PERFORMANCE WORK STATEMENT
B-2 VEHICLE DENIAL BARRIERS
Revised 10 July 2019
SECTION ONE, DESCRIPTION OF SERVICES
1.0. Organization.
Identification and Address:
AFLCMC/WWZ
7180 Reserve Road Building 1083 Tinker AFB, Oklahoma 73145
1.1. Agency Mission.
The B-2 Weapon System Support Center (WSSC) Ground Test Facility (GTF) is the single center for on-aircraft software development and support, as well the logistics and engineering support center for the B-2 Sustainment Branch. An integral part of that support is the development and management of mission critical data systems that support the B-2 program. These systems are used to leverage technology to reduce costs while improving aircraft availability.
1.2. Description of Services.
The Contractor shall provide all labor, local travel, transportation, and incidentals to provide installation and support defined by this PWS to be performed at the B-2 Weapon System Support System (WSSC). Travel to other B-2 site locations will not be required. Support shall be required during, but not limited to, normal business hours (0730-1630) Monday through Friday, excluding federal government holidays, or as specified by the Contracting Officer (CO).
1.3. Project Background and Objectives.
The B-2 Sustainment Branch, located in the B-2 WSSC GTF is responsible for maintaining a number of information technology (IT) data systems in support of the B-2 Weapon System. Several layers of security are required to protect these information systems. One level of physical security is that of vehicle denial barriers.
1.4. Task Description.
The Contractor shall provide the following services in order to achieve the following objectives for the B-2 program:
1.4.1. Barrier Installation.
Provide all necessary material for the installation of vehicle denial barriers. This includes, but is not limited to the barriers themselves, concrete, soil, electronic components (if required), and any other pieces/parts required for full operation of the barriers.
The barriers MUST meet the following requirements:
1. The Period of Performance is 150 days from contract award date.
2. A quantity of three barriers. Two of the barriers must be 32 ft. in length and the third barrier must be 36 ft. in length. The location of the barriers will be discussed with the Contractor upon award. The stanchions are 6 ft. 8in on the swing side, (3ft buried in concrete) and 6 ft. 3in. X 3/8” on the closure side, (3ft buried in concrete).
3. The minimum rating must be a K4 barrier rating, as outlined in the DoD US Army Corp of Engineers DoD Anti-Ram Vehicle Barrier List.
4. Independent Professional Engineer Crash Certified per DoS K4/L2 Rating.
5. Integrated Pivot Operator Housing Buttress configuration.
6. No external hydraulic or electric assist requirements.
7. Beam Boom Dusk to Dawn SOLAR Lights (3 units per AVB unit).
8. Each unit AVB to be standard hot-dip galvanized anti-corrosion (below and above grade major steel components) prior to selected paint finish.
9. Each unit AVB beam boom arm with red/white reflective striping.
10. Each unit AVB Pivot Housing, receiver stanchion hot-dip galvanize finish.
1.4.2. Engineered Drawings.
If there are any engineered drawings utilized by the Contractor, a copy will be given to a security POC, whose contact information will be given to the Contractor at the beginning of the first workday. These drawings will be used For Official Use Only, and will not be given to competitors or shared with any outside organizations not involved with physical security of the facility.
1.4.3. Training.
The Contractor will provide any necessary training and/or training materials required for barrier operation.
1.4.4. Monthly Status Report.

1.4.5. Travel.
Travel to other B-2 site locations will not be required. Support shall be required during, but not limited to, normal business hours (0730-1630) Monday through Friday, excluding federal government holidays, or as specified by the Contracting Officer (CO).
1.4.6. Applicable Publications.
The Contractor will have access to all Air Force and Department of Defense publications applicable to the work tasks assigned. The Contractor shall obtain the forms and publications expressly required to perform the work in this contract via the internet at the Tinker AFB Public Web Site: http:/www-ext.tinker.af.mil/default.asp.
In the event that a Federal form or publication is not available online, the Government Contracting Officer Representative (COR) will provide the forms, instructions, or publications to the Contractor upon request by the Contractor. In the event that laws, regulations, Technical Orders, Air Force Instructions, or Air Force Material Command Instructions change during the term of this contract, the Contractor is required to comply as such changes come into effect. The Contractor shall notify the contracting officer within 10 working days of any potential cost impact associated with any regulation changes. The Contractor shall not proceed with implementing these changes until approved by the PCO.
1.5. Contractor Personnel.
1.5.1. Contractor POC.
The Contractor shall provide a point of contact for all matters related to this task within 10 working days of contact award.
1.5.2. Contractor Employees.
The Contractor shall not employ persons on this contract if such employee is identified to the Contractor by the CO as a potential threat to the health, safety, security, and/or general well-being or operational mission of the installation and its population. The Contractor shall provide the Government with initial and updated lists of Contractor employees’ names and position titles. The Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest, nor shall the Contractor employ any person who is an employee of the Department of the Air Force, either military or civilian.
All contract employees depending on particular condition, occasion or place, or job assignment shall require professional, suitable attire. All Contractor employees shall conduct themselves in a professional, courteous manner. The selection, assignment, reassignment, transfer, supervision, management, and control of Contractor employees in performance of this PWS shall be the responsibility and prerogative of the Contractor; however, the Contractor shall comply with the requirements set forth in this PWS and Tinker AFB regulations concerning conduct of employees as referenced herein.
The Contractor employees need to identify themselves as Contractor personnel by introducing themselves or being introduced as Contractor personnel and displaying distinguishing badges or other visible identification for meetings with Government personnel. In addition, contracts shall require Contractor personnel to appropriately identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence.
1.6. Quality Control Program.

1.7. Quality Assurance.
The Government will evaluate the Contractor’s performance under this contract. When an observation indicates defective performance, the CO will be notified by the Government. Any action taken by the CO as a result of surveillance will be according to the terms of this contract. Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the CO. The services to be performed by the Contractor during the period of this contract are at all times and places subject to review by the CO or authorized representative(s). Other Government personnel may from time-to-time observe Contractor operations. These personnel will not interfere with Contractor performance.
1.8. Mandatory Provisions.
On occasion, services may be required to support an activation or exercise of contingency plans outside normal duty hours prescribed in the document. Upon Force Protection Conditions (FPCONs) being implemented, all Contractors will be tasked along with government personnel to implement FPCON measures to ensure facility security, to include checks of the facility and personnel entering and exiting Bldg. 1083 in conditions CHARLIE (imminent terrorist attack) or DELTA (actual attack) and to continue until FPCON is lessened or terminated.
1.9. Contractor Identification Badges.
The Contractor does not require Common Access Cards, however will be required to obtain base access through the Pass and ID building located North of the main gate.
1.10. Mission Essential Services.
1.11. Miscellaneous Requirements.
The Contractor shall comply with Section 508 of the Rehabilitation Act of 1973 as required. Contractor employees shall comply with the appropriate Federal, State, and Local environmental, safety, and Occupational Health laws and regulations. Any training for Contractor employees required by these directives is the responsibility of the Contractor.
1.12 Security Clearances.

SECTION TWO, SERVICE SUMMARY
2.0. Service Summary Table.
The Contractor shall achieve performance thresholds identified in the Service Summary (SS) Table of this PWS. The Contractor service requirements are summarized into performance objectives that relate directly to the mission essential items. The performance threshold describes the minimum acceptable levels of service for each requirement. The government will use the surveillance methods contained in the QASP to evaluate the Contractor’s performance for the performance objectives listed below. In the event the performance objective is not met, the Contractor will be given a reasonable time after notification to correct the unacceptable performance, if such correction is possible. The Contractor shall immediately take corrective action in accordance with the performance threshold(s). In cases where the Contractor fails to implement corrective action, the PCO will take appropriate measures. The absence of any contract requirement from the SS shall not detract from its enforceability nor limit the rights or remedies of the Government under any other provision of the contract.

(NOTE: Deliverable documentation to be provided to AFLCMC/WWZ in electronic format (i.e., Microsoft Office, or other Government furnished application formats); after review, the Government may request hard copy duplication of some reports.
SECTION THREE, GOVERNMENT-FURNISHED PROPERTY & SERVICES
3.0. Shared Property of the Government.
3.0.1. Shared Property of the Government. In accordance with (IAW) Government procedures, the Contractor is authorized to share Property of the Government (on-base only), without cost, with Government personnel at TAFB, OK for the duration of this contract and only as needed for the performance of this contract. The Government retains title to all Shared Property of the Government, until the Government properly disposes of this property as authorized by law and regulation. The Government will maintain accountability (property records) for Government reporting requirements. The Contractor shall ensure this property is secured at the close of each workday.
This Shared Property of the Government is not considered Government Furnished Property (GFP) requiring property administration IAW FAR Parts 45 and 52.245 plus supplements. However, this Shared Property of the Government will be administered IAW the provisions of this PWS and FAR 52.237-2, Protection of Government Buildings, Equipment, And Vegetation. The Contractor shall comply with the contract terms and conditions and this PWS.
3.0.1.1. Shared Work Center Space.
Shared Property of the Government includes Work Center Space of approximately 392 square feet in Building 1083, Tinker AFB OK.
3.0.1.2. Shared Equipment/Materials.
Shared Property of the Government includes Equipment/Materials, such as computers, network equipment, and facilities.
3.0.1.3. Shared Office Supplies.
Shared Property of the Government does include Office Supplies.
3.0.1.4. Modifications.
Prior to the Contractor performing any Modifications to Shared Property of the Government, at the Contractor’s expense, the Contractor shall submit written requests for modifications to the Government Contracting Officer Representative (COR) and Contracting Officer. Approval of modifications shall be in accordance with Government procedures.
3.0.1.5. Title.
The Government retains title to all Shared Property of the Government, even if the Contractor’s modifies the Shared Property of Government at the Contractor’s expense.
3.0.1.6. Return to Government.
During the contract, contract completion, and/or termination, the Contractor shall return all Shared Property of the Government to the Government COR.
3.1. Government Furnished Services.
The Government will furnish the following services:
3.1.1. Security Police.
The Government will provide general on-base security police service. Security police telephone numbers are 911 for emergencies, 734-2000 for crime in progress, and 734-3737 for non-emergency calls.
3.1.2. Fire & Emergency Services.
The Government will provide general on-base fire protection services. The Contractor shall comply with fire prevention rules and regulations enforced by the Tinker AFB Fire Prevention Branch. The Government will provide, inspect, and maintain the fire extinguishers in Contractor occupied space.
The Contractor shall call base 911 for emergencies and for routine fire prevention matters call 734-3981.
3.1.3. Utilities.
The Government will furnish utility services. These utilities include natural gas, electricity, water, and sewer for the sole purpose of accomplishing this contract. If the Contractor requires additional utility services, it shall be the Contractor’s responsibility to provide them. The Contractor shall use due care and diligence in efforts to conserve utilities to reduce utility costs.
3.1.4. Telephone.
The Government will provide telephone service consisting of Class 3 (formerly referred to as Class C) and Class 1 (formerly referred to as class A) service (to include DSN service). The Contractor shall ensure that the Government provided telephone usage is limited to only official Government business related to the performance of this contract. The Contractor shall furnish their own telephone service provided by local commercial carrier for their use in matters other than official Government business pertaining to this contract.
A class “A” line, or correctly called a Class 1 line, places no restrictions on the calls you make. In other words, you can make long distance calls and call off base. A Class “B” line, or correctly called a Class 2 line, allows you to call off base but not make long distance calls. A Class “C” line, or correctly called a Class 3 line, allows you to only make calls within Tinker Air Force Base.
3.1.5. Emergency Procedures.
Contractor employees shall follow the direction of Government employees in regards to emergency procedures, i.e. fire, tornado, active shooter, bomb threats. It is the responsibility of the Contractor to provide guidance and establish procedures for responding to an emergency for their employees. It is the Contractors' responsibility to account for their employees following an emergency evacuation. Contractor Personnel shall participate with government personnel in all fire and tornado drills at no additional cost to the Government.
3.1.6. Base Supply Equipment Custodian Training.
