(AFMC) TINKER AIR FORCE BASE OKLAHOMA

SUBJECT: Sole Source Justification for M20-042 X-Ray Tube

1. The Analytical Chemistry Section, Oklahoma City Air Logistics Center (OC-ALC), Tinker Air Force Base, OK is responsible for the chemical analysis of metals and other materials used in the United States Air Force (USAF) aircraft and jet engines managed at OC-ALC. The PANalytical Axios Max Advanced 4KW wavelength dispersive x-ray fluorescence (WDXRF) spectrometer is used for quantitative elemental analysis of metals and alloys, plasma spray powders, and aerospace coatings used on jet engines and aircraft. 76 MXSG would like to procure the following: 1(one) EA - Tube, X-Ray MCBM 50-06 – 77043129 SPECTRO MIDEX X-Ray Tube for MIDEX XRF and 1 (one) EA - Shielding X-Ray Tube MIDEX – 46903008.

2. 76 MXSS/MXDTAA needs a Spectro X-Ray Tube for the MIDEX XRF. Spectro is the only contractor that can meet the Government’s requirement. The data rights are proprietary to Spectro and they are the only company who can meet the required specifications for the existing equipment already owned by the Government. 76 MXSS/MXDTAA needs a Spectro X-Ray Tube with rhodium anode including zeta technology (SST-max 50 tube with rhodium anode;

4kw and chi-blue coating).

3. The proposed sole source vendor is the only vendor that can satisfy the Government’s requirement.

Small Business

4. In accordance with FAR 5.207 and FAR 12.603, a combined synopsis/solicitation shall be posted on beta.sam.gov web site. Qualification requirements do not apply. Based on the requirements for the form, fit, function products and schedule as discussed above, Spectro Analytical Instruments, Inc., is the only company that meets or exceeds the government's requirements. Market research was conducted for this purchase. No other sources were found during market research to offer an equivalent product in form, fit and function. The Dynamic Small Business Search and System for Award Management databases were reviewed using North American Industry Classification System Code 334516 looking for companies that could provide the item(s) listed above. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted. In review, there is only one (1) vendor, Spectro Analytical Instruments, Inc., capable of providing this commodity for this acquisition.

5. In the future, the Government will monitor the market for other vendors that will be able to provide the X-Ray Tubes capable of meeting Air Force specifications.

6. I have determined, in accordance with FAR 13, that the circumstances of this contract action deem only a single source is reasonably available.
