BACKGROUND:

Purpose To promote a culture of spiritual resiliency between married couples stationed at Hill AFB. This document summarizes the purpose, desired outcomes, and format for a proposed chapel-led, marriage resiliency retreat.

Period of Performance The Contract shall be performed from 30 August to 01 September, 2013.

Desired Outcomes -Reduce the growing divorce rate within the USAF -Reduce incidents of domestic violence -Reduce relationship counseling rates at Hill AFB -Increase communication skills for married couples

Format -Retreat setting with a target of 40 participants (20 couples), facilitated by 1-2 chaplains.

--No less than 4, 1.5-hour mandatory marriage workshops will be conducted by chaplains.

-Contractor will provide meeting space, lodging, food, and beverage throughout the entire retreat.

3. DESCRIPTION OF SERVICES:

The Contractor shall provide all management, tools, equipment and labor necessary for a three-day, two-night Marriage Retreat from 30 August to 1 September, 2013. Hill AFB retreat requirements include the following task areas:

-Task Area 1 – Marriage Retreat Scheduling -Task Area 2 – Meeting Facilities -Task Area 3 – Dining Facilities and Catering Requirements -Task Area 4 – Lodging Facilities -Option – Childcare

3.1. TASK AREA 1 – Marriage Retreat Scheduling

The Contractor will reserve, secure the use of, and schedule all facilities and Marriage Retreat requirements needed to accomplish the tasks outlined below. Any booking deposits shall be paid at the expense of the Contractor.

3.2. TASK AREA 2 – Meeting Facilities

The Contractor shall reserve and secure the use of meeting facilities to accommodate up to forty-five (45) participants. All Retreat attendees shall be able to see, hear, and interact with the guest speaker. Speakers shall be able to give instructions, announcements, speeches, and offer prayers prior to meal times. Tables shall facilitate group work and be round with seating capacity for eight (8) individuals.

3.2.1. Group Meeting Facilities

Meeting space shall include an audio/video system with microphone, audio speakers, video projection large enough for viewing throughout the room, laptop video and audio output, power and audio/video cables, and a technician to facilitate the hookup. The audio/video equipment must be installed, tested and ready to use prior to 4 p.m. on the first day of the event. The equipment must be available and in working order throughout the event. The chapel instructors will bring their own laptops.

3.2.2 Meeting Space Times

Meeting space will be available Friday, from 4-10 p.m. Registration begins at 5 p.m., and the first meeting begins at 5:30 p.m. Meeting space will be available Saturday, from 8 a.m.-10 p.m. The first meeting on Saturday begins at 9 a.m. Morning sessions end at 12:00 p.m. The evening session on Saturday will take place after the dinner at 6:30 p.m. in the same location as the meal. The last session will be on Sunday at 10:00 a.m. The Hotel shall provide coffee service on Friday, from 5:00-8:00 p.m., and on Saturday, from 9:00 a.m.-12:00 p.m. for the event. No coffee service is needed for the Saturday evening session.

3.2.3 Deliverables

-List of available audio/visual equipment and hookups in facility (within 5 days after contract award).

-Technician support during retreat.

-Diagrams of assigned facilities (within 5 days after contract award).

3.3. TASK AREA 3 -Dining Facilities and Catering Requirements Dining seating arrangement will be mutually agreed upon by Contractor and Hill AFB Chapel 7 days prior to event.

3.3.1. Dining Facilities

The Contractor shall provide dining facilities for up to seventy (70) people. Exact numbers required will be provided no later than 7 days prior to the event as Hill AFB’s registration process is finalized.

3.3.2. Catering Meals

The Contractor shall provide catering services as follows: two breakfasts, one lunch, and two dinners for up to seventy (70) people per retreat. The Contractor shall provide menu options to Hill AFB contracting, who will supply it to Hill AFB Chapel, no later than 14 days prior to each Retreat. Depending on the season and weather, catering and banquet options may include outdoor dining. No alcohol will be served at any meal. Any catering and banquet option will be agreed upon by both Hill AFB and the Contractor 7 days prior to each Retreat. One dinner shall be a four-five course plated dinner for the couples, with a separate eating location for the children. Plated and banquet meal menus will be provided 7 days prior to the Marriage Retreat.

3.3.3. Deliverables

-Meal menu options (per negotiated retreat dates).

-Banquet meal menus (per task order).

-Building layout with seating plan for dining (within 5 days after contract award).

3.4. TASK AREA 4 -Lodging Facilities

The Contractor shall provide two nights and two days lodging for up to seventy (70) people – 23 rooms. Rooms shall be king size, or double queen, double occupancy deluxe rooms. Rooms will be non-smoking. All lodging facilities shall be cleaned according to applicable state law and come equipped with linens, towels, and other supplies adequate for the occupancy rate.

3.4.1. Hotel

The hotel shall have an AAA rating of Four Diamonds. The hotel shall be in a mountain resort.

The Hotel shall be within a one and a half (1.5) hour drive from Hill AFB, UT. The hotel shall provide on-site parking.

3.4.2. Deliverables

-Listing of available rooms, number of beds, and amenities.

3.5. OPTION: Childcare

The hotel shall provide on-site or nearby childcare services for children ages 0-5. Childcare will be available during meeting times on Friday, Saturday and Sunday.

3.5.1 Deliverables

-Childcare location, childcare providers (ratio per Utah State Law).

4. Security Requirements The Contractor shall obtain security clearance for all necessary personnel requiring access to Hill AFB.

4.1. Physical Security

The Contractor shall be responsible for safeguarding any and all government property under their care. At the close of each work period, government property and materials shall be secured.

5.1 Appendix Government Furnished Property, Services, and Equipment

These items may vary, depending on activities planned. Supplies and equipment to support tasks not required by Contractor will be supplied. Possible items are:

-Laptop for training -Printed material for training

Examples of equipment types the Contractor may be required to provide, remove, install, relocate, repair, maintain, or operate:

-Chairs -Table settings and placements -Tables
