Questions and Answers

Scrum Master Training and Certification

Solicitation No: FA8126-23-Q-0050

1. Question: Do you have a preference for which certifying body the certification test is for?

2. Government Response: The Government wants Professional Scrum Master-Scrum.org and will not accept any independent certification without a brand name.

3. Question: Does the awardee have to have facilities clearance? If yes, will the military sponsor facility clearances?

Government Response: In accordance with the PWS, paragraph 1.2, the classes are to be held virtually.

4. Question: Could please clarify which training in particular you are looking for? Is it CSM (Certified Scrum Master-Scrum Alliance) or PSM (Professional Scrum Master - Scrum.org) or the SMC (Scrum Master Certified-Scrum Study).

Government Response: The Government wants Professional Scrum Master-Scrum.org.

5. Question: Are you looking for a particular brand such as Scrum Alliance, or are you open to an independent certification without a brand name?

Government Response: The Government will not accept any independent certification without a brand name.

6. Question: Can you provide the incumbent vendor, along with contract number, and total contract value?

Government Response: There is not an incumbent vendor or previous contract.

7. Question: Is it the Professional Scrum Master (PSM I) certification or the Professional Scrum Master II (PSM II) certification that you are looking for?

Government Response: Professional Scrum Master I

8. Question: As the training courses are to be held virtually, can you confirm whether the contract will entirely be conducted in a remote fashion, or are there any onsite obligations to be aware of?

Government Response: No onsite obligations required.

9. Question: Do we cover all materials for the training courses, for instance, virtual books

(PDF)?

Government Response: The cost of materials should be included in the quote. All material should be covered in sufficient detail for the students to get the certification.

10. Question: Given that the contract is for a one-year base with one optional year, is there an anticipated start date for the contract?

Government Response: For FY 23, anticipated classes in August and September, FY 24 classes are estimated in March and May.

11. Question: In regards to safety and environmental regulations, can you please confirm whether these apply to our office location or are specific to any data centers or locations where we might host the virtual training?

Government Response: Specific to locations where the virtual training will be hosted.

12. Question: Given the specific brand name request for the Scrum certification (Professional Scrum Master - Scrum.org), would the government be open to additional Scrum training certifications from other recognized bodies as a value-added proposition?

Government Response: At this time the government only wants SCRUM.org certification.

13. Question: Regarding the requirement for the Contract Manager and alternates to be proficient in English, will there be any additional language proficiency requirements for the student audience?

Government Response: The government has some employees that will be taking the class that have English as a second language. However, they communicate daily in English with both reading and writing.

14. Question: Regarding the Response to Hazmat clauses starting at 1.5 in the PWS -- Is a response needed as these classes will be held virtually?

Government Response: No

15. Question: I would appreciate it if you would clarify how you would like the proposals delivered to you. The requirement for a "wet signature" and "Emailed quotations are preferred" suggest you want us to scan the signed page and submit it as part of our quote/proposal - is that correct?

Government Response: A scanned in wet signature or a digital signature is acceptable.
