Sources Sought Synopsis Ogden Air Logistics Complex

Hill AFB, UT

1 NOTICE: This is not a solicitation but rather a Sources Sought Synopsis (SSS) to determine potential sources for information and planning purposes only.

This SSS is to determine capability of potential sources and is for informational and planning purposes only. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor will any award be made as a result of this SSS. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this Sources Sought Synopsis.

1.1 The purpose of this SSS is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 811219, which has the corresponding size standard of $20.5M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran Owned, Hub zone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the

Government for the past four years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

2 The United States Air Force at Ogden Air Logistics Complex (OO-ALC) is conducting market research seeking capable sources to provide all tools, supplies, chemicals, parts, labor and equipment necessary to maintain, repair, clean, and calibrate the following instruments located in Building 575, Industrial Wastewater Treatment Plant (IWTP) laboratory at Hill AFB, Utah. In a manner that will ensure continuous and safe operation. Following is a table of instrument located in the laboratory:

The information requested by this SSS will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. However, respondents submitting business information pursuant to this SSS should consult 41 C.F.R. part 105-60 and other implementing regulations concerning the release of such information to third parties under the Freedom of Information Act. All information submitted by respondents that they consider confidential and not releasable to third parties outside of the Air Force, and its employees, agents, consultants, and representatives, must be clearly and conspicuously marked.

3 SSS QUESTIONS:

The Source Selection Team has developed a list of questions to facilitate discussion and influence the final version of the Request for Proposal. To ensure that your answers and comments are considered in the development of this acquisition, please submit your responses no later than 28 July 2017 by

In addition to your responses to the SSS questions, feel free to include any suggestions, recommendations, questions, or concerns regarding this effort.

3.1 Company info: Name, Address, Phone Number, Cage Code, and DUNS.

3.2 Is your company a small business under NAICS 811219, “Other Electronic and Precision Equipment

Repair and Maintenance”, and size standard of $20.5 M?

3.3 If your company is a small business, what subcategories of small business is it, e.g. woman owned?

3.4 The Government intends to use NAICS 811219, “Other Electronic and Precision Equipment Repair and Maintenance”. However, the Government is open to other NAICS suggestions that might be a more appropriate fit. Provide justification why another NAICS would be more appropriate. Other NAICS will be considered, but the Government will make the final determination.

3.5 Describe any contracts where you or your anticipated teaming partners have been a general contractor involved with the maintenance of lab equipment in the last four years. Describe coordination efforts involving maintenance, repairs, cleaning, and calibrating instruments.

3.6 What do you see as the risks to performance, cost, and schedule associated with this effort?

Please indicate the severity of the risk (low, medium, high) and its likelihood of occurring. How might the risks be mitigated?
