and 5 years labor/installation.
6. Technical subfactor four states: “Completion of OSHA 40 hour course” which is the HAZWOPER course per the SOW. What is driving this requirement? We would typically not expect to encounter a situation which would require a HAZWOPER certification on this type of project.
Requirement deleted.
7. Is the experience requirement for the GC to have experience with multiple burn buildings or can this be fulfilled by a subcontractor? Reading the SOW we would presume for the GC, but wanted to confirm.
GC.
8. For spoils from the site, given the nature of the site being previously subject to remediation, is there a location on base where these may or must be disposed of? Does the basis of bid include hazardous materials encountered in the subgrade or is the material presumed to be clean?
The soil is assumed to be clean fill however, the contractor will be required to send a sample for testing and must provide the results to the 75 CEG Environmental division prior to excavation. If the soil is determined to be contaminated a change order for remediation will be issued.
9. Are there any SWPP requirements for the design? We would suspect not given the current location is impervious area, but for the purposes of bidding we would like to confirm the basis of proposal.
If total excavation for the trainer is less than an acre no. If the total excavation is more than an acre a SWPP will need to be provided.
10. What is the land disturbance requirement for an Erosion and Sediment Control Plan (ESC) on the base?
ESC is an element of the SWPP and must be provided with the SWPP should the SWPP be necessary.
11. Are there any specific access requirements for the base in regard to background checks, citizenship, etc?
Yes. U.S. citizenship and a background check will be required for all contractor and subcontractor personnel at Hill AFB.
12. During the site visit, points of connection for utilities were discussed. Please provide proposed tie in locations, and points of contact for utility owners.
A new electrical service must be pulled from the overhead power line shown on the attached utility drawing and must meet the requirements of the private utility contractor, City Light & Power. POC Rich Houghton, 801.660.2255
13. Is there any information in regard to the existing pavement section at the building location?
No
14. Section L refers to a bid date of 21 Aug 20, while the SF 1442 refers to 31 Aug 20. Please clarify.
31 August 2020 is the proposal due date.
15. SOW references an old version of NFPA 1402. NFPA 1402 is now a "Standard on Facilities for Fire Training and Associated Props." Is the intent to provide a training structure complying with the old guidelines or the new standard?
The intent is to use the most current version of NFPA 1402 regardless of title.
16. SOW defines two sections, a 5 story tower and a 3 story residential/industrial, but they do not call out a footprint for each or a height. Please clarify any particular requirements.
Minimum square footage requirements will need to be determined by the architect of record.
17. SOW calls for thermal lining in the residential/industrial area. It is unclear the area extent of this thermal lining system. Please confirm the burn cell or room sizes to be protected with thermal lining?
2x NFPA 1403 Certified Burn Cells no less than 24’ long x 24’ wide on the first (1st) and second (2nd) Floors. That’s 1- 24 x 24 foot per floor in the Residential side of the building.
18. The rappelling railing references 9,000 psi which is a unit of pressure not typically associated with rappelling loads. Is the intent to supply a rappelling system that meets or exceeds a 9,000 pound rappelling load? The current version of NFPA 1402 requires a 10,000 pound rappelling anchor system so the specification does not appear to be in compliance with the current version of NFPA 1402.
Yes, comply with current NFPA guidance; firefighter safety is paramount.
19. The rappelling wall references 10,000 psi. As referenced above, this does not appear to be a unit of measurement for rappelling. Is the rappelling achor system to meet the 10,000 pound requirement in the current version of NFPA 1402?
Yes, comply with current guidance as above.
