Description

This is a Combined Synopsis/Solicitation (CSS) for commercial items prepared IAW the format in FAR Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued aside from the one posted here.

This solicitation is being issued as a request for quote (RFQ) IAW FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-97, Defense Federal Acquisition Regulation Supplement Change Notice (DPN) 20171228, and Air Force Acquisition Circular

(AFAC) 2017-1003.

The associated North American Industrial Classification System (NAICS) code for this procurement is 333517, with a small business size standard of 500.

This acquisition is a 100% Small Business Set-aside.

Any quote from a large businesses is ineligible for award.

The Air Force Sustainment Center’s Maintenance Contracting Branch (AFSC/PZIMC) at Tinker Air Force Base, Oklahoma, intends to award a Firm Fixed Price (FFP) contract for the acquisition of a quantity of one (1 EA) Fanuc

Robocut Small Wire Electrical Discharge Machining (EDM) machine and related items, or equivalent, with Hirschmann tooling or equivalent, training, and installation to be located within the Oklahoma City Air Logistic Complex (OC-ALC) in accordance with the attached Statement of Work (SOW). For a description of the items, see Section 2 – Supplies/Services and Price below. Award of the contract will be subject to the availability of funding.

The government will not provide government furnished property, labor, equipment tools, or material needed for delivery or installation of the items purchased.

This is a Brand Name (Fanuc and Hirschmann) or Equal acquisition. In accordance with clause 52.211-6, offerors proposing “equal” items to the required items must submit, along with the completed CSS, information on the equivalent items proposed, as required by 52.211-6. Such Information should include manufacturer name, part numbers, part description, and the parts’ capability to meet salient outlined characteristics.

Payment terms will be Net 30. You may offer payment discounts for early payment, but this will not be considered in quote evaluation.

Invoices must be submitted in the Government’s invoicing, receipt, and acceptance online application, Wide Area Workflow, which can be found in the Wide Area Workflow e-Business Suite (WAWF; https://wawf.eb.mil). Payment will be made after the invoice is signed in WAWF and after the item is received and accepted by the Government; do not submit invoices until the items have been delivered.

52.212-1 -- Instructions to Offerors – Commercial Items (Oct 2018)

52.212-2 -- Evaluation -- Commercial Items

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation. The following two factors shall be used to evaluate offers:

Factor 1 – Technical

Technical Capability – the Government will evaluate the Contractor’s response on its ability to provide the following Brand Name (Fanuc and Hirschmann), or Equal, item listed below in Section 2 under CLINs 0001 through 0012, of this CSS, as set forth below and in accordance with the attached Statement of Work. The government’s evaluation shall include Contractor’s proposal on:

1. Small Wire EDM quoted must have the following salient characteristics:

X Axis Travel 23” minimum

Y Axis Travel 15” minimum

Z Axis Travel 16” minimum

UV Axes Travel +/- 3.5” minimum

Work piece thickness at taper angle +/- 45 degrees at 2.75”

Positional Accuracy (X,Y) +/- 0.0001” or better

Repeatability (X,Y) +/- 0.000050” or better

a. Machine must include a CORE-STITCH Slug Retention feature that holds the work piece in place when cutting stock.

b. Must include CADCAM software capable of posting to the machine:

FANUC ROBOCUT – CAMi software, or equivalent, to include:

i. Two (2) Axis XY single plane geometry with complete “T” code taper ability that includes G60-

G63 type corner modifications, four (4) Axes X, Y, Z, UV programming defined from two planes in any orientation in three dimensional space, involute gear generator, fitted “spline” curve generator

ii. CAD data input/output via DXF, IGES, and STEP files, communication software to send/receive G code programs to/from FANUC machine, and post processed data to run on FANUC Wire EDM machine.

c. Minimum of three (3) months’ worth of consumables must come with the machine.

d. Machine also needs to include EDM tooling necessary for clamping across the entire work envelope.

e. NOTE: EDM MACHINES ITEMS OFFERED IN QUOTES AS EQUIVALENTS TO FANUC

ROBOCUT WIRE EDM C600iB -16” EDM MACHINE MUST USE A FANUC CONTROLLER.

2. Quotation shall describe the list of consumables that come with the EDM machine in offeror’s proposal, will include the Brand Name or Equivalent, which list shall provide the manufacturer, part description, and the spare part number.

3. In quotation of offerors proposing an equivalent to the Brand Name items specified by part number or model number, contractor shall identify by each CLIN, the manufacturer, description, the part number and CLIN unit price of the equivalent proposed. The description of the quoted EDM machine’s power regulation (Power transformer), shall be described in the quote.

4. Quotation shall state the EDM machine’s electric supply and utilities’ requirements. The government shall supply utilities within 25 feet of the machine install location.

5. Quotation shall include, for each Brand Name or Equal EDM machine, the machine’s footprint dimensions (length, width, and height in feet).

6. Offerors proposal shall reflect offeror’s understanding that products in CLINs 0001 through 0012 are for a turnkey installation of products provided, in accordance with the SOW, with offeror’s quotation representing the proposed price for fully operational capability of the machines and components supplied, delivered and installed at Tinker AFB, Oklahoma. The government will provide all required utility connections to within 25 feet of the machine installation location. The government will not be providing contractor any labor, parts, materials, tools, equipment, rigging, testing or training on the contract.

7. Offeror’s proposal shall include a description of the contractor’s ability to provide the following types of on-site training to five (5) government employees after delivery/installation/start-up of the equipment: Operational training, Software training, and System Maintenance training. All training is to be conducted by contractor at Tinker AFB, Oklahoma. Offeror’s proposal shall include a description of what training with be conducted in a classroom and what training will be on-the-job at the equipment’s location at Tinker AFB.

Offeror proposal’s response to this portion, on Technical Capability, shall be no longer than 15 pages. This is a pass-or-fail factor.

Factor 2 – Cost/Price

Price – the Government will award this requirement to a technically-capable offeror based on the lowest total evaluated price of contract line items CLINs 0001 through 0012 described in Section 2 below (Products/Services).

The Offeror’s proposal shall provide a firm fixed price on a unit price for the EDM Machine, and associated requirements set forth in CLINs 0001 through 0012.

(c) Evaluation Methodology. The Government will evaluate the three lowest-priced offers for technical capability.

Then, price will be evaluated for the technically-capable offers and they will be listed from lowest to highest price based on the total evaluated price.

If one of the three lowest-priced offers’ technical capability is determined to be unacceptable, it will be rejected, and the next lowest-priced offer will be selected for evaluation.

Award will be made to the offeror with the lowest total evaluated price that met the acceptability standards for technical capability.

(d) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

52.212-3 -- Offeror Representations and Certifications -- Commercial Items.

The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/portal (Only complete and return if there are changes to current SAM Registration. If 52.212-3 is not returned the contractor is affirming that the current SAM registration is current, accurate, and complete). If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.

PACKAGING

Items shall be packaged in accordance with the Contractor’s commercial best practice to ensure undamaged arrival at destination. Individual shipments exceeding 150 pounds, 108 inches in length, or 130 inches in girth plus length shall be packaged on skidded crates or palletized to allow handling by forklift.

The exterior container shall be marked (readable from 24 inches), “NOT FOR OUTSIDE STORAGE.”

TRUCK GATE INFORMATION

IMPORTANT DELIVERY INFORMATION

Tinker Air Force Base has a Truck Entry Gate (Gate 33), which is located at the corner of 59th Street and Air Depot Blvd (southwest corner of the base). Gate 33 shall be used for all deliveries by truck to this base. Trucks will not be allowed to gain access through any other gate. Since your firm’s delivery on this order is affected, please advise your delivery carrier to use the new gate. This should minimize the impact of your delivery.

DELIVERIES TO BUILDING 3001 (B / 3001)

Be advised that delivery vehicles destined for B / 3001 are prohibited from using Staff Drive.

Delivery vehicles may make deliveries only in designated unloading areas.

Since your firm’s delivery may be affected, ensure that your delivery carrier receives proper instructions on delivery / unloading requirements for B / 3001. Unloading in designated unloading areas will minimize any inconvenience, and, attendant ramifications, which may accrue, to your delivery / delivery carrier for failure to adhere to this requirement.

CONTRACT HOLIDAYS

(a) The Government will not be billed for holidays, except when services are required by the Government and are actually performed on a holiday. Holidays in addition to those reflected in this contract, which are designated by the Government, will be billable provided the assigned Contractor employee was available for performance and was precluded from such performance.

(b) The following days are contract holidays: New Year's Day, Martin Luther King, Jr. Day, President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day.

0014 On-Site Training at Tinker Air Force Base

Firm Fixed Price Offeror shall provide three days of basic training to FIVE government employees per training class- as set forth in the Statement of Work, on operation, software and maintenance applicable to the items in CLINs 0001 through 0012. All training is to be conducted by contractor at Tinker AFB, Oklahoma, within one week after start-up of the equipment in CLINs 0001 through 0012.
