STATEMENT OF WORK

(SOW)

CUSTOMIZED B-SERIES-STYLE STANDS

TINKER AIR FORCE BASE, OKLAHOMA

Statement of Work No: QPP-SOW-15-001EH

May 13, 2015

1. INTRODUCTION

The Oklahoma City Air Logistics Complex, Aircraft Maintenance Group (AMXG) requires the design and fabrication of two sets of customized B-series-style stands with customized railings to fit a list of specific applications. The Contractor shall provide a complete design, fabrication, inspection, testing, documentation, delivery, equipment installation, work stand assemblies, labor and other incidentals necessary to provide such work stands in accordance with this Statement of Work (SOW), attachments and supporting data as provided by the Government.

The customized work stands will be used at Tinker Air Force Base, Oklahoma in Programmed Depot Maintenance (PDM) locations to access several locations on the KC-135 aircraft where current stands are ineffective or unsafe such as the Tail-Cone, “Area 11”, over-wing, and wing fuel tanks. The Contractor shall deliver these items in accordance with this SOW.

1.1. Problem Statement

Currently there is a need for new work stands to access certain areas of the aircraft for PDM work as the current method to access these areas is either unsafe or inefficient. The stands shall provide an easier means of access through built in features and shall be safer than current methods through the use of engineering controls.

1.2. Scope

The items sought include the following:

Item #1: A customized B-1-style stand with railings Item #1a: A set of additional railings for Area 11 access Item #2: A customized B-4-style stand with railings

System shall consist of forty (40) units of Item #1 with twenty (20) units of Item #1a and seventy-three

(73) units of Item #2.

The Contractor shall provide a complete design, fabrication, inspection, testing, documentation, delivery, equipment installation, work stand assemblies, labor and other incidentals necessary to make the work stands operational, usable, and repairable.

Contractor shall provide components, equipment, and parts that are commercial-off-the-shelf (COTS).

The contractor shall identify all components, equipment, and parts that are not COTS.

2. DESIGN REQUIREMENTS

2.1. Design Objectives

2.1.1. The design of the work stands shall follow as closely as possible that of government owned (hereafter as ‘stock’) B-1 and B-4 style stands, with deviations to be outlined in this SOW.

Any deviations from stock B-1 and B-4 stands shall be outlined by the Contractor. Contractor may propose alternate constructions or modify existing commercially available stands so long they meet the structural design requirements, and comply with Air Force Instruction (AFI) 91-203 Chapter 16 and OSHA 29 CFR 1910 Subpart D.

2.1.2. Computer aided drafting (CAD) model figures in this document are for conceptual use and provide key dimensions. Actual/final design shall be the responsibility of the Contractor and may deviate in appearance/construction from the pictured CAD models. See Section 3.1.6 for the technical drawings for stock Government B-1 and B-4 stands. Appendix A contains drawings with critical dimensions shown for the customized stnds.

2.1.3. Item #1: Customized B-1 Stand with Railings

Item 1 shall consist of a customized version of a B-1 style work stand. Changes to stock B-1 stand design shall at minimum be:

2.1.3.1. A custom platform consisting of two

levels with steps between them, floored in raised expanded metal. Step treads shall be constructed of the same non-slip material as the stairs on stock B-series stands (3/4” Number 9 expanded metal, Deck Span Anti-Slip channel, or equivalent). Critical dimensions given in Appendix A.

2.1.3.2. A working height of 12 feet (compared to the 10 foot stock B-1 stand) with the additional stairs added to the adjustable portion required to maintain the same step height.

Additionally, the base frame shall be longer to accommodate the greater working height.

2.1.3.3. Removable rails with attached, self-latching gates. Railings shall have 6 inch toeboards along the entire width of the platform, including the steps, and be ‘lightweight’ (easily lifted and carried by one person). Railings may be constructed as either frames with expanded metal walls or open with midrails so long as they conform to 29 CFR 1910 Subpart D and AFI 91-203 Paragraph 16.5 on both levels. The self-latching gates shall be capable of automatically closing when released. Only the left and right sides are required to have rails, however the platform must be capable of accepting a stock rail on the front edge.

2.1.3.4. Expanded metal shall be welded behind

the stairs on the platform to prevent object fall-thru.

2.1.3.5. The periphery of the raised level and the

underside of the stair section (Indicated in purple in Figures 1 and 2) shall be padded with Carson Manufacturing Flite-Fend bumpers or equivalent. See http://www.carsonmfg.com/bumper.html.

2.1.3.6. Item #1a: Area 11 Rails: A separate set of

removable rails shall be provided for use when accessing Area 11. Rails shall be of the same design as those detailed in Section 2.1.3.3 with additional dimensions outlined in Appendix A.

2.1.3.7. The vertical portion opposite the gate of the removable rails (Section 2.1.3.3) and the curved portion of the Area 11 rails (Section 2.1.3.6) shall be padded with rubber-type material in the 60-75 durometer range 1-2 inches thick. Padding shall be mechanically fastened (not glued in any way) such that the fasteners shall not contact the aircraft during intended use.

2.1.4. Item #2: Customized B-4 Stand

Item #2 shall consist of a customized version of a B-4 style work stand. Changes to stock B-4 stand design shall at minimum be:

2.1.4.1. An additional platform shall be welded to the

end of the work stand opposite the gate and hydraulic hand pump. Added platform shall be 22 inches high, 22 inches long, and approx. 29 inches wide such that there is not more than a ½ in gap between it and the removable railings when assembled. The added platform shall possess 6 inch toeboards and be floored with the same material as the base platform.

2.1.4.2. The work stand shall possess a self-latching gate capable of automatically closing when released.

2.1.4.3. The removable railings shall possess a 6 inch toeboard.

2.1.4.4. The stand shall have a small chain (not more than 0.12 inch dia.) permanently attached to one top rail just before the step of the added platform that can be clipped to the opposite rail, cordoning off the platform. The chain shall have a sign attached in the middle with a decal reading “FOR UNDERWING FUEL TANK ACCESS ONLY OR WHEN

PROTECTED BY AREA”.

2.1.5. Towbar. Towbars shall have a lunette eye conforming to MS51336. On Item #1, during non-transport, the towbar shall be stowed and secured so as not to hinder visibility or present a tripping hazard (T.O. 35A4-2-3-54, page 2-7). On Item #2, during non-transport, the towbar shall hinge up and be pinned (such that it won’t release when the towbar is pulled on) out of the way (T.O. 35A4-2-5-4, page 2-2).

2.1.6. Rolling Force Resistance. The force required to move each stand shall not exceed the values in MIL-STD-1472G and associated tables, Paragraph 5.8.6.5.1. The number of personnel required to move each stand shall not exceed two (2) people.

2.2. Operating Environment.

2.2.1. Durability. Construction, methods, and materials used in the manufacture of the work stands and all work stand components shall incorporate ease of maintenance. It shall also provide a durable and sustainable useful life of at least 25 years. All components must be off-the-shelf items to the fullest extent possible.

2.2.1.1. The work stands shall be weatherized to prevent corrosion degradation from being stored outside.

2.2.1.2. The work stands and rails shall be painted IAW MIL-PRF-85285, FED-STD-595, semi-gloss gray, color 26173.

2.2.1.3. The work stands shall be towable at a minimum of 10 miles per hour over rough improved terrain (pavement with potholes), hangar door tracks, and inclines without causing damage to the stands or casters/wheels.

2.3. Safety

2.3.1. Markings. The work stands shall be marked in accordance with T.O. 35-1-3 Chapter 4, (see figures 4-17 and 4-20 for specifics). In addition:

2.3.1.1. “FOR AREA 11 ACCESS ONLY” shall be painted in large block letters on the exterior portion of all three toeboards of Item #1a.

2.3.1.2. The work stands shall have a data plate affixed possessing all applicable information required in accordance with (IAW) AFI 91-203 paragraph 16.4.6.2.

2.3.1.3. The hydraulic ram of Item #1 shall be painted with a red stripe indicating its maximum operating length (the stand raised to 12 feet) IAW T.O. 35A4-2-3-51 paragraph 3.19d.

2.3.2. Static Grounding. The work stands shall possess equipment for the purposes of grounding static charges. This equipment shall consist of the following:

2.3.2.1. Static Discharge Plate. A 1/8 inch copper plate shall be secured to the handrail of Item #1 and the ladder of Item #2. Item #1 shall also have a grounding wire connecting the plate to the base frame and all sharp edges shall be smoothed to prevent injury to user’s hands. The plate shall be installed according to T.O. 00-25-172, Chapter 2.

2.3.2.2. Ground Reel. The Contractor shall procure and install a ground reel P/N 200608, NSN 4930-01-473-0949, and clamp P/N M83413-7, NSN 5999-00-134-5844, to the lower frame in accordance with TO 00-25-172, Chapter 2. The reel shall be bolted on and removable for replacement affixed such that electrical conductivity is maintained to the frame.

2.3.3. Working Load. The maximum working load of the platforms of both Items #1 and #2 shall be 500 pounds with a minimum factor of safety of 4.0 as per AFI 91-203 paragraph 16.5.2.

2.3.4. Lateral Deflection and Torsional Stiffness. The platform of Item #1 shall not deflect more than one (1) inch laterally or torsionally under the loading and normal movements of a 300 pound mechanic when the platform is raised.

3. DOCUMENTATION

3.1. References. All work and equipment provided under this solicitation shall follow good engineering practices as documented in accepted engineering literature, and shall satisfy as a minimum the following publications of the issue in effect on the date of request for proposal that form

3.1.6. Provided Technical Drawings

3.2. Order of Precedence. In the event of a conflict between the text of this statement of work and the references cited herein, the text of the statement of work shall take precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained. The Statement of Work takes precedence over observations from the existing work platforms provided.

4. REQUIREMENTS

The Contractor shall provide all necessary qualified personnel, management, non-personal administrative and technical services, materials and contractor facilities in support of the requirements of this SOW.

4.1. Baseline Requirements. The Contractor shall provide complete design, fabrication, assembly, testing, documentation, delivery, tools, labor, and other incidentals necessary in accordance with this SOW.

4.1.1. Design. The Government shall supply the Contractor with the engineering drawings (supplied in .pdf format) for stock B-1 and B-4 stands, which the requested items in this SOW are based on. It is the responsibility of the Contractor, however, to ensure that the design of the delivered items meets the requirements of this SOW, making modifications as necessary. It is acceptable to modify commercial variety stands so long as they meet the requirements in this

SOW.

4.1.2. Engineering Calculations. Engineering calculations shall be submitted for the stands.

All drawings and calculation submittals shall be certified and stamped by a Professional Engineer licensed by, and in good standing with, the State of Oklahoma or licensed by another state, or the District of Columbia, with which the State of Oklahoma has a comity relationship.

4.1.2.1. Mechanical Strength. The Contractor shall supply evidence (design calculations/FE analysis/test results) that the stands conform to the minimum required safety factor of 4.0 against material yield.

4.1.2.2. Tipping. The Contractor shall supply evidence (design calculations/FE analysis/test results) that the stands comply with AFI 91-203 paragraph 16.5.3.1.

4.1.2.3. Lateral Deflection and Torsional Stiffness. The Contractor shall supply evidence (design calculations/FE analysis/test results) that the Item #1 stands meet the requirement in section 2.3.4 of this SOW.

4.2. First Article

4.2.1. The Contractor shall supply a First Article for inspection (fit and function test) prior to acceptance of the deliverables. The First Article shall consist of one each of Items #1, #1a, and #2 as well as documentation evidence of any analyses or tests performed to determine that the stands meet the requirements in section 4.1 of this SOW.

4.2.2. The Government shall have twelve (12) working days from receiving the First Article items to determine if they are acceptable. If the First Article items are deemed acceptable, either as is or with minor modifications, then they will be counted toward the total required.

4.2.3. It is the responsibility of the Contractor to make any modifications to the First Article items required by the Government to make them acceptable with no additional charge to the government.

4.3. Technical Data Package

4.3.1. Drawing Package. The Contractor shall provide detailed engineering drawings of all the items. The drawings shall be provided in digital format (.pdf format) via disc (CD or DVD) or flash drive and include copies of any CAD models/drawings in the format they were produced in. The Government shall own Unlimited Rights to this data. The .pdf drawings shall conform to ASME Y14.100.

4.3.2. Technical Manuals. The Contractor shall supply a package of stand-alone documents that serve as addenda to, or functional replacements of, T.O. 35A4-2-3-51 and T.O. 35A4-2-5-1, in digital format (.pdf format) via disc (CD or DVD) or flash drive. They shall cover maintenance and repair of the custom stands. The package shall also include a set of documents that serve as addenda to or functional replacement of the respective illustrated parts breakdowns, T.O. 35A4-2- 3-54 and T.O. 35A-2-5-4, in digital format (.pdf format) via disc (CD or DVD) or flash drive.

4.4. Fabrication

4.4.1. Hardware. The Contractor shall procure the equipment and hardware necessary to support the fabrication of the required work stands. All equipment and hardware shall be commercial off the shelf items to the fullest extent possible.

4.4.2. The Contractor shall perform all fabrication activities at the Contractor’s location and final assembly as required at Tinker AFB.

4.5. Shipment. The Contractor shall be responsible for work stand preservation, packaging, loading, shipping, and unloading at Tinker AFB IAW the manufacturer’s commercial practices unless otherwise specified herein.

4.6. Delivery

4.6.1. General. The Contractor shall provide all equipment necessary to support the delivery and assembly of all items identified in this SOW. The Contractor shall supply all necessary manpower for the on-site assembly.

4.6.2. Scheduling. Upon notification to the Government, the Government will establish an unloading/storage and assembly location. Within five (5) working days, the Contractor will be notified when and where he may off-load materials on-site. All work shall be performed during normal 8-hour day shift hours (7:30 AM to 4:30 PM) Monday through Friday, and must minimize disruptions to Government activities. The Contractor shall perform any on-site work that will disrupt Government activities during non-production hours and shall be coordinated and approved by the Government beforehand.

4.6.3. Assembly. The Contractor shall be responsible for any and all equipment and personnel requirements supporting transportation of equipment during receipt, to and from any storage area, and at the assembly site. The storage area may not provide weather protection and is subject to change depending on storage space available.

4.6.3.1. Assembly Requirements. Safety equipment shall be used during work stand assembly. Safety equipment shall contain up-to-date certifications and shall be in good working condition. Remediation of any component that cannot be assembled properly as a result of errors in manufacturing or deformation due to handling or transportation shall be the responsibility of the Contractor. The Contractor shall immediately report any discoveries to the Government. Repair methods shall have prior approval by the Government before any work is performed. The straightening of steel base fames, tubing, angles, connecting devices, casters or other components shall be done by methods approved by the original component manufacturer and shall follow industry standards. The Contractor shall replace all items damaged beyond acceptable repair at the Contractor’s expense.

5. GENERAL INFORMATION

5.1. Quality. The Contractor shall comply with all standard industry practices and procedures and manufacturer’s specifications.

5.2. Hours of Operation. The installation site shall be available to the Contractor from 0730 to 1630 hours, Monday through Friday, excluding federal holidays and weekends. No work will be allowed on weekends or Government holidays unless coordinated and prior approved by the COR.

5.3. Government Acceptance. The Government representatives shall evaluate the Contractor’s performance through inspections and acceptance of work performed based on requirements of the statement of work, referenced drawings and specifications.

5.4. Parts and Materials. The Contractor shall use only new equipment, hardware, parts, and materials in performance of this statement of work. All equipment, hardware, parts and materials shall be commercial off-the-shelf items to the fullest extent possible.

5.5. Tool Control. The Contractor shall comply with the requirements of Tinker AFB’s Tool Control Program and is responsible for all of their tools and equipment while performing contract services in or around the flight line and maintenance production shop areas at Tinker AFB, OK.

5.5.1. The Contractor shall secure all tools located at the work site when the Contractor is not in the immediate area. No tools shall be left unattended/unsecured at any time.

5.6. FOD Prevention. The Contractor shall comply with the requirements of Tinker AFB’s Foreign Object Damage and Prevention Program.

5.6.1. The Contractor shall practice good housekeeping at all times, in all areas and ensure all tools, equipment, and hardware is accounted for at the end of each task. The Contractor personnel shall remove watches, rings, chains, and other jewelry that could be dropped or become loose.

5.6.2. The Government shall assign personnel to brief FOD awareness and prevention to the Contractor prior to the Contractor starting work in FOD critical areas. The Contractor’s on-site project manager shall be responsible for briefing their work force, on Tinker AFB FOD prevention requirements, before each work shift.

5.7. Environmental Protection and Safety: The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract.

Contractors shall be compliant with Tinker Air Force Base (TAFB) Supplement to Air Force Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker Air Force Base Instruction (TAFBI) 32-7004, “Hazardous Waste Management”, and Complex procedures per Oklahoma City Air Logistics Complex (OC-ALC) Supplement to AFI 32-7086, “Hazardous Material Management” and OC-ALCI 32-101 “Air Quality Record Keeping Procedure”. Publications are available digitally on e-Publishing website at www.e-publishing.af.mil for downloading or ordering.

5.8. Material Safety Data Sheet/Safety Data Sheet (MSDS/SDS): The Contractor shall not transport, ship or use any chemical, material or substance used in the performance of this SOW on Tinker AFB before written approval is provided by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). The Contractor shall be responsible for submitting all Material Safety Data Sheets (MSDSs) or Safety Data Sheets (SDSs) to 72 ABW/CEIE. Contractor shall comply with the effective dates for SDS requirements IAW the Occupational Safety and Health Administrations (OSHA) Hazardous Communication Standard, Title 29, Code of Federal Regulation (CFR) Part

1910.1200. The Contractor shall maintain copies of manufacturer MSDSs/SDSs for all chemicals and MSDSs/SDSs shall be readily accessible at all times by Contractor personnel as well as government employees.

5.9. Hazardous Material (HAZMAT): The contractor shall not store chemicals or hazardous material (HAZMAT) on Tinker AFB. Contractors shall be compliant with HAZMAT management procedures per Oklahoma City Air Logistics Complex (OC-ALC) Sup to AFI 32-7086, “Hazardous Materials Management”. The contractor shall maintain a log of all HAZMAT that is used on base. This usage log shall be provided to the COR monthly, the last business day of each month, or when the required work is completed. The COR will forward the records to the UEC no later than the 4th day of the following month or the first subsequent business day.

5.10. Hazardous Waste: The Contractor shall dispose of contaminated solid waste, spent or processed chemical solutions, used rags and hazardous waste in government furnished waste containers IAW TAFBI 32-7004.

The Contractor shall be responsible for the Initial Accumulation Point (IAP) within the Contractor assigned space. The IAP shall be under the direct control of the Contractor who generates the waste. Before accumulation begins, the Contractor shall ensure appropriate hazard labels are affixed to government furnished waste containers as specified in 49 Code of Federal Regulation (CFR)

172.400. Management procedures for IAPs include written weekly inspections and reporting. When the container has been filled, the Contractor shall seal the container, mark the Certified Filled Date on the container label using an indelible pen, place the container at a designated pick up location, and call the Hazardous Waste Management Facility (HWMF) at 734-3285 for pick-up service. The

Contractor shall ensure the HWMF picks up the container within three (3) calendar days after the Certified Filled Date. If container is not picked up within three (3) calendar days, Contractor shall notify the COR who will notify 776 MXSS/MXDEB, OC-ALC Environmental and Occupational Health Compliance.

The Contractor shall perform written weekly inspections using Tinker AFB IMT Form 487, Initial Accumulation Point Management Aid. Weekly denotes once per working week. The Contractor shall submit Tinker AFB IMT Form 487 on a monthly basis to the COR no later than the third (3rd) day of the month following the reporting period. If the third (3rd) day of the month is a weekend or holiday, the logs are required by the last business day 'PRIOR' to the third (3rd). The COR will forward the form(s) to the UEC no later than the fourth (4th) day of the following month or the first (1st) subsequent business day. Contractor shall maintain a signed copy of the form(s) on site for one (1) year.

5.11. Air Quality Recordkeeping: The Contractor shall be responsible for specific recordkeeping and reporting requirements, when applicable, mandated by Tinker Air Force Base Facility-Wide Operating Permit IAW OC-ALCI 32-101. The COR will contact the UEC for environmental requirements. The Contractor shall submit all applicable records on a monthly basis to the COR no later than the third (3rd) day of the month following the reporting period. If the third (3rd) day of the month is a weekend or holiday, the logs are required by the last business day 'PRIOR' to the (third) 3rd. The COR will forward the records to the UEC no later than the fourth (4th) day of the following month or the first subsequent business day. Contractor shall maintain a signed copy of the form(s) required per OC-ALCI 32-101 on site for one (1) year.

5.12. Discharges: Any discharges into Tinker’s industrial waste treatment plant (IWTP) or sanitary sewer shall be approved and done IAW Tinker Industrial Waste Water Discharge Permit as instructed by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). The COR will submit the required notice of intent documentation to the UEC for 72 ABW/CEIE approval. The Contractor shall maintain records of written approval issued by 72 ABW/CEIE for discharges into IWTP and sanitary sewer.

5.13. Off-Site Discharges: For discharges outside of Tinker AFB, the contractor shall ensure waste water discharges, that may contain pollutants resulting from any contracted service, go to a state or federal permitted treatment facility such as a municipal Publicly Owned Treatment Works (POTW).

The contractor shall provide a letter ten (10) calendar days after contract award date to the COR from the POTW that states the POTW is permitted for all pollutants that the contractor may discharge during the contracted service.

5.14. Spills: Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911. The Contractor shall immediately report all environmental violations to the COR and UEC. The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follow:

One (1) copy to the contracting officer (CO), two (2) copies to the COR, a copy for UEC and a copy for record. The format of the report shall be left up to the contractor, but the report shall contain the following information:

1) Name and contact number of person reporting the spill

2) Date and time of incident

3) Location and source of spill

4) Substance or pollutant spilled

5) Amount spilled and rate of discharge

6) Any damages or injuries involved

7) Extent of area impacted

8) Potential hazards

9) Actions taken

10) Organizations contacted

11) Remarks Section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and which agencies responded.

5.15. Safety Program Requirements

5.15.1. The Contractor shall implement a safety program that ensures protection of Government personnel and property. The program will consist of, as a minimum:

5.15.1.1. Mishap notification/reporting as defined below.

5.15.1.2. A Safety Program that addresses, as a minimum, the subjects listed in the Safety Program Elements, (Section XXXXX) and to be used in performance of the work described in the contract.

5.16. Mishap Notification

5.16.1. The contractor shall notify the designated COR within one (1) hour of all mishaps or incidents. A written report of the mishap/incident shall be sent within three calendar days to the COR, who will forward it to the Procuring Safety Office. For information not available at the time of initial written report, the contractor shall provide the remaining information no later than 20 calendar days after the mishap, unless extended by the Safety Office.

5.16.2. Mishap notifications shall contain, as a minimum, the following information:

a. Contract, Contract Number, Name and Title of Person(s) Reporting

b. Date, Time and exact location of accident/incident

c. Brief Narrative of accident/incident (Events leading to accident/incident)

d. Cause of accident/incident, if known

e. Estimated cost of accident/incident (material and labor to repair/replace)

f. Nomenclature of equipment and personnel involved in accident/incident

g. Corrective actions (taken or proposed)

h. Other pertinent information

5.17. Safety Program Elements

5.17.1. The Contractor’s Safety Program shall clearly define procedures, personnel qualifications, facilities and required equipment necessary to fulfill the following elements:

6. SPECIAL REQUIREMENTS

6.1. Security. The Contractor shall comply with existing Government procedures for obtaining Contractor credentials to work on-site, and Government procedures for Contractor access to Government legacy data systems. While inside DoD facilities, the Contractor shall wear Government-approved identification badges on their outer garment in the chest area. DOD facilities are defined as any space open or covered that is directly owned by or leased to the Department of Defense for the United States of America. For base access, contact the COR.

6.2. Base Location. The Contractor and Contractor representatives shall contact the Government representative for directions to the base. After arriving at the designated entry gate, the Contractor shall telephone the assigned Government representative for further instructions or to be escorted on to the base.

6.3. Foreign Nationals. A foreign national is defined as any person who does not possess a legal certificate of citizenship in the United States of America. The Contractor shall notify the Government of foreign nationals prior to allowing them entry to any DOD facility. Special rules shall apply to foreign nationals and shall be explained to the Contractor once such individuals have been identified to the Government.

6.4. Contractor Representative: The Contractor shall appoint and identify to the Government a project manager who shall act as the Contractor’s representative in all communications with the COR throughout the overall project. The project manager shall be qualified to interpret designs and discuss solutions in all areas of the project with Government representatives, particularly the using agency (76 AMXG/QPP). The Contractor’s representative shall be on-site to supervise all fabrication, assembly and testing of the equipment.

6.5. Quality Assurance. The Contractor shall establish, document, and maintain a quality plan.

The Contractor shall submit a copy of their quality plan to the Government. The contractor shall ensure that the quality of materials, workmanship, design, construction and assembly is adequate to satisfy all requirements of this specification and meet all OSHA and Air Force safety standards.

6.6. Periods of Performance. Period of performance is 15 months from the contract award.

The width of the platform is driven by the width of a stock B-1 stand. The rail sockets should be sized and spaced similarly such that a stock B-1 stand rail will fit in the front space. The side rails and toeboards should match the contour of the platform and steps.
