52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
All offerors will be evaluated for technical acceptability, deemed either acceptable or unacceptable according to the requirements in the attached Statement of Work (SOW). Technical acceptability will be based on an evaluation of proposals against the criteria stated in the Statement of Work (SOW). Offerors are required to present all the information as stated in the Instructions to Offerors, FAR 52.212-1. The minimum technical evaluation requirement is met when the Offeror’s proposal thoroughly addresses all requirements in the SOW.
Only technically acceptable offers will be considered for award.
Evaluation Criteria:
1) Technical Acceptabilty
2) Price
Factors 1 and 2, when combined, are of equal importance.
“CONTRACTOR MUST PROVIDE IN WRITING A DETAILED APPROACH AND PROCESS TO ENSURE
ALL TECHNICAL ASPECTS OF THE SOW CRITERIA ARE MET, IN ORDER TO BE CONSIDERED
TECHNICALLY ACCEPTABLE. A STATEMENT OF “I CONCUR” OR “CONCUR” WILL NOT BE
ACCEPTED.
