I. Contracting Activity.

II. Nature and/or description of the action being processed.

Single Source Award of Commercial Firm Fixed Price Contract

III. Description of supplies/services required to meet agency needs.

84 RADES is transitioning to a new process of gathering data in field and utilizing 3D Light, Distance and Range (LiDAR) data. VZ-2000i 3D Imaging Sensors, and associated equipment, provide long range, accurate LiDAR capabilities, ease of transport, a Global Positioning System (GPS) and durability in adverse weather. The VZ-2000i has an effective range of 2km, has millimeter accuracy with an onboard GPS, and is a sealed system allowing it to be used in adverse weather conditions. Other features include proprietary software that allows for ease of data manipulation, a camera that allows for coloriezed point clouds to aid in data scrubbing, additional batteries to extend instrument usage while out in the field.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The 84 RADES has developed specialized software called Radar Coverage Prediction 3 (RCP3), for modeling the coverage of ground based radars . One of RCP3's inputs is the surrounding terrain data. Current requirements calls for us to receive this data (3D scanner) and ingest it into the RCP3 automatically. allows integration of this data into the existing tolls as their equipment uses a standard format for their internal data.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

84 RADES performed extensive research on various 3D scanners and based on their criteria of precision, compatibility with RADES software, ease of use, portability and cost which determined that had the 2 best scanners on the market. The team chose a test site on HAFB and conducted a terrain survey using current techniques and software. This was to ensure we provided a fair comparison of both scanners.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

The software currently in use by 84 RADES is developed in-house by the Air Force and is not commercially available.

Additionally, creating a new piece of software to be able to interface with both , as well as any other manufacturer's equipment would be an unreasonable cost in additional development. Should the cost drivers, or the software change, the possibility of opening it's capabilities to other pieces of equipment become present, and will be explored at such a time.
