STATEMENT OF WORK
FOR
COMPOSITE W ALK- IN HAZMAT
FREEZER
7 September 2023
1.0 SCOPE:
1.1 The 76 AMXG KC-46 Squadron requires the purchase and installation of One (1) Class 1 Div 2 Walk in Freezer. The Contractor shall provide delivery, installation, training, and performance verification in the Chemical Room of Building 9504 located at Tinker Air Force Base OK.
1.2 The Freezer shall be a NFPA 86 Class “A” freezer with a typical constant operating temperature range of -22° C to -40° C. The Freezer shall have a minimum interior work area dimension of 8’ Length x 6' Width x 6.5’ Height, maximum exterior dimensions of 10’L x 8’W and ability to function in a 10’ height room).
1.2.1 The walk-in freezer is required to meet Class 1 Div 2 requirement. The rest of this specification shall be taken as minimum requirements unless otherwise stated and a standard unit which meets or exceeds these minimums may be offered in place of a custom unit.
a) Power shall be 208V, 30amp, 3 phase with cord and plug attached to unit.
b) Condensing unit shall have 208/3p/30a power cord.
c) Freezer shall have racks to hold eight (8) composite material rolls (3 to 4 ft long ea.), so they are not laying on themselves or a surface.
d) Freezer racks shall hold a minimum of 500 pounds each.
e) Freezer shall have monitor alarm for open door and over temperature.
f) Freezer shall have an Audio-Visual High temperature alarm system.
g) Freezer shall be equipped with a bypass or other type device on each door of freezer to permit escape from inside.
h) Freezer shall include LED lighting and anti-sweat equipped with a 110v 10a circuit.
i) Freezer floor shall be provided with a non-slip surface.
j) Freezer shall have a steel ramp for the specified door width.
k) Controller shall be a solid-state digital controller capable of either (F) or (C).
l) Freezer shall have an allowable temperature variance of ±5° F throughout the freezer on the temperatures set in the program for normal operations.
m) Condenser shall be suited for indoor use.
n) One (1) each factory tested pressure relief port.
o) Freezer shall be furnished with all standard equipment normally furnished by the manufacturer per section 4.7.
p) Freezer shall meet NFPA 70, OSHA and UL codes.
q) Contractor shall perform all set up, charge unit, and start up and testing.
r) Contractor shall provide installation, start up, and performance verification in accordance with the Statement of Work (SOW) section 8 and 11.
1.3 The following items shall be included at no extra charge: assembly prints, wiring schematics, freezer (pre-wired, tested and balanced as specified), start-up and training, maintenance manuals, operator manuals, calibration manuals and information and standard one (1) year warranty. The Freezer shall be installed in B9504 chemical warehouse. Contractor personnel shall furnish total full load electrical amperage required for their freezer.
1.4 Material:
1.4.1 Parts Design. All material shall be new and of the latest manufacture. Wherever possible, all material and devices shall be of commercial manufacture and readily available from the manufacturer or a distributor.
1.4.2 Standard Parts. All replaceable parts shall be manufactured to definite standards for tolerance, clearance and finish in order that any such part may be field installed without further machining. All parts shall be permanently and legibly marked with the original manufacturer’s part number, where practical.
1.4.3 Specialty Parts. Parts or assemblies that require “fitting” for proper assembly in the field must be identified and separately listed in the parts manual.
2.0 APPLICABLE SPECIFICATIONS, CODES AND STANDARDS The following are included as a portion of this specification, to be applied to the Freezer defined in Paragraph 4, of this SOW where applicable. In the event of a conflict between these codes and standards defer to the stringent of the two. Detail requirements listed in this specification; except those concerning regulatory safety requirements shall override any contradictory portions of the following specifications, codes and standards.
2.1 Government Publications:
2.1.1 Government Supplied Drawings. The using organization will provide a plan view of the location where the Freezer is to be installed after award. The drawing(s) shall include approximate locations of utilities, floor space and overhead clearance dimensions.

3.0 GENERAL REQUIREMENTS:
3.1 Safety and Health Requirements: Covers, guards, and other safety devices shall be provided for all components of the Freezer that present potential safety hazards. The safety devices shall not interfere with the operation of the Freezer. The safety devices shall prevent unintentional contact with the guarded part, and shall be removable to facilitate inspection, maintenance and repair of the Freezer. All machine parts, components, mechanisms, and assemblies furnished on the Freezer must comply with all current manufacturers’ practices. All equipment in this system must conform to 29 CFR 1910 (OSHA).
System electrical utility specifications shall comply with the applicable requirements of NFPA
79. The electrical system shall be tolerant of line fluctuation of +/- 10 percent. The electrical system shall be complete. This shall include any electrical transformer(s) that may be required to modify the existing source voltage to the proper operating voltage of the equipment. A properly rated and fused single disconnect device shall be utilized on the Freezer. Under-voltage protection shall be provided in accordance with NFPA 79. Lockout devices shall conform to the requirements of OSHA Standard 20 CFR, Chapter XVII, and paragraph 1910.147. The instillation shall meet all Class 1 Div 2 requirements.
3.2 Safety Requirements. The following equipment is required as a minimum and shall be provided by the contractor and factory tested prior to shipment: one (1) each pressure relief port. This will remove warm air that comes in when the door is opened and in turn keeping the temperature constant.
3.3 Walk-in-Refrigerators and Freezer Requirements. A bypass or other type device shall be installed on each door of a walk-in refrigerator or freezer to permit escape from inside if an employee is locked inside.
3.4 Other Safety Features. Any other safety features not specifically stated herein that are necessary to provide a complete, safe, and operable system shall be provided by the contractor.
3.5 Restrictions.
3.5.1 Mercury Restrictions. The equipment shall not contain mercury, mercury instruments or mercury compounds nor be exposed to free mercury during manufacture.
3.5.2 ODS Restrictions. Class I ozone depleting substances in accordance with section 602(a) of the Clean Air Act Amendments 1990, 42 USC 7671a(a) as implemented by 40 CFR 82 Protection of Stratospheric Ozone, shall not be contained within used on or in the manufacture or design of this equipment.
3.5.3 Polychlorinated Biphenyl (PCB) Restriction. The use of Polychlorinated biphenyl on or in the machine, or components of the machine, is prohibited.
3.5.4 Asbestos Restriction. Asbestos and materials containing asbestos in any suspended form (such as in gasket materials) shall not be used on or in the machine without prior written approval from the Contracting Officer of the Issuing Contracting Agency.
3.6 General Requirements:
3.6.1 Minimum Requirements. The requirements stated in this document are minimum requirements, and as such are not intended to limit the manufacturer from surpassing the stated requirements.
3.6.2 Standard Products. Materials and equipment shall be a standard product from a manufacturer regularly engaged in the manufacture and supply of Class “A” freezers.
4.0 EQUIPMENT REQUIREMENTS:
4.1 Equipment Requirements. The Freezer shall be a heavy-duty walk-in freezer with condensers unit for storing and freezing composite raw materials prior to use. The Freezer shall be able to maintain a minimum temperature of -22° C. The Freezer shall have a digital chart recorder. The Freezer shall meet, NFPA 70, OSHA and UL codes.
4.2 Interchangeability. To provide for replacement of worn parts, all parts shall be manufactured to definite dimensions and tolerances, which will permit installation of replacement parts without modification of any part or to the system.
4.3 Assembly. The system shall be constructed of parts which are without defects and are free of repair.
4.3.1 Castings and Forgings. All castings and forgings shall be free of scale and mismatching. No process such as welding, peening, plugging, or filling with solder or paste, shall be used for reclaiming any defective part.
4.3.2 Welding, Brazing or Soldering. Welding, brazing or soldering shall be employed only where specified in the original design. None of these processes shall be employed as a repair measure for any defective part.
4.3.3 Fastening Devices. All screws, pins, bolts, and other fasteners shall be installed in a manner to prevent change of tightness. Those subject to removal or adjustment shall not be swaged, peened, staked, or otherwise permanently installed.
4.3.4 Surfaces. All surfaces shall be clean and free of sand, dirt, fins, spurs, flash, scale, flux, and other harmful, or extraneous materials. All edges shall be either rounded or beveled unless sharpness is required to perform a necessary function.
Except as otherwise specified herein, the condition and finish of all surfaces shall be in accordance with the manufacturer’s commercial practices.
4.3.5 Instruction and Indicating Plates. All wording in the instruction manuals and on indicating plates shall be in the English language. Characters shall be engraved, etched, embossed, or stamped in boldface on a contrasting background. When these methods are not practical, the instructions shall be applied directly on the item by environmentally protected decalcomania transfer, metal wrap around tag, stencil, silk screen, or by any other method suitable for the use intended, which shall be as permanent as the normal life expectancy of the item on, or to, which it is applied, and capable of withstanding the environmental tests and cleaning procedures specified for the item.
4.3.6 Nameplate. A corrosion resistant metal nameplate shall be securely attached to the Freezer near one of the entry doors. The nameplate shall contain the information listed below. The captions listed may be shortened or abbreviated, provided the entry for each caption is clear as to its meaning. This shall be in addition to any other information which the manufacturer normally lists on the Freezer.

4.3.7 Body Assembly. The Freezers shall be formed of rigidly designed frame and shall be suitably reinforced to form a solid structural unit. The interlocking insulated panels shall fit into a rugged channel base frame. Standard tongue and groove interlocking panels shall be of sufficient thickness for the rated temperature and shall be secured to the aforementioned base frame. These panels shall consist of interior and exterior metal skin. The body may be in sections that attach together on site to reduce the size and weight of the unit to manageable segments for transport.
4.3.8 Floor. The Freezers floor shall be placed on the existing concrete floor and leveled. Panels shall be reinforced to support a loading of 500 pounds per square foot (evenly distributed) and support pallet jacks with a weight of up to 200 pounds per wheel. Floor should be provided with a non-slip surface.
4.3.9 Doors. The Freezer shall have one door. The door shall have a minimum width of 36” and a height of 78”. The door gasket shall be installed around the doors for a good seal and to avoid heat loss. The insulation to be used shall be a material which retains its original thermal resistant qualities throughout its life and does not contain any asbestos.
4.4 Condenser and Piping. The condenser(s) for the freezer(s) shall be placed in close quarters to the freezer. Connect condensate drain piping to the closest IWTP (Integrated Waste Treatment Plant) drain available. The condenser should be suited for indoor use.
4.5 Walls Insulation. The walls shall be insulated with the thermal equivalent of 5” of urethane insulation and shall not contain any asbestos.
4.6 Electrical Requirements. The Freezers shall be powered by a 480 Volt, 3 Phase, and 60 Hertz electrical service. Tinker shall provide an electrical disconnect switch within 25 feet of the Freezer units.
4.6.1 Main Disconnect Switch. The Freezer shall have a main disconnect switch or circuit breaker which, when tripped, will completely shut off electrical power to every part of the unit. Switch shall be mounted directly on the freezer outside wall and labeled with the electrical voltage.
4.7 Standard equipment. The Freezer shall be furnished with all standard equipment normally furnished by the manufacturer. The contractor shall also provide any special or non-standard tools for maintenance.
4.8 Workmanship. Workmanship of the Freezer and accessories shall be commensurate with the requirements specified herein and shall be of a quality prevailing among manufacturers normally producing equipment of the type specified herein.
4.9 Quality. This Freezer shall undergo a quality check which examines interior and exterior fit and finish, paint quality, conduit bends as well as a wide range and host of other items and components prior to acceptance. This extensive quality system shall assure that the Freezer is of the highest quality available.
5.0 REQUIRED CONTROL SYSTEMS:
5.1 Control Equipment. The controller to be used shall have a digital display and shall be adjustable in single degree increments. Allowable temperature variance of the freezer is ±5° F throughout the freezer on the temperatures set in the program for normal operations. The freezer shall have an Audio-Visual High temperature alarm system.
5.2 Control Enclosure. A pre-wired control enclosure of suitable size and shape, and conforming to NEC and/or NEMA requirements, shall be provided.
5.3 Digital Display. The freezer requires a digital screen at the equipment that capable of showing its current internal temperature.
6.0 SURFACE FINISH:
6.1 Interior. Surfaces of purchased components normally factory finished, shall be furnished with manufacturer’s standard smooth stainless steel finish system.
6.2 Exterior. Embossed galvanized or aluminum finish.
7.0 START-UP AND TRAINING.
7.1 Start-up. The contractor shall furnish one (1) each factory trained representative to facilitate first start-up and operation of the Freezer. This representative shall be versed in the installation and operation of the freezer and shall inspect the installation of the equipment to ensure all service connections are done in accordance with the manufacturer’s instructions. The representative shall be capable of troubleshooting the installation and freezer systems if the equipment does not function in accordance with the requirements stated in this document. For final acceptance, the freezer must hold a minimum temperature for -40 degrees C (+/- 10) for 24 hours.
7.2 Training. The contractor shall provide standard operational training.
8.0 WARRANTY.
8.1 Warranty. The Contractor shall provide a standard commercial warranty for parts and labor.
9.0 SHIPPING.
9.1 Shipping: The Contractor shall be responsible for shipping of all components to Tinker
Air Force Base building 9504 and unloaded in preparation of on-site installation.
10.0 INSTALLATION.
10.1 Installation: The door dimension in building 9504 is 10ft x 10ft. The freezers components and sections shall be installed and set in position in the chemical warehouse section of building 9504. The contractor shall be responsible for final connection to building electrical by a licensed electrician and drain systems. The Government will ensure that the electrical box for this connection is within twenty-five feet of the Freezer prior to the beginning of installation.
10.2 Environmental Protection & Safety: The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract.
10.3 Contractors shall be compliant Tinker Air Force Base (TAFB) Supplement to Air Force Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker Air Force Base Instruction (TAFBI) 32-7004, “Hazardous Waste Management”, and Complex procedures per Oklahoma City Air Logistics Complex (OC- ALC) Sup to AFI 32-7086, “Hazardous Material Management” and OC-ALCI 32-101 “Air Quality Record Keeping Procedure”. Publications are available digitally on e-Publishing website at www.e-publishing.af.mil for downloading or ordering.
10.4 Project Schedule. The contractor shall have 15 weeks total from the start date of manufacture to complete final installation and start up requirements. Available working hours for on base installation and start up requirements shall be 6:45AM – 2:00PM (Monday – Friday).
11.0 Spills: Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911. The Contractor shall immediately report all environmental violations to the GPOC and UEC. The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:
11.1 One (1) copy to CO, two (2) copies to the GPOC, a copy for UEC and one (1) copy for record. The format of the report shall be left up to the Contractor, but the report shall contain the following information:
a) Name and contact number of person reporting the spill.
b) Date and time of incident

d) Substance or pollutant spilled.
e) Amount spilled and rate of discharge.
f) Any damages or injuries involved.
g) Extent of area impacted.
h) Potential hazards
i) Actions taken.
j) Organizations contacted.
k) Remarks Section - that addresses the cause of the spill (e.g., human error, equipment, etc.) and
12.0 Housekeeping: The Contractor shall keep the work areas clean and neat IAW industry standards, OSHA, fire and safety standards, and this SOW.
13.0 Privately Owned Motor Vehicles (POV): Contractor personnel shall comply with the directives pertaining to operation of POVs on Tinker AFB per AFMAN 31-116, in its entirety, “Motor Vehicle Traffic Supervision”. The Contractor shall comply with Tinker AFBI 24-302, in its entirety for the operation of POVs within Tinker AFB.
14.0 Visitors Pass: The Contractor shall contact the GPOC seven (7) business days before arriving on Tinker AFB in order to make arrangements for Visitors Passes. The GPOC will assign a sponsor for the Contractor from within the organization. The Contractor and the sponsor shall arrange to meet at Pass and Registration, building 6611 at the Tinker Gate which is South of I-40 off of Air Depot. The Contractor shall provide two (2) forms of identification, one of which shall be a picture ID, to the 72 SFS. The 72 SFS will provide an AF Form 75, Visitors Pass, which will be valid for up to thirty (30) calendar days.
15.0 Foreign Nationals: The Contractor shall notify the GPOC before sending a Foreign National representative to perform services. Special rules apply for foreign nationals visiting a US Government facility.
16.0 Safety and Health on Government Installations: While performing work under this contract the Contractor shall comply with all applicable federal, state, and local and the specific Air Force regulations (as applicable) regarding occupational safety and health addressed in the SOW. During the execution of the contract the Contractor shall notify the CO, GPOC, and Government Contract Administrator (CA) within one (1) business day of any damage to Government property where the dollar value exceeds $500,000.00 and within two
(2) workdays, for any damage to Government property less than $500,000.00.
• The Contractor shall notify the (CO) within one (1) business day of any injury to contract personnel which occurs while on a Government installation.
16.1 Mishap notifications shall contain, as a minimum, the following information:
a) Contract, Contract Number, Name and Title of Person(s) Reporting
b) Date, Time and exact location of accident/incident
c) Brief Narrative of accident/incident (Events leading to accident/incident)
d) Cause of accident/incident, if known
e) Estimated cost of accident/incident (material and labor to repair/replace)
f) Nomenclature of equipment and personnel involved in accident/incident.
g) Corrective actions (taken or proposed)
h) Other pertinent information
16.2 If requested by the designated CO, the Contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by the Procuring Safety Office. Contractors will not dispose of contract data related to a mishap until notified to do so by the CO.

17.0 Personal Vehicles: While on a government installation the Contractor shall be required to follow applicable installation traffic safety regulations and any applicable safety requirements required by the work center supervisor as it pertains to execution of the contract while in the work center; these may include but are not limited to general personal protective equipment such as safety glasses, hearing protection, and hard hats. The Contractor shall comply with base/shop emergency procedures for fire, tornado etc.
18.0 Emergency Procedures: The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the Contractor’s responsibility to account for their employees following an emergency evacuation other emergency procedure. The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.
