STATEMENT OF WORK
(SOW)
For
Numerical Control Equipment
PREPARATION DATE: 26 Aug 2015

1. SCOPE
This product is intended to support 76AMXG including the 564th Aircraft Maintenance Squadron and their KC-135 weapon system, the 565th Aircraft Maintenance Squadron and their B-52 weapon system, 566th Aircraft Maintenance Squadron and their E-3A, E-6, C-130 and KC-10 weapon systems and the 567th Aircraft Maintenance Squadron and their B-1 weapon system. This support would include both direct to the weapon system and off aircraft support functions.
2. REQUIREMENTS
2.1 Quantity Required
A total of one (1) unit is to be purchased.
2.2 General
The equipment shall be new (not a prototype) and one of the manufacturer’s standard current production models, with modifications made to the off-the-shelf design as necessary, capable of operations in accordance with the requirements herein. This means that on the date this solicitation is issued, the equipment has been designed, engineered and sold, or is being offered for sale through advertisements of manufacturer’s published catalogs or brochures. Products such as prototype unit, preproduction model, or experimental unit do not qualify as meeting this requirement. Equipment being offered shall be capable of performing its intended function in accordance with the operation and performance requirements specified herein.
2.2.1 Safety and Health: All machine parts, components, mechanisms, and assemblies furnished on the machine shall comply with all of the requirements of 29 CFR 1910 and ANSI standard MH29.1. The machine shall have positive stops at the limits of travel to prevent overrun. The machine shall have overload protection which automatically stops the Numerical Control Equipment when overloaded. The machine shall have safety features that prevent unintended operation as when the machine becomes unpowered or a line becomes severed.
2.2.2 Caution-Warning Plates: Corrosion resistant “Caution” or “Warning” plates shall be securely attached to the equipment in visible locations, with any safety precautions to be observed by the operator or maintenance personnel permanently marked on the plates.
2.2.3 Prohibited Materials: Asbestos, mercury, lithium or polychlorinated biphenyl (PCB) shall not be used in any part or component of the system.
2.2.4 Environmental Protection: The machine shall be so designed and constructed that under the operating, service, transportation and storage conditions described herein, the machine shall not emit materials hazardous to the ecological system as prescribed by federal, state, or local statutes in effect at location of installation.
2.3 Numerical Control Equipment
2.3.1 Specifications:
2.3.1.1 The Numerical Control Equipment shall have a Vertical Machining Center - 60”x26”x25”
2.3.1.2 The Numerical Control Equipment shall have a Taper Angel of 40 degrees.
2.3.1.3 The Numerical Control Equipment shall have an Inline Direct Drive Vector Drive with 30 hp/8100 rpm.
2.3.1.4 The Numerical Control Equipment shall have a Tool Carousel Capacity of 20.
2.3.1.5 All electrical components of the Numerical Control Equipment shall have a Tool Carousel Change Speed of 4.2 seconds.
2.3.1.6 The Numerical Control Equipment shall have Ridge Tapping of 710”/min (18m/min).
2.3.1.7 The Numerical Control Equipment shall have a Flood Coolant Capacity of 95 gallons.
2.3.1.8 The Numerical Control Equipment shall have an LCD/LED Monitor Dimension of 15 inches.
2.3.1.9 The Numerical Control Equipment shall have a Table
Dimensions (Length x Width) of 62” x 23”.
2.3.1.10 The Numerical Control Equipment shall have T-Slot
Dimensions (Width x Center Distance) of 5/8” x 3.15”.
2.3.1.11 The Numerical Control Equipment shall have 7 Standard T- Slots.
2.3.1.12 The Numerical Control Equipment shall have Spindle
Dimensions of 30 hp/8100 rpm with torque of 90 ft-pound at 2000 rpm with Inline.
2.3.1.13 The Numerical Control Equipment shall have a Feedrate on the X/Y/Z axis of 710”/min (18m/min).
2.3.1.14 Other Accessories shall include: Memory Lock Key Switch, 1-4 USB Ports, Direct-Drive System, Liquid cooled and Air/Oil lubrication.
2.4 Commercially Available Items: The following items shall be considered commercially available items and shall be supplied as described herein:
2.4.1 Transportation to TAFB, including all labor, tarping and materials (section 3.1).
2.4.2 RIGGING, MOVING, and ELECTRICAL cost for all of the following:
2.4.2.1 Transportation of components, as required, from
warehouse/manufactory to Tinker
2.4.2.2 Uncrating of equipment and cleaning of components
2.5 Machine Installation
2.5.1 The contractor shall provide all personnel, equipment, tools, supervision, transportation, materials, structural installation requirements, field testing, site oversight, waste handling/ transportation /disposal and any other incidentals necessary to deliver the Numerical Control Equipment. The contractor shall warranty all construction installation and materials for a period of at least one year.
3. MACHINE TRANSPORTATION, RIGGING, AND INSTALLATION
3.1 Transportation
3.1.1 The contractor shall provide for the transportation of the Numerical Control Equipment from the point of origination to Tinker AFB.
3.2 Rigging
3.2.1 The contractor shall furnish all labor and material handling equipment required for offloading the Numerical Control Equipment at Tinker AFB.
The contractor shall be responsible for the disposal of all crating, skids and packing materials.
3.3 Installation/Assembly
3.3.1 The contractor shall furnish all personnel, equipment, tools and materials necessary to off- load, clean, and any necessary assembly of the Numerical Control Equipment (if any).
4. QUALITY ASSURANCE PROVISIONS
4.1 Responsibility for Inspection
4.1.1 The contractor shall be responsible for the performance of all inspection requirements (examinations and tests) as specified herein. The contractor may utilize their own or any other, facilities suitable for the performance of the inspection requirements specified herein.
4.2 Responsibility for Compliance
4.2.1 The machine shall meet all requirements of section 2.
4.2.2 The absence of any inspection requirements in the specification shall not relieve the contractor of the responsibility of ensuring that all products or supplies submitted to the government for acceptance comply with all requirements of the contract.
4.3 Examination at Origin
4.3.1 The equipment offered shall be examined for design, construction, components, electrical equipment and workmanship to determine conformance with the requirements of this specification. The fit of parts shall be observed with particular reference to interchangeability of such as are likely to require replacement.
4.4 Quality Conformance Inspection
4.4.1 Quality conformance inspection shall be conducted at origin and may be monitored by government personnel. The inspection shall be in accordance with section 5.
4.5 Acceptance Test
4.5.1 Final inspection, testing and acceptance shall occur at destination (Tinker AFB, OK). The acceptance test shall be in accordance with section 5.
4.6 Test Conditions
4.6.1 All tests shall be performed at an outdoor facility with ambient conditions of 0°F to 120°F and 0% to 100% relative humidity.
4.7 Examination
4.7.1 The machine shall be visually examined to determine compliance with all requirements within section 2.
5. TESTS
5.1 Operational Test
5.1.1 The equipment shall be operated under load, during which time all functions listed in section 2 shall be tested. The equipment shall be operated in accordance with the builders standard operating test procedure. Government personnel shall be present during this testing.
5.2 Performance Test
5.2.1 A performance test shall be conducted prior to final acceptance. The test shall consist of contractor's standard performance tests. The performance test results shall meet or exceed the requirements of section 2.
5.3 Examination at Destination
5.3.1 Examination at destination shall consist of inspection for damage in shipment, verification of quantities and any visual inspection deemed necessary by the receiving activity to verify supplies received conform to the requirements of the specification.
6. TECHNICAL DATA
6.1 Manuals/Drawings
6.1.1 The contractor shall furnish one (1) electronic copy in the form of a pdf stored on a USB drive of all technical manuals/drawings containing all information necessary for the programming, operation and maintenance
(parts lists, electrical schematics, ladder logic and I/O diagrams) of the Numerical Control Equipment .
