STATEMENT OF WORK
For
30m Ellipticus Antenna
S20-036
9 November 2020
PREPARED BY:

1. SCOPE
The Government requires the replacement of the Nuclear Testing Apparatus 20 meter Ellipticus Antenna located near Bldg. 1027 at Tinker Air Force Base (TAFB) with a new larger 30 meter Ellipticus Antenna. This shall include the replacement and removal of the existing antenna as well as all associated conduit supports and cabling.
2. BACKGROUND
TAFB is currently the only location with the technical expertise and equipment to conduct Nuclear Hardness testing for the Air Force. A new 30 meter extended antenna is required to support testing on various aircraft including the 747 E-4B, VC-25 and KC- 46A.
The 30-Meter Extended Ellipticus Antenna testing volume will provide sufficient area to accomplish Low Level Continuous Wave (LLCW) testing of a 747-200 airframe with the objective of testing a 747-8i.
3. REQUIREMENTS
3.1. Project Summary:
a) The Contractor shall dismantle and remove the existing 20-Meter Ellipticus
Antenna and Support System prior to starting any installation work. This shall include the antenna,the support system, both lower support poles, all guys and both support poles and the two (2) wooden poles from the older (and already dismantled) antenna.
b) The Contractor shall complete site preparation and foundation work, including support structure and winch foundations and pouring a concrete pad for the climate controlled, 8’ x10’ amplifier shelter.
c) Site preparation shall include preparation of the ground plane surface. Ground plane shall be leveled to approximate height of Compass Rose (Drawings Attachment #7). A concrete pad with wooden poles around the perimeter shall be installed to prevent damage to ground plane and pad.
d) The Contractor shall provide an 8’ x 10’ metal, climate controlled structure for the amplifier. It shall be placed on a pad and anchored in place at the base of the northwest antenna pole.
e) The Contractor shall provide power to the amplifier structure for lighting, climate control, additional 110 volt outlets, 220 volt 30 amp for the amplifier) and to the support structures (for the winches and emergency lighting system). This power to the shelter and northwest support pole shall be run from the existing service located in Building 1027 and the power to the southeast support pole shall be run from the existing southeast support pole. All power shall be run underground by the Contractor.
f) The Contractor shall erect the two support structures and hardware and secure with the Down-Guys and install the Cross-Guy between the two support structures. This shall be followed by installation of powered winches to raise/lower the antenna and lightning protection system. The antenna and ground plane shall then be installed. Once completed the Government will mount the Government furnished drive equipment in the portable amplifier shelter and install the antenna terminations.
g) Aircraft Warning Light System, Aerial Markers and Lightning Protection System shall be provided for the new Antenna and Supporting Shelter.
h) The antenna shall be capable of radiating a continuous wave electric field within the test volume of field strength of no less than 1V/m across the operational frequency range (10kHz to 1 GHz) when measured at a location 3 meters above the ground directly beneath the antenna balun. The antenna shall perform the requirement when driven with existing amplifier/network analyzer Microwave Instrumentation model SP1088 and Network Analyzer Keysight Technologies E5061B).
NOTE: This will be similar to a standard field mapping exercise performed routinely using the existing 20-Meter Ellipticus Antenna. See Figure 3.1 for explaination of process.
i) The Contractor shall develop and deliver a Validation Test Plan two weeks prior to the start of the Radio Frequency (RF) Validation Test for the Government to review. The Government will provide use of the Depot Hardness Surveillance Test System (DHSTS), instrumentation and drive system to support the RF Validation Test. The Government will conduct an RF Validation Test on the 30- Meter Extended Ellipticus Antenna after installation to verify its functionality and that it meets all illumination requirements. The Contractor shall be present during this test, to observe testing to ensure that there are no conflicts with results produced from this testing. Following the validation testing, the Government will provide the test results to the Contractor, however the contractor shall be responsible for generating and delivering a RF Validation Test Report. The Test Report shall provide a comparison of measurements derived from computational electromagnetics modeling and simulations with RF Validation test results for locations as identified in Figure 3-1:

j) The Contractor shall leave the area clean and without debris.
k) A Project schedule for all project activities will be provided as part of the
Contractor’s initial quote with the final approved schedule provided to the Government POC 30 days after contract award.
l) The contractor shall provide monthly progress updates to the Government via email. These updates shall reference the Project schedule and provide an overall status of Ontime No Constraints, Ontime with Constraints, Ahead of schedule, or Behind schedule. In addition to overall status the Contractor shall annotate items completed, items being worked, and projected time of start for all other items.
The following shall be used to determine what additional information is required.
Ontime No Constraints – All projected dates from original approved schedule are on track and no constraints for completion have been identified.
Ontime with Constraints – All projected dates from original approved schedule are on track, but there are constraints or the potential for constraints. This status shall include a listing of constraints as well as what steps are being done to correct the issues.
Ahead of Schedule – One or more individual dates for completion of steps are ahead of schedule with the potential for early completion of the overall project. This shall identify the steps ahead of schedule with an estimation of a new completion date. This is just an estimation for internal use only and will not change the completion date assigned at time of contract award.
Behind Schedule – One or more individual dates for completion of steps are behind schedule with the potential for late completion of the overall effort. This shall identify the steps behind schedule with an estimation of a new completion date for those steps as well as a new estimation for completion of the overall project. This shall also include the reasons for the delay in detail. The contractor shall provide an assessment for review on possible solutions to reduce/remove the delay or provide a determination as to why there is no path to remove or reduce this delay. A copy of all details will be sent to the Contracting Officer for review and determination.
m) The Contractor shall provide As-Built Drawings and .dwg files before project close out for Government POC review and master file updates.
n) The Contractor shall provide Antenna and Support System Operation and Maintenance (O&M) Manual
• Antenna apex (balun) shall be 30m above pad.
• Antenna apex shall intersect the symmetry plane at 90°.
• At +/-38m (+/-125’) from center, Antenna shall be at least 28m above pad with design objective of 29m.
• From the +/- 38m points, the Antenna shall follow an elliptical shape (magenta) of vertical radius of 30m and horizontal radius of 81.75m within +/-2m, with a design objective of +/-1m.
• Antenna shall be 90°+/-10° of the ground plane for at least the last 2m of its length with a vertical ground stake connection.
• Antenna base shall be at +/-81.75m

3.2 Construction Review and Competion: The Contractor shall submit design documents to the Government for review and approval prior to beginning construction but no later than 90 days after Contract Award. The design submitted shall include computational electromagnetics modeling and simulations demonstrating the performance and electromagnetic field characteristics of their proposed design including vertical and horizontal modes of antenna operation as well as Engineering drawings and specifications for the overall design of the on-site construction listing work to be done in detail. Designs will be submitted in triplicate using .pdf and .dwg formats as required on disk to the Government POCs. This design review will be conducted by Government POCs with approval or requirement of corrections within 30 days of receiving the design for review. This review will ensure that all designs are in compliance with attachments listed in section 5 of this SOW. In additioion the Contractor shall be responsible for the following items once the Design Review has been completed.
a) Contractor is responsible for securing all necessary dig permits and airfield construction waivers required for construction. The Government will provide assistance as required.
b) Design for the Ellipticus antenna, guy lines, masts, and other structures shall not interfere with pedestrian walkways, vehicle drive locations, aircraft tow locations or impact aircraft maneuverability for LLCW illumination testing. The aircraft shall clear all structure by at least 10’ while maneuvering into position.
c) Fire Protection, if any, shall comply with the most current UFC 3-600-01 Fire Protection Engineering.
d) All electrical work shall be in accordance with the most current NFPA 70.
e) The Aircraft Obstruction Lighting shall comply with UFC 3-535-01 § 6-6.1.
f) The Lightning Protection System shall comply with UFC 3-575-01.
g) Inspection of the building and utilities will be performed by Government POCs after construction is completed prior to final acceptance of the site.
3.3 Training – The Contractor shall provide up to one day of training on the working of all components. This shall include the following:
a) Raising and lowering the antenna
b) Operation of climate controls for building
c) Preventive Maintenance requirements
3.5 Initial Provisioning: Upon completion of installation the Contractor shall include the following deliverables to the Government POC.
a) One (1) Spare 300w Balun for Horizontal and Vertical polarization
b) Ten (10) Spare antenna repair connectors N type male and female
c) Six (6) Spare down guy vibration dampeners
d) Six (6) Spare horizontal guy vibration dampeners
e) Ten (10) Spare fiberglass support rods
f) Twenty five (25) Spare resistive antenna cores
4. GENERAL REQUIREMENTS
4.1 Hours of Operation: The Contractor shall perform the on-site work required under this contract during the following days and hours: Monday through Friday, 7am to 5pm. If work hours are required outside the hours stated, the Contractor shall request approval from the Contracting Officer (CO). Upon approval from the CO the Government POC must be present with the Contractor.
These dates and hours exclude Federal Holidays, base closures due to inclement weather, and furlough days, as applicable.
4.2 Environmental Protection & Safety: The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection.
4.2.1 Contractors shall be compliant Tinker Air Force Base (TAFB) Supplement to Air Force Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker Air Force Base Instruction (TAFBI) 32-7004, “Hazardous Waste Management”, and Complex procedures per Oklahoma City Air Logistics Complex (OC- ALC) Sup to AFI 32-7086, “Hazardous Material Management” and OC-ALCI 32-101 “Air Quality Record Keeping Procedure”. Publications are available digitally on e- Publishing website at www.e-publishing.af.mil for downloading or ordering.
4.3 Spills: Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from
Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911.
The Contractor shall immediately report all environmental violations to the GPOC and UEC. The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:
4.3.1 One (1) copy to CO, two (2) copies to the GPOC, a copy for Unit Environmental Coordinator and one (1) copy for record. The format of the report shall be left up to the Contractor, but the report shall contain the following information:
1.) Name and contact number of person reporting the spill 2.) Date and time of incident 3.) Location and source of spill 4.) Substance or pollutant spilled 5.) Amount spilled and rate of discharge 6.) Any damages or injuries involved 7.) Extent of area impacted 8.) Potential hazards 9.) Actions taken 10.) Organizations contacted 11.) Remarks Section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and which agencies responded.
4.3 Housekeeping: The Contractor shall keep the work areas clean and neat IAW industry standards, OSHA, fire and safety standards, and this SOW.
4.4 Foreign Object Damage (FOD) and Dropped Object Prevention: Contractor personnel who work in or travel though areas near operational and production aircraft, engines, munitions, missiles, drones, space systems, support equipment, Aerospace Ground Equipment (AGE), trainers, and the Contactor personnel operating vehicles and equipment on flight lines, runways, taxiways, parking ramps, and in aircraft hangers and maintenance areas are required to receive the FOD/DOP training and to comply with AFI 36-2650, AFMC Supplement 1, paragraph 9.2., and A4.4.4. (Initial)/A4.4.5. (Refresher).
The Contractor and Contractor personnel shall acknowledge the FOD/DOP training either by viewing the Digital Versatile Disc (DVD) provided by the Government POC or the YouTube site, http://www.youtube.com/watch?v=tYcbodjFPnM.
4.4.1 The Contract Manager shall provide written certification to the Government POC for each employee within ten (10) business days after the contract award date. The certification shall have the title of the training, the name of the person who received the training, and the date of the training. The Contractor shall also ensure all new employees view the FOD/DOP training and provide written certification of training to the Government POC prior to the employees starting work in the OC-ALC shops. Every 36 Months, the Contractor and Contractor personnel shall be required to review the FOD/DOP training and to provide written certification to the Government POC.
4.5 Privately Owned Motor Vehicles (POV): Contractor personnel shall comply with the directives pertaining to operation of POVs on Tinker AFB per AFMAN 31-116, in its entirety, “Motor Vehicle Traffic Supervision”. The Contractor shall comply with Tinker AFBI 24-302, in its entirety for the operation of POVs within Tinker AFB.
4.6 Visitors Pass: The Contractor shall contact the Government POC seven (7) business days before arriving on Tinker AFB in order to make arrangements for Visitors Passes.
The Government POC will assign a sponsor for the Contractor from within the organization. The Contractor and the sponsor shall arrange to meet at Pass and Registration, Building 6611 at the Tinker Gate which is South of I-40 off of Air Depot.
The Contractor shall provide two (2) forms of identification, one of which shall be a picture ID, to the 72 SFS. The 72 SFS will provide an AF Form 75, Visitors Pass, which will be valid for up to thirty (30) calendar days.
4.7 Foreign Nationals: The Contractor shall notify the Government POC before sending a Foreign National representative to perform services. Special rules apply for foreign nationals visiting a US Government facility.
4.8 Safety and Health on Government Installations: While performing work under this contract on a Government installation, the Contractor shall comply with federal, state and local regulations, and AFI 91-203, “Air Force Consolidated Occupational Safety Instruction”, as established by this contract and Appendix C. The Contractor shall notify the CO, Government POC, and Government Contract Administrator (CA) within one (1) business day of any injuries that occur to contractor personnel while they are on the installation. The Contractor shall notify the CO, Government POC, and Government CA within one (1) business day of damage to Government property or equipment during the execution of the contract.
4.9 Emergency Procedures: The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency.
It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.
