Statement of Work (SOW)

For

Metrohm 940 Professional Ion Chromatograph (IC)

Date: October 5, 2015

OC-ALC/OBWK

Tinker AFB, OK 73145

1. SCOPE: This SOW covers (1ea) installed Metrohm 940 Professional Ion Chromatograph (IC). The IC will be used to analyze chemical samples for impurities.

2. BACKGROUND: 76 MXSG Materials Lab, Oklahoma City Air Logistics Center (OC-ALC), Tinker Air Force Base, OK is responsible for all material conformity.

3. SALIENT CHARACTERISTICS:

3.1 DESIGN - The IC shall be of the manufacturer’s current design. It shall be a new unit and include any additional features necessary to comply with the requirements specified herein. Additional features which are not specified herein, but are part of the manufacturer’s current design, shall be included in the furnished equipment.

3.2 SAFETY - The IC shall be equipped with all necessary safety devices per National Electrical Code for protection against electrical shock hazard. It shall have any other protective devices as necessary to prevent injury to the operator, damage to the equipment, or erroneous data input or output.

3.3 WARRANTY - The complete, installed IC will include an on-site 1 year warranty on all parts and labor to become effective on the day of installation acceptance by the government.

3.4 GENERAL SPECIFICATIONS

3.4.1 On-site installation and performance validation.

3.4.2 The IC shall be 120 VAC,

3.4.3 Installation must be possible without the use of specialized lifting devices, fixtures, and tooling as the IC will need to be moved at a later date.

3.4.4 Must be able to fit through a 36” door.

3.4.5 The IC shall have all required hardware, cables and/or accessories to be included, including installation hardware

3.4.6 The IC shall be provided with a user manual. The user manual shall include at least the following information – safety notices, instrument description, instrument specifications, operating instructions, maintenance and servicing, calibration/standardization procedures, and troubleshooting.

3.4.7 The IC Shall be the Metrohm 940 Professional Vario Two/SeS/PP

3.4.8 The IC shall include the following options:

3.5 SUPPLIES AND SPECIAL TOOLS

3.5.1 The supplier shall supply any unique supplies required for the operation of the instrument and a supply of consumables to allow the operation of the instrument for 60 days. This is to allow the end-user sufficient time to establish a source and acquire suppliers.

3.5.2 Any special tools required for routine maintenance shall be supplied with the instrument.

3.6 ON-SITE INSTRUMENT INSTALLATION, VERIFICATION AND TRAINING

3.6.1 The vendor shall provide on-site installation and verification by demonstration that the instrument is in working order and meets the salient characteristics of this item description.

3.6.2 The vendor shall provide on-site training in the use of the instrument. This training will cover all aspects of operating the IC, quantitative analysis programs and assist with creation of preliminary files/recipes and the initial training of system operators.

4.0 QUALITY ASSURANCE:

4.1 QUALITY CONFORMANCE INSPECTION

4.1.1 The instrument shall meet the salient characteristics of this item description, conform to the vendor’s own drawings, specifications, standards, and quality assurance practices.

4.1.2 After installation, instrument verification, and training are completed at Tinker Air Force Base, a Government representative shall perform quality conformance inspections on a fully assembled and fully operational IC. Until accepted by the Government, the vendor shall be responsible for deficiencies and installation costs.

4.1.3 Demonstrate in the presence of a government representative that the system meets or exceeds those specifications set forth in Section 3.

4.1.4 Demonstrate in the presence of a government representative that the IC can perform to the levels required.

5.0 VISITORS PASS:

The Contractor shall contact the GPOC seven (7) business days before arriving on Tinker AFB in order to make arrangements for a Visitors Pass(s). The GPOC will assign a sponsor for the Contractor from within the organization. The Contractor and the sponsor will arrange to meet at Pass and Registration, Building 6611 / Tinker Gate (South of I-40 off of Air Depot). The Contractor shall provide two (2) forms of identification (one of which shall be a picture ID) to the 72 SFS. The 72 SFS will provide an AF Form 75 (Visitors Pass) which will be valid for up to thirty (30) calendar days.
