Question 1: SOW states, “3.16 UUT Fixtures, Tooling, and Power Cables: Contractor shall provide all fixtures and tooling necessary for mounting and testing each UUT on the FSC test stand. Tools and fixtures may be reverse engineered and fabricated, or authentic from Original Equipment Manufacturer (OEM). Contractor shall be responsible for all monetary costs associated with fixture acquisition.
3.16.1 Legacy fixtures do not need to be reproduced.
3.16.2 If tools and fixtures are reverse engineered, manufacture drawings shall be included for all tools and fixtures that are reverse engineered and fabricated. Manufacture drawings shall be such that local manufacture of any item can be achieved without further engineering. Requirements for tooling and fixtures can be found in UUT T.O.s (Appendix H).
3.16.3 Fixtures may be incorporated into new test stand design”
Do we know which UUT tooling and fixtures drawings Tinker will be able to share with the contractor? This will help dial in cost for reverse engineering eƯorts etc.
Answer 1: The end item TOs list the necessary fixtures and should make the distinction of which ones are used in testing. Tinker will provide whatever drawings we have on hand, but we cannot guarantee we will have drawings for every fixture. Tinker will also provide access to any and all of the fixtures so that the contractor can perform whatever work is needed for reverse engineering, whether through granting facility access so that a contractor or subcontractor can take measurements or through facilitation of shipping to the contractor’s site. Note that all eƯorts a contractor decides to conduct will be at the contractor’s expense.
Question 2: SOW 3.1.14.9.2 states, “Hydraulically driven fuel pump test tank shall utilize its own hydraulic power unit with a standalone reservoir and its own filtration system . Hydraulic fluid shall conform to MIL-
PRF-83282.”
Is the government planning on using its existing hydraulic power unit, or is the supplier to provide this? If so, what are the performance specifications for this cart?
Answer 2: The contractor shall provide the hydraulic power unit. The specifications for the hydraulic power unit shall be derived per SOW 3.1 from the relevant end item technical order (specifically F-22-D-OC-103), though the F22 cart manuals found in Appendix F may be used for reference.
Question 3: SOW 3.1.16 states, “The FSC test stand shall be a completely standalone unit, fully capable of successfully testing every UUT and subcomponents IAW their respective T.O. ’s.”
Does “completely standalone” imply that electrical switchgear enclosures and the hydraulic power unit mentioned in 3.1.14.9.2 must be integrated into the main test stand cabinet? Or are electrical cabinets allowed outside the test stand?
Answer 3: Anything integrated into the new equipment as part of its design (pumps, electrical cabinets, hydraulic power units, etc.) are considered part of the equipment and will not violate the “completely standalone” requirement. They are also not specifically required to be located within the test stand envelope if the Contractor has another location they believe will better meet the requirements in the SOW.
Question 4: A10 Regulating Valve, P/N 26500-1, 30600, T.O. 6J15-3-148-3, calls for use of MIL-PRF-680, Type II fluid as the test media. All other UUTs call for MIL-PRF-7024, Type II fluid.
Question 5: Please confirm that use of MIL-PRF-7024, Type II will be acceptable for this component.
Question 6: This same component calls for fluid temperature to be maintained at 120°F.
Other components have a lower temperature requirement of 60-90°F. Please confirm that this component is to be tested at an elevated fluid temperature.
Answer 4 – 6: Answering all of the above. After some doublechecking, we’ve confirmed the given end item can be tested using MIL-PRF-7024, and that the 120°F requirement is meant to read, “120°F Maximum.” We have paperwork in progress for the governing body to remove these errors in the tech data.
