SUBJECT: Sole Source Justification for Serv M20-066 Thermal Coating and Metallurgy Consulting
1. requests the purchase of a 3-year service contract for Thermal Coating and Metallurgy
Consulting.
2. previously contracted for a technical order (TO) procedure course with J.P. Sauer, Inc.
This contract is based on the findings of the aforementioned course. Award to any other Contractor would require duplication of work to get to the stage that Sauer is at currently. So as not to waste the Government’s time and money on duplication of effort, the Government should continue working with J.P. Sauer to provide the requested services as they are familiar with Tinker Air
Force Base’s (Tinker AFB) systems and TO procedures.
3. Due to previously working with the Government on similar contracts, it would be financially beneficial for the Government to award to J.P. Sauer, Inc.

Small Business
4. Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System
(NAICS) Code (541330) looking for companies that could provide Thermal Coating and
Metallurgy Consulting. A review of small businesses to include 8(a), HUBZone, Service
Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide Thermal Coating and Metallurgy Consulting. In review, there is only one vendor capable of providing the requested services.
5. Due to J.P. Sauer’s familiarity with Tinker AFB’s systems, it would be financially beneficial to the Government to continue conducting business with this company.
6. I have determined, in accordance with FAR 13, that the circumstances of this contract action deem only a single source is reasonably available.
