PERFORMANCE WORK STATEMENT (PWS)

FOR

EDUCATIONAL OUTREACH SUPPORT SERVICES

FOR

AFSC/EN AT HILL AFB

I. DESCRIPTION OF SERVICES

This contract for educational outreach services to support the Hill AFB Science, Technology, Engineering and Mathematics (STEM) program is being executed as C type contract.

1.1 Scope of Work

The contractor shall actively assist AFSC/ENRW OL-Hill (hereinafter referred to as “EN”) with

STEM outreach in providing STEM-related educational experiences in grades K-12.

1.2 Educational Outreach Support

1.2.1 The contractor will provide educational outreach support in the form of STEM

Coordinator(s). Specific areas shall include, but not be limited to program support for existing and new educational outreach programs and initiatives and personnel support to run existing and new educational outreach programs and initiatives.

1.2.2 The primary objective has five fundamental components: 1) the identification of doable enrichment programs that provide the learning experiences through successful, long-term DoD-wide programs to invigorate STEM curricula at the K-12 levels; 2) enhance the teaching skills of

STEM teachers to deliver that curricula; 3) increase the level of awareness and interest of students in STEM activities, projects, and career opportunities; 4) the alignment of the same programs with State of Utah curriculum guidelines. 5) Coordinating volunteers and maintaining metrics for all events. All five components will require focused, on-site assistance from certified classroom teachers and associated professional staff in both program formulation/execution and curriculum alignment.

1.3 Requirements

1.3.1 The contractor shall proactively assist the EN STEM Outreach Office in the identification, formulation, and execution of on-going and new educational outreach initiatives as requested. As a general principle, the contractor shall promote, through positive media relations, all educational outreach activities orchestrated by the EN STEM Outreach Office. Tasks associated include, but are not limited to:

1.3.2 The contractor shall proactively assist the EN STEM Outreach Office by providing new and continuing educational outreach programs during the performance period, including personnel support to assist in the planning, execution, volunteer coordination, and follow-up of initiatives established by the EN STEM Outreach Office and related working groups.

1.3.3 The contractor shall proactively assist the EN STEM Outreach Office in the identification of potential collaborative partners and additional funding sources from industry, government, or academia that can enhance the quality and scope of Hill AFB educational outreach programs.

The contractor shall assist with the formulation of written mutual agreements with the identified partners.

1.3.4 The contractor shall assist the EN STEM Outreach Office with support to include office administration, database updates and development, monthly website metrics updating, development of grant proposals, record keeping, and evaluating program effectiveness.

1.3.5 Personnel. The contractor shall provide part time and/or full time administrative specialists to coordinate and manage STEM programs. Additional staff may be required as program grows and develops. All work is assigned by the EN STEM Outreach Program Manager.

1.3.5.1 The STEM Coordinator(s) shall be currently certified or previously certified teacher(s) or those with a B.S. or B.A. degree in a STEM related field.

1.3.6 TDY. Occasional travel may be required to both receive and provide STEM training, support in-service workshops, and attend STEM meetings, conferences, and events. See 4.4 below.

1.3.7 Materials. The contractor shall purchase all needed materials for STEM Outreach activities such as training kits, multi-media equipment, equipment rental, promotional items, etc., to support STEM activities and events.

II. GOVERNMENT-FURNISHED ACCOMODATIONS

2.1 The government shall provide working space and basic office accommodations for on-site contractors during the period of this contract. Class A telephone service shall be provided for business use only.

2.2 The government shall provide on-site contractor networking equipment suitable for electronic mail, internet access, networked printer support, and necessary hardware and software to accomplish tasks. This includes, but is not limited to, computers, printers, and fax machines.

III. GENERAL INFORMATION

3.1 The government shall provide overall management of Hill AFB’s STEM Outreach Program.

3.2 The government shall provide the contractor access to all facilities as required to perform in accordance with the contract. The contractor shall be subject to all military rules and regulations while working at Hill AFB.

3.3 All access of personnel shall be coordinated through the EN STEM Outreach Office.

3.4 Travel. The contractor shall attend meetings, training, and travel as required or requested to perform official duties. The estimated travel costs include mileage reimbursement for vicinity travel plus up to a two person trip to various CONUS locations. The contractor shall be reimbursed by the government for travel and per diem expenses (airfare, vehicle rental, privately operated vehicle mileage, etc.). Reimbursement shall be in accordance with the Joint Travel

Regulation. The contractor shall obtain approval from the responsible government supervisor (or alternate) prior to performing travel.

3.5 Security Requirements. Contractor personnel are required to have, as a minimum, a National

Agency Check (NAC) to secure access to government computer systems and perform day-to-day work, and in classroom situations dealing with students. NAC must be initiated prior to start of work.

3.6 Hours of Operation. Full time contractor personnel shall generally be available during regular duty hours Monday thru Friday, except holidays. However, but needs to accommodate a flexible schedule, which will include some week nights and Saturdays. Part time contractors shall set a schedule with the approval of the STEM Program Manager. In addition, some STEM events will be scheduled after hours in the evening and on weekends. When the contractor needs to support a

STEM Activity outside regular duty hours, the contractor shall coordinate and obtain approval from either the Contracting Officer or the Contracting Officer's Representative. The contractor shall observe the same holidays as the government: 1) New Year’s Day; 2) Martin Luther King, Jr. Day; 3)

President’s Day; 4) Memorial Day; 5) Independence Day; 6) Labor Day; 7) Columbus Day; 8)

Veteran’s Day; 9) Thanksgiving Day; 10) Christmas Day. The contractor shall observe any other base closure day(s) throughout the period of the contract.

3.7 Period of Performance. Initial Period of Performance (Basic) is December 2015 thru

September 2016, with Two (2) 12 month option years.

3.8 Continuation of Essential DoD Contractor Service During Crisis. All services to be performed under this contract have been determined to be non-essential for performance during crisis.

3.9 Quality Assurance Personnel (QAP). The government shall evaluate contractor performance.

The QAP and designated alternate are representatives of the contracting officer and shall participate in the administration of this contract. The QAP or alternate shall inform the contractor when discrepancies occur and shall request corrective action. The QAP or alternate shall make a notation of the discrepancy with the date, time, and description of the discrepancy, and request the contractor representative to initial the entry and provide the appropriate corrective action.

3.10 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.

Reporting inputs will be for the labor executed during the period of performance for each

Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk.

*Reporting Period: Contractors are required to input data by 31 October of each year.

Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
