IMPORTANT DELIVERY INFORMATION
Tinker Air Force Base has constructed a “Truck Entry Gate” (Gate 33), which is located at the corner of 59th Street and Air Depot Blvd (southwest corner of the base). The gate will be opened beginning 15 September 2004.
Gate 33 shall be used for all deliveries by truck to this base.
(Trucks will not be allowed to gain access through any other gate.)
Since your firm’s delivery on this order is affected, please advise your delivery carrier to use the new gate. This should minimize the impact of your delivery.
DELIVERIES TO BUILDING 3001 (B / 3001)
Be advised that delivery vehicles destined for B / 3001 are prohibited from using “Staff Drive”.
Delivery vehicles may make deliveries only in designated unloading areas.
Since your firm’s delivery may be affected, ensure that your delivery carrier receives proper instructions on delivery / unloading requirements for B / 3001. Unloading in designated unloading areas will minimize any inconvenience, and, attendant ramifications, which may accrue, to your delivery / delivery carrier for failure to adhere to this requirement.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Technical Evaluation Criteria for Low Speed Vehicles To be technically acceptable the Low Speed Vehicles (LSV’s) must meet these requirements:
The (4) passenger LSV’s shall at a minimum -
A. Quantity required = (8) eight each total
B. Maximum speed shall be regulated to 25 mph
C. No more than a maximum gross vehicle weight rating of 3,000 pounds
D. Shall have headlamps
E. Shall have stop lamps
F. Shall have turn-signal lamps (kit) Note: Head lights will not used as part of the turn signals. The turn signals shall be independent of the headlight system
G. Shall have reflex reflectors (one red on each side as far to the rear as practicable, and one red on the rear)
H. Must be equipped with a parking brake
I. Shall have a center mounted rear view mirror
J. Shall have a glass windshield
K. Shall have seatbelts
L. Vehicle Identification number (VIN)
M. Shall have Street (hard surface) tires - 195x70x14 Sentinal UN99 tires
N. Shall have Sedona 14x7 black coated aluminum “Badlands” series wheels
O. Shall have steel enclosed cabs constructed of Original Equipment Manufacturer (OEM) parts/components along with doors
P. Shall have digital fuel injection
Q. Shall have gasoline engine
R. Shall be equipped with a LED Strobe light with both beacon and flash - (yellow/amber color) affixed to top of cab
S. Shall have (OEM) cab heaters
T. Installed hitch receiver
U. Minimum Tow capacity of 1,200 lbs
V. Cargo Bed, minimum size 30.3”L x 47.6” W, Load capacity 400lbs
W. Front steel cab doors, must be (O.E.M.) parts to ensure proper fit and seal
X. Rear steel cab doors must be (O.E.M.) parts to ensure proper fit and seal
Y. Tag bracket including tag light assembly
Z. Shall be equipped with (OEM) windshield wipers
AA. Shall be equipped with an (OEM) Back-up Beeper
AB. Each LSV shall have one complete set of service manuals
AC. Vendor shall provide an itemized spread sheet of Parts (Items), Vendor of Items, Part Number of Items, GSA Cost of Items, total quantity and price of items.

All offerors will be evaluated for technical acceptability, deemed either acceptable or unacceptable according to the requirements. Only technically acceptable offers will be considered for award.
Evaluation Criteria:
1) Technical Acceptabilty
2) Price
Factors 1 and 2, when combined, are of equal importance.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
