STATEMENT OF WORK
FOR
New 20 meter Ellipticus Antenna for Operational Test and Checkout
FOR
76 SMXG
OC-ALC/OBCA
17 April 2017
1.0 Scope: The Contractor shall provide one (1) new 20-Meter Ellipticus Antenna. The Contrac-tor shall be responsible for preparing, coordinating, shipping and receiving both the Ellipticus
Antenna and the Portable Hardness Surveillance Test System (PHSTS). The Contractor shall provide all labor, tools, equipment, test equipment, material, parts, quality control, and transpor-tation necessary to deliver and assemble antenna at Tinker AFB. After the purchase and installa-tion of the new 20 meter Ellipticus Antenna, the Contractor shall demonstrate to the Subject Mat-ter Expert (SME) that the new piece of equipment is capable of testing the antenna checkout with verification for vertical and horizontal illumination; mapping the electromagnetic field of the test antenna, ensuring the antenna is working In Accordance With (IAW) Mil-Std 3023 and correct-ing any irregularities associated with the antenna discovered during the field map test. Addition-ally, the Contractor shall perform system operations of the Low-Level-Continuous Wave
(LLCW) equipment during the Operational Test Period. This shall include system power up procedures, field mapping, test preparation, system checkouts; test data collection/verification, system security, general site coordination, PHSTS Setup and antenna configuration check and
Field Map Pre-Test. The Contractor shall provide on-site support for antenna installation and testing at Tinker AFB Oklahoma City- Air Logistics Complex (OC-ALC). The Contractor shall also provide Personal Protective Equipment (PPE) and clothing, to include reflective clothing
(belt, vest, etc.); hearing and eye protection, to include prescription safety glasses; safety har-nesses; fall protection equipment; lifting equipment and any incidentals necessary to perform the requirements of this Statement of Work (SOW).
1.1. The Contractor shall be responsible for insuring all services, parts and components provided under this contract are in IAW the terms and conditions outlined in this SOW.
1.2. Item Description: 76 SMXG/MXDPBA is requesting the purchase, installation, verifica-tion and testing of one (1) 20-Meter Ellipticus Antenna Element.
1.3. Required Services:
1.3.1Task 1: Assemble and Deliver one new 20-Meter Ellipticus Antenna Element.
This task includes the following effort:
(1) One new replacement Ellipticus Antenna Element consisting of two (2) identical Heli-ax/Rope/Support Cable Assemblies. Each Cable Assembly will be supplied at a length of 210 feet. Final cut and installation of connectors at Stake Ends will be performed on site. The two (2)
Cable Assemblies will be built in accordance with URS Drawing 128080-10, and each will in-clude 210 feet of 3/8” Heliax cable and 3/8” Stable Braid, 115 each Part Number (PN) 122002-
10 Antenna Core Assemblies, 58 each PN 122001-01 Cable Support Tubes, 4 each PN L2TNM-
PL Connectors, and the necessary cable ties and heat shrink to complete the assemblies.
(2) One (1) set of Balun Cable Savers. This set includes two RG-214/U coax cable assemblies with Type-N connectors, one 23 inches in length and the other one 31 inches in length.
(3) One set of spare Cable Assembly connectors (PN L2TNM-PL).
(4) Shipping of above to Tinker AFB within 120 days after contract award.
1.3.2 Task 2: PHSTS Van Transport and RF Validation.
1) Transport of PHSTS Van from Palmdale, CA to Tinker AFB. Assume will occur no earlier than 1 April 2017 but no later than 1 June 2017.
2) On-site support at Tinker AFB (assumes a one-week period in between June and August
2017) consisting of the services of one technician to assist in the installation of the new antenna element at Tinker AFB and one senior engineer to conduct the following tests at TAFB:
a) Minimal RF field map of original Ellipticus Antenna Element.
b) RF Validation of the installed new Ellipticus Antenna Element.
3) Transport of PHSTS Van from Tinker AFB to Palmdale, CA. Assume will occur sometime after completion of above on-site support but no later than 1 September 2017.
1.3.3 Task 3: Testing
1) After the purchase of a new 20m Ellipticus Antenna, the Contractor shall demonstrate to the
SME that the new piece of equipment is capable of testing the antenna checkout with verification for vertical and horizontal illumination; mapping the electromagnetic field of the test antenna, ensuring the antenna is working IAW Mil-Std 3023 and correcting any irregularities associated with the antenna discovered during the field map test. Additionally, the Contractor shall perform system operations of the LLCW equipment during the Operational Test Period. This shall in-clude system power up procedures, field mapping, test preparation, system checkouts, test data collection/verification, system security, general site coordination, PHSTS Setup and antenna configuration check and Field Map Pre-Test.
2. Environmental Protection & Safety: The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements re-garding environmental protection and occupational safety and health. The Contractor shall com-ply with any laws, instructions or regulation changes during the term of this contract.
Contractors shall be compliant with Tinker Air Force Base (TAFB) Supplement to Air Force In-struction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per
Tinker Air Force Base Instruction (TAFBI) 32-7004, “Hazardous Waste Management”, and
Complex procedures per Oklahoma City Air Logistics Complex (OC-ALC) Supplement to AFI
32-7086, “Hazardous Material Management” and OC-ALCI 32-101 “Air Quality Record Keep-ing Procedure”. Publications are available digitally on e-Publishing website at www.e-publishing.af.mil for downloading or ordering.
3. Spills: Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When pos-sible, the Contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911. The Contractor shall immediately re-http://www.e-publishing.af.mil/ http://www.e-publishing.af.mil/ port all environmental violations to the GPOC and UEC. The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:
One (1) copy to the CO, two (2) copies to the GPOC, a copy for UEC and one (1) copy for rec-ord. The format of the report shall be left up to the Contractor, but the report shall contain the following information:
1.) Name and contact number of person reporting the spill
2.) Date and time of incident
3.) Location and source of spill
4.) Substance or pollutant spilled
5.) Amount spilled and rate of discharge
6.) Any damages or injuries involved
7.) Extent of area impacted
8.) Potential hazards
9.) Actions taken
10.) Organizations contacted
11.) Remarks Section - that addresses the cause of the spill (e.g. human error, equip-ment, etc.) and whether 911 were called and which agencies responded.
4. Privately Owned Motor Vehicles (POV): Contractor personnel shall comply with the direc-tives pertaining to operation of POVs on Tinker AFB per AFMAN 31-116, in its entirety, “Mo-tor Vehicle Traffic Supervision”. The Contractor shall comply with Tinker AFBI 24-302, in its entirety for the operation of POVs within Tinker AFB.
5. Visitors Pass: The Contractor shall contact the Government POC seven (7) business days be-fore arriving on Tinker AFB in order to make arrangements for Visitors Passes. The Govern-ment POC will assign a sponsor for the Contractor from within the organization. The Contractor and the sponsor shall arrange to meet at Pass and Registration, Building 6611 at the Tinker Gate which is South of I-40 off of Air Depot. The Contractor shall provide two (2) forms of identifi-cation, one of which shall be a picture ID, to the 72 SFS. The 72 SFS will provide an AF Form
75, Visitors Pass, which will be valid for up to thirty (30) calendar days.
6. Foreign Nationals: The Contractor shall notify the Government POC before sending a For-eign National representative to perform services. Special rules apply for foreign nationals visit-ing a US Government facility.
7. Safety and Health on Government Installations: While performing work under this con-tract on a Government installation, the Contractor shall comply with federal, state and local regu-lations, and AFI 91-203, “Air Force Consolidated Occupational Safety Instruction”, as estab-lished by this contract and Appendix C. The Contractor shall notify the CO, COR, and Govern-ment Contract Administrator (CA) within one (1) business day of any injuries that occur to con-tractor personnel while they are on the installation. The Contractor shall notify the CO, COR, and Government CA within one (1) business day of damage to Government property or equip-ment during the execution of the contract.
8. Emergency Procedures: The Contractor personnel shall follow the direction of the Govern-ment personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the Contractor’s respon-sibility to account for their employees following an emergency evacuation. The Contractor per-sonnel shall participate with the Government personnel in all fire and tornado drills at no addi-tional cost to the Government.
9. Warranty
9.1 The Contractor shall provide a minimum of one (1) year full warranty which will begin the day installation has been completed; equipment is operational and accepted by the
Government.
9.2 Repairs covered under warranty shall include all transportation, labor and material costs.
