I. Contracting Activity.

II. Nature and/or description of the action being processed.
This anticipated new Firm Fixed Price contract for CMXG is to replace the aging pumps in Bldg. 3907 Fuel Test Facility with OEM Pumps.
The pumps have been in service since the early 1990's and are now showing signs of their age.
(leaks, fluctuating pressures). The parent system they are attached to is a "Hard Line System" meaning they (pumps) are welded into place with Stainless Steel pipe and fittings. To replace the whole system, for new pumps, would be extremely expensive material wise, and will require the recertification of the entire fuel testing facility. These pumps are the foundation of that entire building and her workload (3907).
III. Description of supplies/services required to meet agency needs.
This is a request for Colfax/IMG Brand Pumps.

IV. Statutory authority permitting Other than Full and Open Competition.
6.301-1(c) 10USC 2304(c) (1), As implemented by FAR 6.302-1 (c) Due to parent system design, no other brands/MFGS, can be considered.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
Colfax/IMO is the OEM for the existing pump system in Bldg. 3907. The Pumps requested are a direct bolt-on replacement.
The pumps have been in service since the early 1990's and are now showing signs of their age (leaks, fluctuating pressures). The parent system they are attached to is a "Hard Line System" meaning they (pumps) are welded into place with Stainless Steel pipe and fittings. To replace the whole system, for new pumps, would be extremely expensive material wise, and will require the recertification of the entire fuel testing facility.
It is estimated that the cost of re-engineering for new pumps would be in excess of $ each based on FEMWEB costs (OC#s 13313, 11893, 13312) of each pump system. The time estimated to re-engineer the system is approximately three months. Lost revenue can be estimated to be in range. These pumps are the foundation of that entire building and her workload (3907).
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
In future design requirements, systems will be designed with multiple sources to not create a single point of failure.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The contracting officer will ensure price is fair and reasonable to the Government. Price analysis will be conducted IAW FAR15.404-1. The contracting officer anticipates using adequate price analysis in order to determine price is reasonable.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
The market research concluded that no other manufacture could supply the pump other than Colfax/IMO. CMXG has considered other Brands and concluded that the down-time, training and recertification of a new pump to be cost prohibitive.
The market research was conducted from June 29, 2015 to July 15, 2015 by Internet search (using Bing, Google, and Yahoo), telephone calls to vendors interested in bidding, and telephone calls to IMO/CIG-Colfax (who does not sell direct) resulted in the local vendor Best Pumpworks in Tulsa, OK and United Commercial Supply in South Park, PA.
Communications to Best Pump works in Tulsa were by phone on 6/26/2015 with Mark Weidmann and email traffic from Brian Worley and David Bishop on 6/29/2015 that resulted in a ROM on 7/15/2015.
Communications to United Commercial Supply were by phone/email with Jackie Boff on 7/30/2015 that resulted in a ROM on 7/30/2015.

At this time, this requirement is to sustain a fully fielded system, and no new development is required. if this portion of the system is redesigned in the future, there would be opportunity for full and open competition.
