Combined Synopsis/Solicitation

(IAW FAR 12.603)

Title: High Accuracy Measurement Arm

This is a Combined Synopsis/Solicitation for Commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only Solicitation; Proposals are being requested, and a written Solicitation will not be issued. The United States Air Force at the Oklahoma City Air Force Sustainment Center (PZIMC), at Tinker AFB, OK, will award a Firm Fixed Price (FFP) Purchase Order using FAR 12 and 13 procedures for the purchase of one High Accuracy Measurement Arm, along with installation, commissioning and operator training. This Solicitation is issued as a Request for Quote, (RFQ) FA813219QA007. Provisions and clauses included are current to FAC 2019-01, DPN 20180928, AFAC 2018-0525

The Contractor is required to sign/date and fill in the pricing information on page three (3) of this document and return 1 copy to the issuing office.

The Contractor agrees to furnish and deliver all items set forth or otherwise identified above and on any additional sheets subject to the terms and conditions specified herein.

1. High-Accuracy Portable Measurement Arm as outlined below.

a. Seven (7) axis measurement arm with the following:

(1) RS5 Laser Scanner capable of 752,000 points per second with scanning system accuracy of 0.044mm per ISO 10360-8.

(a) Standard Mode and compact mode, with and without pistol grip

(b) Nose Cone

(c) ODU-USM and ODU-twin cable(s), 3m

(d) System scanning certification report of complete system with scanner

(2) System accuracy should be per ISA 10360-12, and a minimum value of the following:

(a) Euni Value of 0.029mm

(b) Psize Value of 0.011mm

(c) Pform Value of 0.023mm

(d) Ldia Value of 0.044mm

(3) Zero warm-up time nor initial referencing of encoders.

(a) Arm capable to measure immediately after power-on without any initializing movements when placed in confined areas

(b) Must contain absolute encoders

(4) Removable laser scanner with repeatable mounting, not requiring calibration.

(5) Modular system, able to perform probing and scanning in tight spaces via removable and replaceable components on the wrist.

(6) Secured lock to prevent accidental tilt when not measuring.

(7) Arm able to lock at-least one (1) axis at desired angle for measurement in confined areas.

(8) System should include artifacts and software for in-house verification of performance and accuracy against provided certification.

(a) Artifacts must be traceable back to NIST.

(9) System have included options for extended-volume measurements up to ten (10) times its standard volumetric range, when needed.

(10) Wireless power and data capability required.

(11) Multiple grip handles of various sizes for ergonomic accommodations.

(12) Wrist display, spin knob and grip, and base plate with mounting ring.

(13) Wireless scanning capabilities package.

(a) TESA TKJ Ball probes, or equivalent:

(b) Probe Extensions - 130, 150, 180, and 200mm.

(b) Geomagic Design X software, or equivalent, with 3-day/1 user training

(21) PC-DMIS CAD++ scanning/Mesh with the following:

(a) RDS Interface, or equivalent

(b) Scanning probe interface for integrated scanner

(c) Scanning auto features

(d) Full COP support

(e) XACT GD+T, IGES/DXF/DWG/STEP 2013/STEP 214/VDAFS/XYZIJK/DES and DMISI/O translators, or equivalent

(f) STL Mesh creation and inspection, or equivalent

(g) PC-DMIS with LMS license

(h) 1-year of updates

AFFARS Clauses Incorporated by Full Text 5352.201-9101 Ombudsman 6/1/2016

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.

Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employeeemployer actions, contests of OMB Circular A-76 competition performance decisions).

(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, 72d Air Base Wing Staff Judge Advocate Legal Customer Service Line at 405-739- 5811. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/SMC ombudsman level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431.
