I. Contracting Activity.

II. Nature and/or description of the action being processed.
This is an Individual J&A for Brand Name, AutoCrib Inc., Automated Inventory Equipment Cabinets. The resulting new contract will be a Commercial, Firm-Fixed-Price (FFP), Commodities Contract for Tinker AFB Fiscal Year (FY) 2019 requirements only. The AutoCrib software (s/w) that runs the Cabinets, and the Inventory placed in the Cabinets are not part of this acquisition. When the previous contract identified below was complete, Tinker AFB, Hill AFB and Robins AFB were advised that each location would be responsible for their own AutoCrib cabinet requirements until the follow-on enterprise contract was issued. Currently, General Services Administration (GSA) is working that enterprise contract, which is expected to be awarded by 29 Mar 19. The forty (40) AutoCrib Automated Inventory Equipment Cabinets are the minimum number of AutoCrib cabinets for the FY 19 Tinker requirement. These AutoCrib cabinets are required to replace cabinets which are no longer supported. If the unsupportable cabinets fail, they cannot be repaired, and that is why new AutoCrib cabinets are being acquired. The estimated award date for this contract is March 2019.

AutoCrib Automated Inventory Equipment Cabinets provide a means of supplying and tracking common use items and laptops used throughout the Air Force Sustainment Center (AFSC). Examples of common use items are abrasives, drill bits, gloves, nuts and bolts and other like items used in the maintenance, repair and overhaul process. Communication of the individual machines through the Tinker AFB network allows the transmission of usage data, from machine to the secure server, where all the data is compiled and sent to Autocrib.net. From Auocrib.net, the current Material Support Integrator program vendor can initiate and process purchase orders as any item, in a given machine, reaches its reorder point. Access to the network also allows the Point of Use (POU) Program Office to remotely monitor the status and transactions made at the machines.

This acquisition is only for the FY19 Tinker AFB AutoCrib cabinet requirements. The FY20 and beyond requirements for Tinker AFB will be fulfilled by the aforementioned GSA contract. The terms and conditions will be IAW the solicitation and subsequent contract terms and conditions IAW FAR Part 12. FAR 13.5, Simplified Acquisition Procedures will be used for this acquisition.

AutoCrib Automated Inventory Equipment Cabinets provide a means of supplying and tracking common use items and laptops used throughout the AFSC. The AutoCrib Automated Inventory Equipment Cabinets are only compatible with Autocrib.net s/w, which is a commercial off-the-shelf s/w that does not require additional development costs. This s/w is proprietary to AutoCrib, and is currently being used at Tinker AFB. Communication of the individual machines through the Tinker AFB network allows the transmission of usage data, from machine to the secure server, where all the data is compiled and sent to Autocrib.net. From Autocrib.net, the current Material Support Integrator program vendor can initiate and process purchase orders as any item, in a given machine, reaches its reorder point. Access to the network also allows the Point of Use (POU) Program Office to remotely monitor the status and transactions made at the machines.
The current investment of AutoCrib Automated Inventory Equipment Cabinets and AutoCrib Software is .
Presently, there are approximately 4,738 AutoCrib Automated Inventory Equipment Cabinets throughout AFSC. Tinker AFB has approximately 2,203 AutoCrib Automated Inventory Equipment Cabinets located in thirty-three (33) buildings spread across 6 square miles that would need to be checked for restock on a daily basis. This would result in pulling 2,203 individual restock reports as opposed to one single report through the network. The AutoCrib s/w used on the AutoCrib cabinets is essential to manage the entire POU product line and associated inventory on an enterprise level within AFSC. No other brands of POU Automated Inventory Equipment Cabinets are compatible with Autocrib.net software. Autocrib.net is the only known POU management software approved on 14 Feb 2011 by Air Force Network Integration Center to operate on the Tinker AFB network. The Air Force Certifying Authority concurred that AutoCrib version 1.0 meets the criteria for designation as Platform Information Technology (IT) and is exempt from the Certification and Accreditation process. Per DoDI 8580.1 paragraph E2.1.5.4, Platform IT refers to hardware that is physically part of, dedicated to, or essential in real time to the mission performance of special purpose systems.
The 76 MXSG believes that award to any other source would result in substantial duplication of cost to the government that is not to be recovered by removing the Brand Name limitation. The Government requires one network to

The Automated Inventory Equipment Cabinets and Software that is currently in place has cost the Government . Therefore, even if there was another company that could supply Automated Inventory Equipment with accompanying software that is also approved to operate on the Tinker AFB Network, Tinker would need to replace all the current machines and software or run two completely different systems. That would not be in the best interest to the government.
Accordingly, the AutoCrib Automated Inventory Equipment Cabinet is the only brand of Automated Inventory Equipment Cabinet, described in Section III above, that would prevent the US Air Force from experiencing substantial duplication of cost that could not be recovered by removing the brand name limitation.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Original Market Research on this effort identified one (1) large business (LB) and five (5) small businesses (SB) capable of fulfilling the requirement for AutoCrib Automated Inventory Equipment Cabinets.
The remaining four SB are all Authorized Distributors of AutoCrib, and capable of meeting the government requirement.
Additional Market Research was conducted via a Sources Sought Synopsis (SSS) uploaded to FedBizOps on 14 Feb 2019 and closed 1 Mar 2019. There was one response to the SSS, from . was deemed not capable of satisfying the government's requirement because their package failed to show capabilities to integrate with AutoCrib.net software and the were also not able to store and distribute laptops, and therefore unable to support the AFSC requirement.
The Contracting Officer will notify the four (4) SB identified as capable of satisfying the requirement, and will compete this requirement only among authorized SB distributors of AutoCrib. Also, IAW FAR 5.203(a)(2) and FAR 5.203(b), the requirement will be posted to Federal Business Opportunities (FBO) website as a Brand Name request for proposal. The Combined Synopsis/Solicitation will be posted on the FBO website for no less than 15 days.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer will ensure the items identified for procurement are negotiated at fair and reasonable prices to the Government. The contract will be awarded IAW FAR Part 12 and will utilize the Simplified Acquisition Procedures in FAR 13.5 Price analysis will be performed based on the expected adequate price competition provided by submittal of proposals, in response to the Request for Proposals, from only authorized Small Business distributors of AutoCrib Automated Inventory Equipment Cabinets.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
IAW FAR 10.001(a)(2), market research was conducted from 9 October 2018 to 6 March 2019, and utilized various market research techniques, including a Sources Sought Synopsis. It was determined that this effort should be a brand name requirement, competed among SB Authorized Distributors of AutoCrib cabinets. It was found that no other brand of POU Automated Inventory Equipment Cabinets are compatible with the 2,203 Cabinets that are currently being utilized at Tinker AFB. Award to any other source would result in substantial duplication of cost to the government that is not to be recovered by utilizing another brand of Automated Inventory Equipment Cabinets as stated in Section V.
Market research continued by reviewing the previous contract, FA8126-16-D-0001, and visiting the AutoCrib website at https://www.autocrib.com/distributors to find potential contractors to supply AutoCrib Automated Inventory Equipment Cabinets. The customer found six potential contractors and requested Rough Order Magnitudes (ROMs) and received three ROM's from:

IX. Any other facts supporting the use of Other Than Full and Open Competition.
It was found that no other brand of POU Automated Inventory Equipment Cabinets are compatible with the 2,203 Cabinets that are currently being utilized at Tinker AFB. Award of any other type of Automated Inventory Equipment Cabinets other than AutoCrib would result in substantial duplication of cost to the government that is not to be recovered by utilizing another brand of Automated Inventory Equipment Cabinets as stated in Section V. Requirement should be Other Than Full and Open Competition, by purchasing the Automated Inventory Equipment Cabinets AutoCrib brand name.
X. List of any sources that expressed, in writing, an interest in the acquisition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
Per the narrative presented in the Sections above, there are no additional actions which can be taken to overcome barriers to competition as it relates to these Brand Name AutoCrib Automated Inventory Equipment Cabinets. Further, GSA is currently in the process of establishing an enterprise contract for the Brand Name AutoCrib Automated Inventory Equipment Cabinets and Autocrib.net software.
